Education:
  • Master's degree in Mass Communication, Development Communication, Development Studies, International Relations, Media Studies, Social Sciences, Political Science, Public Relations or a related discipline from a recognized university.

  • Additional certification or training in Knowledge Management, Communication for Development (C4D), Storytelling, Visual Communication, Digital Communication, Stakeholder Engagement, Government Relations, Advocacy, or Humanitarian Coordination will be considered an advantage.

Experience Requirements

  • Minimum 5 to 7 years of professional experience in knowledge management, communication, public relations, government liaison, stakeholder coordination, or development programme management.

  • Demonstrated experience developing success stories, case studies, human-interest content, and visibility products for donor-funded programmes.

  • Demonstrated experience in government liaison, official correspondence, and coordination with regulatory authorities in a humanitarian or development context.

  • Experience coordinating with UN agency communication teams, donor communication requirements, and branding and visibility standards.

  • Experience maintaining knowledge management systems, meeting minute documentation, and institutional archives for large projects.

  • Experience working with UNICEF, UN agencies, INGOs, or donor-funded programmes will be highly preferred.

  • Experience working in the Cox's Bazar Rohingya humanitarian response, including engagement with RRRC and CiC offices, is highly preferred.

Additional Requirements

  • Excellent communication, interpersonal, and relationship management skills.

  • Strong writing, editing, and storytelling skills in both Bangla and English, with the ability to produce content suitable for community, donor, media, and government audiences.

  • Ability to communicate effectively with government officials, camp authorities, community members, and diverse stakeholders with professionalism and diplomacy.

  • Good understanding of government systems, administrative procedures, and humanitarian coordination mechanisms in Cox's Bazar.

  • Working knowledge of visual communication tools (Canva, Adobe Suite, or equivalent), photography basics, and social media platforms will be considered an advantage.

  • Proficiency in Microsoft Office applications.

  • Ability to work under pressure, manage multiple assignments and deadlines, and travel frequently between camps, offices, and government sites.

  • High integrity, confidentiality, and professionalism.

  • Strong commitment to child rights, inclusion, safeguarding, and gender equality.

  • Must possess a valid driving license.

Job Context

Eco-Social Development Organization (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a people` centered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. Near about three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people to bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted with the changing situation and provided the most time-bound services especially for the poor and disadvantaged. A community focused and people centered approach has been adapted by ESDO while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 422 upazilas under 56 districts of Bangladesh covering over 10 million poor and vulnerable people.

ESDO is going to implement a UNICEF-supported project titled “Provide quality, inclusive skills development and Myanmar Curriculum STEM education for adolescent learners aged 15-18, and portable skills training for education volunteers in Cox's Bazar” in Rohingya camps of Ukhia, Cox’s Bazar. The project aims to improve access to quality foundational literacy numeracy (FLN), trade skills, employability skills, leadership skills, entrepreneurship training, STEM Education and portable skills opportunities for Rohingya adolescents and youth through multi-Purpose Centers (MPCs), Science & IT Labs, and SKILFO-based portable skills interventions.

The Knowledge Management Officer holds an integrated portfolio spanning three interconnected functions: overall knowledge management for the project, project communication and visibility, and government liaison for approval and stakeholder engagement with authorities. The position ensures that project knowledge, decisions, and documentation flow smoothly across the team, ESDO Head Office, UNICEF, government counterparts, and sector partners; that the story of the project is told credibly through well-produced success stories, case studies, and visibility products developed in close support of the UNICEF communications team; and that the government approvals, permissions, and stakeholder relationships the project depends on are obtained and maintained on time. In a project that operates in a highly regulated humanitarian environment and answers to multiple stakeholders, this position is central to keeping information visible, decisions traceable, and relationships strong.

The Knowledge Management Officer will work under the direct supervision of the Information Management Manager and coordinate closely with the Skills Development Technical Lead, the PSEA, CSG and AAP Officer on community communication, the Adolescent Officer and Market Linkage and Business Development Officer on programme storytelling, the Skills Development Field Officer on field access, and the UNICEF Communications, Advocacy, and Partnerships team on joint communication products.

Job Responsibilities

1. Knowledge Management Systems, Repository, and Institutional Documentation

• Establish and maintain the project's knowledge management systems, including digital and physical repositories for project documents, technical guidelines, reference materials, agreements, and reports, with clear version control and archiving

• Document meeting minutes, decisions, and action points from all significant project meetings (internal team, ESDO Head Office, UNICEF, government, sector, and partner meetings) and store them in an accessible repository so that communication flow remains smooth, decisions are traceable, and reference material is available to team members and stakeholders at any point.

• Organize project files, technical documents, safeguarding records, correspondence, and event materials with an intuitive structure so that retrieval is fast for audits, HACT spot checks, donor missions, and internal reviews.

• Ensure institutional memory is preserved throughout the project cycle and handed over cleanly to ESDO at project closure.

2. Communication, Visibility, Success Stories, and Media Content

• Develop success stories, human-interest stories, case studies, and lessons-learned products from the field, capturing the voice of adolescents, families, instructors, and communities with dignity, informed consent, and safeguarding sensitivity.

• Produce visibility materials including newsletters, information bulletins, brochures, factsheets, infographics, photo essays, and short video content in line with the branding and visibility standards ESDO applies through its UNICEF partnership.

• Support the UNICEF Communications, Advocacy, and Partnerships team in documenting, editing, and publishing content on the project, and coordinating joint content development for donors, media, and public audiences.

• Support event coverage, photo and video documentation, learner testimonials, and knowledge products for donor visits, project milestones, and campaign moments.

• Engage with the Education Sector, Livelihood and Skills Development Sector (LSDS), Communication with Communities Working Group, and other relevant sector forums on knowledge sharing, joint publications, and collective communication.

3. Government Liaison, Approvals, and Stakeholder Engagement with Authorities

• Lead government liaison for the project, including obtaining and maintaining necessary permissions, approvals, and authorizations from the RRRC Office, Camp-in-Charge (CiC) offices, District and Upazila Administration, and any relevant Government of Bangladesh authorities for project operations in the camps.

• Prepare, submit, and track official correspondence, application files, and support documents required for government approvals, and follow up proactively to prevent delays that would affect project delivery.

• Coordinate government officials' visits to project sites, prepare briefing packages, and support the Skills Development Technical Lead in high-level engagement with authorities.

• Maintain updated records of all approvals, permissions, memoranda, and correspondence for audit and compliance purposes.

4. Learning, Knowledge Sharing, and Institutional Documentation Support

• Facilitate internal knowledge-sharing sessions, learning reviews, after-action reviews, and reflection events, and ensure findings are documented and circulated across the team.

• Curate lessons learned, innovations, and good practices from the project for use in ESDO's institutional learning and future programme design.

• Support the Information Management Manager on knowledge management deliverables that connect to the wider MEAL, Result Framework, and reporting cycle.

5. Safeguarding, Accountability, and Other Responsibilities

• Uphold PSEA, Child Safeguarding, AAP, ESRM, and anti-fraud standards across every communication, storytelling, and documentation activity, and ensure informed consent, dignity, and confidentiality in every learner, family, or community story produced.

• Ensure confidentiality of project information, correspondence, and personnel data, and follow the data protection standards set by the Information Management Manager.

• Support internal audits, UNICEF spot checks, HACT assurance activities, donor missions, and evaluations with well-organized documentation, and perform any other duties assigned by the Information Management Manager or the Skills Development Technical Lead in the interest of the project.
