∎ Must have direct experience of financial management in Donor Funds.
∎ Previous experience working in a multi-disciplinary team in a health sector.
∎ Experience in Red Cross/Red Crescent Finance and logistics systems.

Responsibilities & Context:
∎ Lead to ensure annual budget planning, preparation, necessary revision and budgetary management and control.
∎ Conduct regular monitoring of program budgets and keep the QRC management updated.
∎ Coordinate and arrange approval from HoM, donor HQ for budget, expenditure, modification, sub-grants approval.
∎ Ensure Quick book entries are updated.
∎ Ensure monthly finance report submits within the deadline.
∎ Ensure financial control and managing risk.
∎ Ensure conformity to the policies and procedures of the contract with specific emphasis on:
∎ Financial Management & Controls
∎ Financial Planning, Budgeting and Forecasting
∎ Financial Monitoring & Audits
∎ Monitor and retain financial records.
∎ Support, and strengthen financial management, accountability, and capacities of partners in accordance with the principles of the contract.

∎ The Bangladesh Country Office’s mission is to support the Bangladesh Red Crescent Society (BDRCS) in fulfilling their mandate in close cooperation with Red Cross and Red Crescent Movement partners as well as other relevant organizations, to coordinate and direct international assistance and to provide representation to international and regional organizations. QRCS as a partner national society with its presence in Cox’s Bazar since 2017, has been delivering humanitarian assistance to Forcefully Displaced Myanmar Nationals (FDMN) in the health, shelter, wash and protection sectors through Bangladesh Red Crescent Society in the camps and hoping to expand beyond Cox’s Bazar. This position will look after overall finance and budgeting unit of the QRCS Bangladesh Delegation office.
∎ Job Purpose:
∎ The Finance Officer is mainly responsible for look after overall finance, accounts & budgeting to ensure Bangladesh Mission Office operation is fully complied with QRC policy & procedure and donor audit requirements and relevant documents are duly implemented. S/he will be responsible for financial management oversight of the programs, maintaining consolidated programs accounts, cash flow management and payment processes. This resource will work closely with Head of Mission-QRCS, Bangladesh, Head of Finance-HQ and implementing partners to ensure the financial principles of the contract are complied with and that proper accounting records are maintained for reporting to Qatar Red Crescent. This position will be responsible for ensuring and delivery of supplies and the application of an efficient commodity and logistics system for the programs in accordance with donor requirements. S/he will be also responsible for ensuring organization is complied with QRC financial policies, financial implications. The Finance Officer is responsible for overall grant and sub-grant management of the program, ensuring compliance with QFFD, KRC and other donors as well as QRC rules and regulations. The incumbent will plan and lead Implementing Partner capacity building initiatives in proper fund management. S/he is expected to coordinate with RCRC partners finance, admin & Procurement that activities are done as per program plan. Maintain close coordination with Head of Mission, Bangladesh & HQ finance team at Doha. Monitor QRC and partner expenditure as per approved budget.
