Job Context:
∎ The Centre for Disability in Development (CDD) is a not for profit organization established in 1996 to develop a more inclusive society for persons with disabilities. CDD simultaneously builds technical capacities of the development stakeholders and the communities in how to be more inclusive whilst also enabling persons with a disability to participate in society by strengthening their leadership and providing them with essential rehabilitation and other supports.
∎ CDD is one of the most renowned organizations in the field of disability-inclusive development. CDD`s work in Bangladesh is supported by international and national donor agencies/development partners. CDD offers an inclusive, amicable, and respectable work environment.
∎ The Ramon Magsaysay Award (Asian version of the Noble prize) has been awarded to its Executive Director in 2010. In 2018, CDD was recognized by the Government of Bangladesh as one of the best organizations working on disability and development issues.
∎ Since November 2017, CDD in partnership with CBM is implementing Inclusive Humanitarian Response for Rohingya Crisis: Access to Rehabilitation and Disability Mainstreaming` project in Ukhia, Cox`s Bazar. As per operational strategy 2020-22, the current key activities of the response consist of (1) the provision of multidisciplinary rehabilitation services, (2) running of a Therapy Corner to provide rehabilitation and other related services for the Children with severe impairments, and (3) technical support to mainstream organizations, advocacy with sectors to include persons with disabilities in the humanitarian action.

Job Responsibilities:
∎ Key area 1: Account Management
∎ Manage accounts & finance of 2 to 3 humanitarian projects.
∎ Guide, Accounts Officer to manage the respective projects effectively.
∎ Regular updates of cash and bankbook and update the tally
∎ Monitor the quality of the accountancy (proper supporting documents, voucher description etc.)
∎ Verify the monthly accounting report
∎ Review daily receipts and payment vouchers journal vouchers of project-related expenses prepared by the Sr. Accountant.
∎ Ensure all payments to the vendors in due time.
∎ Maintaining Cashbook, bank book, General ledger, subsidiary ledger, and other required registers.
∎ Ensure in VAT and Tax is paid and documented as per Government Rules.
∎ Maintain FIS for the project, operate TALLY Software.
∎ Prepare/Review the monthly bank reconciliation statement.
∎ Key area 2: Treasury management
∎ Prepare and submit the monthly treasury request/ monthly financial requisition to CDD-HQ timely and in line with field expense forecast.
∎ Ensure sufficient fund availability in bank and cash box to prevent delay in project implementation.
∎ Maintain safe cash box & cash count as per CDD policy
∎ Key area 3: Budget management
∎ Prepare/review budget forecast, with quarterly and monthly budget break-down, for projects and the program.
∎ Implement and monitor budgetary control activities.
∎ Develop monthly variance report of the budgeted and actual expenses showing the reasons for variance.
∎ Provide financial analysis to management for early decision making.
∎ Flag low burn-rate against a line item or anticipated over expenditure.
∎ Work closely with the Program Team to develop project budgets and ensure the appropriateness of budget figures.
∎ Support Management or others assigned in developing budgets for new programs/projects and revisions of existing projects.
∎ Key area 4: Compliance, internal control and reporting
∎ Ensure all financial reports and budgets are accurate.
∎ Perform periodic checks and verifies different finance and accounts related reports, documents, and compliance requirements.
∎ Works in direct liaison with Accounts & Finance Coordinator - Inclusive Humanitarian Actions Program, based in CDD HQ
∎ Supports CBM and other donors with information and documents as requested.
∎ Supports with compliance checks conducted by CBM or other donors.
∎ Confirm that deducted VAT & Tax deposited to Bank in due time.
∎ Ensure that the different contracts (e.g., House Rent deed, Bus Rent contact, and Consultancy Contracts) align with the CDD's Finance Policy, as stated in the Finance Manual.
∎ Supports with internal and external audits and help in preparing action plan and implementation as per recommendations.
∎ Support field staff on induction and compliance in financial practices through refresher and innovative methods.
∎ Key area 5: Any other
∎ Ensure an efficient and reliable procurement of goods and services in a transparent and accountable manner following the policy of CDD and meeting the donor's requirements.
∎ Prepare/Review staff salary sheets of assigned projects and respective pay slips.
∎ Maintain the fixed assets register both for assets & stores of the project.
∎ Attend, represent, present financial status of project/program in different meetings.
∎ Review JD of Accountant in consultation with PM, CDD-HQ and line manage, mentor as per expectations.
∎ Any other assignment provided by the organization.

Additional Requirements:
∎ Experience in financial management of emergency operations
∎ knowledge of donor requirements
∎ Knowledge on basic internal control in financial management
∎ About 5 year's humanitarian experience- specific to the similar role in large scale emergency response
∎ Strong skills in MS word, Excel and report development
∎ Budget development and monitoring
∎ Ability to work under pressure , late hours, weekends and holidays in order to meet the deadline
∎ Excellent fluency in English and Bangla (speaking and written).
∎ Good interpersonal skill
∎ Ability to work independently and as a team player
∎ Understanding of disability
∎ Strong organizational and team working skills
∎ Good cultural awareness and sensitivity
∎ Knowledge of humanitarian system

Salary: Tk. 90000 - 100000 (Monthly)
