Experience:
Bachelor’s degree in Accounting, Finance, Business Administration, or related field (Master’s preferred).
Professional certification such as CA (CC), ACCA, or CMA will be considered an asset.
• Minimum 3 years of experience in financial management roles, preferably in development or NGO sectors.
• Demonstrated experience in project budgeting, donor reporting, and audit preparation.
• Experience working on rights-based projects or those involving civic engagement, gender inclusion, or governance is an advantage.
Skills and Competencies:
• Strong understanding of financial systems, accounting principles, and donor compliance.
• Advanced skills in MS Excel, and accounting software such as QuickBooks, Tally, or similar.
• Attention to detail with strong analytical, organizational, and time management skills.
• High integrity, ethical behavior, and the ability to work in a culturally diverse team.
• Strong communication skills in Bangla and English.

Job Location: Chuknagar (Dumuria), Khulna
The Finance & Admin Officer will oversee the financial management, accounting, and budget tracking of the civic engagement project. S/he will be responsible for maintaining financial systems in compliance with organizational policies and donor regulations, ensuring timely financial reporting, and supporting audits. The Finance & Admin Officer will work closely with the Manager and program teams to ensure efficient financial operations and accountability for all activities under the four project outcomes.
Key Responsibilities:
1. Financial Management & Accounting
• Maintain accurate and up-to-date accounting records for the project using approved financial systems.
• Record all financial transactions in accordance with national standards and donor-specific requirements.
• Manage project petty cash, bank reconciliations, and vouchers with proper documentation and coding.
• Monitor day-to-day expenses related to awareness, community dialogues, youth trainings, procurement, and advocacy forums.
2. Budgeting & Forecasting
• Prepare monthly, quarterly, and annual financial reports including budget vs. actual analysis.
• Support the Manager in preparing detailed budgets and forecasts for activities such as stakeholder workshops, Model Union implementation, mobile app development, and youth internships.
• Track budget consumption across different outcomes and flag potential over/under-spending in a timely manner.
3. Grants & Donor Compliance
• Ensure compliance with donor/DALIT financial guidelines, procurement policies, and documentation protocols.
• Prepare fund requests and ensure timely disbursement to field activities and partner service providers.
• Liaise with external/internal auditors and provide necessary documentation for financial and donor audits.
4. Procurement & Logistics Oversight
• Support procurement processes for goods and services (e.g. ICT equipment, media campaign materials, event logistics) ensuring adherence to procurement policies.
• Maintain inventory and fixed asset register for the project office and supported unions.
• Monitor vendor contracts and maintain records for payments and service deliveries.
5. Capacity Building and Coordination
• Train field teams on basic financial recordkeeping and expense documentation.
• Coordinate with DALIT’s central finance team and contribute to organizational financial strengthening.
• Assist in building financial systems sustainability beyond the project period through cost recovery planning.
