Job Context:
∎ Breaking the Silence is a non-profit, voluntary organization registered with the Department of Social Services (Registration No. 05037, Date: 17 October 2000) and NGOAB (Registration No. 1642, Date: 20 May 2001). The organization works to establish child rights, prevent child abuse and child sexual abuse, prevent child marriage, accelerate child-friendly good governance, improve the quality of education at the primary and pre-primary level, prevent violence against women, empowering children,youth and women, promoting climate justice. The organization is going to implement a research focused pilot project named `Blue Economy and Inclusive Development for Climate Justice with the support of `OXFAM in Bangladesh`.The relevant study and activities will be implemented in Dhaka, Satkhira , Khulna and Cox`s Bazar District. BTS is going to recruit the `Finance Officer` for the mentioned project.
∎ Position Name : Finance Officer.

∎ Tenure of Services Contract:
∎ 3 (Three) months probation period. After successful completion of the probation period, based on the performance of the staff and recommendation from the supervisor, the post may be continued till the project`s lifetime.
∎ Working Area:
∎ Dhaka, Satkhira, Khulna and Cox`s Bazar District¬

Job Responsibilities:
∎ Perform day to day project finance related activities and report directly to Finance Manager (FM) regarding all financial management issues
∎ Ensure consolidation of accounts, budget development, monitoring and evaluation.
∎ In collaboration with Programme staff ensure project finance management
∎ Validate the day to day and ongoing disbursement of programme funds.
∎ Responsible for financial management (including Banking, cash flow and Asset management) across the programme.
∎ Informing donor regarding financial issues ensuring compliance with donor requirements
∎ Generating monthly, quarterly, annual and other relevant financial reports.
∎ Assist the FM in development of the finance strategy
∎ Ensure a proper filing system for donor financial contracts/agreement with all donor requirements.
∎ Maintain accounts and financial software.
∎ Assist in audit preparations as per the donor requirements.
∎ Coordinate regular meetings with on donor requirement related issues
∎ Ensuring all costs is properly coded in the system by reviewing all purchase requisition and payment document.
∎ Review and analyse vouchers and ensure donor's procurement and compliances as adopted in the contract.
∎ Financial monitoring, and internal auditing.
∎ Assist project manager in drafting the project annual development plan and FD-6
∎ Others: Be able and willing to respond to natural disasters or emergency situations, when needed and any other task assigned by Supervisor and /or Senior Management of BTS.

Additional Requirements:
∎ Minimum 5 years relevant experience in financial management.
∎ Ability to prepare and administer budgets.
∎ Demonstrated ability to work with multi-disciplinary teams and stakeholders (internally/externally) in management and control of finance policies and guidelines.
∎ High analytical/negotiating/communication/inter-personal kills.
∎ Ability to work under highly stressful conditions.
∎ Sound understanding and compliance of safety and security issues relating to development and humanitarian work.
∎ Supervisory responsibilities.
∎ Good knowledge of English and Laos.
∎ Good Accounting and Microsoft Office skills, particularly Word and Excel.
∎ Able to work under pressure and willing to frequent travel to Field area in the Project Area.
∎ Knowledge in community development, ability to work under timeline, facilitating participatory training, conducting the workshop, brainstorming sessions, focus group discussions, simulation, seminars, meetings, strong interpersonal skills, team-building capacity, problem-solving skills.
∎ Good writing and speaking skills in English and Bangla.

Salary:
∎ Gross: Taka 45,000-50,000/=

Compensation & Other Benefits:
∎ 2 days weekend
∎ Office time, Annual Leave, Increment & other facilities will be applicable as per 'Recruitment and Human Resource Management Policy' of Breaking the Silence and the facilities will be applicable also based on available resources in the project budget.
