Educational Requirements:
∎ Minimum Bachelor's Degree in marketing, BBA social science/development studies/economics/related discipline/Diploma Engineers or TVET related areas.
∎ Language Skills: Excellent proficiency in both speaking and writing English is most desirable.
∎ Note: In case of candidates with more experience; age and educational qualification would be relaxed.

Job Context:
∎ Background of the Project:
∎ Quality TVET skills are a basic requirement for increased opportunities for the youth. Without quality TVET, the existing workforce will not be able to cater to the demands of the newly emerging job market. The youth need these skills and knowledge for developing their capability, improving productivity and building entrepreneurship. Considering this fact, Terre des Hommes Netherlands (TdH-NL) in partnership with Village Education Resource Center (VERC) is going to implement this TVET projects for 400 (280 girls and 120 boys) youth from marginalized and vulnerable families and transforming them into skilled labourers with gainful employment. VERC will work with private training service providers in Savar who provide quality training and employment the youth in formal factories. The action will use the strength of quality TVET service providers, referral services, practical experience, close monitoring and follow up, which ultimately contribute to reduce hazardous child labour in the project area.
∎ General characteristics:
∎ This position is responsible to support in overall planning and management of the TVET functional areas in finding out training and employment opportunities for the youth beneficiaries. S/he has to place trained youth beneficiaries from different vocational training courses by communicating with different local employers of formal industries, associations, contractors and entrepreneurs. S/he has to bring job demand for the beneficiaries in advance every month so that job placement is flawless and there is a balance between the supply and demand sides. This position will require at least 70-80 percent movement within the project area in searching training and employment opportunities for the beneficiaries.
∎ Objective:
∎ The main objective of this position is to increase productivity and better employment opportunities for the youth through an inclusive, demand-driven, and interlinked skills development system responding to the needs of the labour market. S/he will support the TVET project complying with the project goal, objective and policies and guidelines of the project and Government of Bangladesh.
∎ Position in the organization: The Job Placement Officer will be part of the programme team of VERC, and directly reportable to the Project Coordinator-TVET Project, VERC.

Job Responsibilities:
∎ Result Areas
∎ Result 1: Coordinate Organizational Policy
∎ Organizational policy is coordinated in such a way that objectives have been achieved.
∎ Contribute to the overall planning and management of the TVET functional areas in close collaboration with the supervisor
∎ Develop quarterly and annual work plans and ensure timely implementation towards the achievement of outputs, outcomes, and alignment with project priorities
∎ Assist in developing a job placement strategy and initiate to implement that properly
∎ Perform regular visits at the project areas and collect data as required for identifying skills requirement of industry/sector and other employers as well as jobs demands
∎ Maintain regular contact, close liaison and linkages with employers and recruiting agencies and motivate them for providing employment to the youth beneficiaries
∎ Assist in conducting advocacy events, meetings, workshops, seminars as needed with relevant stakeholders (e.g. government officials, community, employers, trade bodies, TVET institutes, Bangladesh Technical education Board, National Skills Development Authority, Industrial Skills Councils, job-seekers, etc.)
∎ Result 2: Maintaining contacts
∎ Relevant internal and external contacts have been maintained.
∎ Represent the organization in different meetings, workshops and seminars.
∎ Regular communicate and coordinate with the lead partner to ensure the effective performance of the project activities
∎ Assist to build the partnership with TVET related industry, agencies and other organizations/employers.
∎ Result 3: Improve workflows
∎ Work processes have been improved in such a way that the quality of service remains secure and employees are sustainably able to achieve the goals.
∎ Monitors and assesses the implementation of activities related to TVET functions; prepares monthly, quarterly, annual and required based reports
∎ Develop and maintain database/profile of beneficiaries, especially training recipients, job seekers and employers, update accordingly and make plan for employment
∎ Follow-up the workplaces and monitor post-employment status and update database, prepare and share report accordingly
∎ Assist in developing and disseminating necessary promotional and communication materials related with TVET
∎ Conduct career guidance/ job counseling sessions and arrange mock interviews for the job-seekers
∎ Prepare case studies and best practices of the project
∎ Follow up and visit to TVET institutes regularly
∎ Any other task assigned by the supervisor

Additional Requirements:
∎ Age 28 to 40 years
∎ Both males and females are allowed to apply
∎ 5 years of experience in the field of NGOs including 3 years in job placement officer experience
∎ Experience in working with programmes/projects related to TVET/IGA/livelihood development/ready-made garments/skills training
∎ Proficient in MS Office packages (Especially, MS Word, MS Excel, MS PowerPoint) as well as email and internet
∎ Competence in database management will be an added value
∎ Capacity on networking and collaboration with Govt. office, local government, potential employers, TVET institutes and local civil society
∎ Hands on experience of project cycle management (PCM), logical/result framework and project proposal development
∎ Excellent leadership and negotiation quality
∎ Excellent presentation, communication and report writing skills.
∎ Accustomed to frequent travel at project area

Salary:
∎ Tk. 37500 - 40500 (Monthly)
