Education:

Bachelor’s degree in Environmental Science, Environmental Engineering, Occupational Health & Safety, Safety Management, Public Health, Healthcare Management, or a related discipline.

Bachelor’s degree in Engineering or Science with relevant professional HSE/HSSE qualifications will also be considered.

A Master’s degree in Public Health (MPH), Environmental Management, Occupational Health & Safety, or a related field will be an advantage.

Minimum 3–5 years of relevant HSE/HSSE experience, preferably within a hospital, clinic, diagnostic center, healthcare facility, pharmaceutical organization, or other high-risk environment.

Candidates with 5+ years of experience in healthcare HSE/HSSE management will be highly preferred.

Practical experience in healthcare safety, biomedical waste management, infection prevention, fire safety, emergency preparedness, occupational health, and environmental management is preferred.

Proven experience conducting risk assessments, safety inspections, incident investigations, audits, emergency drills, and HSE training.Experience in developing and implementing HSE policies, SOPs, risk registers, emergency response plans, and corrective action systems.

Experience working with multidisciplinary teams and external contractors/vendors will be an advantage.

Candidates with recognized professional HSE/HSSE certifications will be preferred, such as: NEBOSH IGCIOSH Managing SafelyOSHA certification/trainingISO 45001 Occupational Health & Safety, ISO 14001 Environmental Management, ISO 9001 Quality ManagementTraining/certification in Fire Safety, First Aid, Emergency Response, Infection Prevention & Control, or Biomedical Waste Management.

Relevant combinations of education, professional certification, and practical experience will be considered.



Responsibilities & Context:

Job Summary :

We are seeking a responsible, proactive, and experienced HSSE / HSE Officer – Healthcare in MoheshKhali, Coxbazar  to establish, implement, and monitor Health, Safety, Security, and Environmental (HSSE) standards within our healthcare facility.

The successful candidate will be responsible for developing and implementing HSE policies, procedures, and Standard Operating Procedures (SOPs); identifying workplace hazards; ensuring regulatory compliance; conducting safety inspections and training; and promoting a strong safety culture among medical, administrative, and support staff.

The candidate should have a good understanding of healthcare safety, occupational health, infection prevention and control, biomedical waste management, fire safety, emergency preparedness, chemical safety, and environmental management.

Key Responsibilities

  • Develop, implement, and maintain the healthcare facility’s HSSE/HSE policies, procedures, guidelines, and SOPs.

  • Conduct regular hazard identification and risk assessments (HIRA) for clinical, administrative, technical, and support areas.

  • Monitor compliance with occupational health, safety, environmental, and healthcare safety requirements.

  • Conduct regular workplace safety inspections, audits, and risk assessments and recommend corrective actions.

  • Develop and implement Emergency Preparedness and Response Plans, including fire, medical emergencies, evacuation, disaster, and other emergency situations.

  • Coordinate and conduct regular fire drills, emergency response drills, evacuation drills, and safety exercises.

  • Ensure proper implementation of fire prevention and fire protection systems.

  • Monitor safe handling, storage, transportation, and disposal of biomedical, hazardous, chemical, and general waste.

  • Coordinate with clinical teams regarding infection prevention and control (IPC) and healthcare-associated risks.

  • Monitor proper use, availability, and maintenance of Personal Protective Equipment (PPE).

  • Promote safe handling of medical equipment, chemicals, sharps, and other hazardous materials.

  • Investigate workplace accidents, incidents, near misses, injuries, and unsafe conditions and prepare investigation reports.

  • Recommend and follow up on corrective and preventive actions (CAPA).

  • Develop and conduct regular HSE/HSSE training, toolbox talks, safety awareness programs, and emergency response training for employees.

  • Maintain accurate records of incidents, inspections, audits, training, risk assessments, and corrective actions.

  • Monitor contractor, vendor, security, housekeeping, maintenance, and other support-service safety compliance.

  • Coordinate with relevant government authorities, regulatory bodies, emergency services, and external agencies when required.

  • Support the development and implementation of Occupational Health and Safety (OHS) programs.

  • Monitor environmental aspects including waste management, water, sanitation, chemical handling, and pollution prevention.

  • Ensure appropriate signage, emergency exits, fire extinguishers, first-aid facilities, emergency equipment, and safety systems are available and maintained.

  • Prepare periodic HSSE/HSE performance reports and KPI dashboards for management.

  • Promote a strong safety-first culture across the organization.
