The IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
∎ IFRC Bangladesh Country Delegation Office is one of the IFRC Country Offices in the Asia Pacific Region. It provides vital technical, financial and logistical support to Bangladesh Red Crescent Society (BDRCS) in the areas of health, disaster response, population movement crisis, disaster risk management including climate change, food security and livelihoods, social outreach, organizational development, and COVID-19 pandemic operations. IFRC supports to strengthen BDRCS` capacity and assist them to participate in regional and global cooperation during emergency and non-emergency times. This position is located within the Logistics and Procurement Unit of the IFRC Bangladesh Country Delegation Office.
∎ Job Purpose: Reporting to the Danish Red Cross Health Manager, the Field Project Officer will closely work with BDRCS counterpart (Field Officer) and Unit Level Officer and Health Supervisor in BDRCS Sylhet Unit to collaborate, coordinate, plan, implement and report in a timely manner, on all PPP project activities in the Unit. The candidate has the overall responsibility of supporting staff and volunteers in the day-to-day implementation of the project activities in accordance with the project log frame, workplan and budget as agreed between the PPP implementing partners.

Job Responsibilities:
∎ Establish stronger coordination and collaboration and maintain liaison with government, non-government and the private sector partners related to DRM, EPPR and CEA including organising and attending joint / individual specific meetings, conferences or other project related events at the City Corporation and Ward level.
∎ Provide technical support to BDRCS PPP team in Sylhet in the planning and conducting needs assessments, context analysis, stakeholder analysis and mapping for better coordination and implementation of the three pillars of the project.
∎ Provide operational and technical support to BDRCS Sylhet Unit staff and volunteers in the day-to-day implementation of the planned activities under the three pillars of DRM, EPPR and CEA following the approved workplan and budget.
∎ Provide technical support to BDRCS staff and volunteers in planning and conducting relevant trainings/ orientations and coaching on the three technical components of the PPP project.
∎ Support BDRCS staff and volunteers and take lead to plan and conduct regular monitoring and support supervision visits to the project sites to ensure quality and timely activity implementation and reaching out to target beneficiaries..
∎ PO should be able to develop programme briefs and daily updates and monthly reports based on the project progress and report any implementation constraint /challenges in the field.
∎ Support the preparation and submission of regular, timely and accurate financial reports, as per agreed schedule.
∎ Ensure stronger visibility of the PPP project and BDRCS at City Corporation, District and Ward level as per approved DG ECHO and BDRCS Policies and Guidelines.
∎ Ensure compliance with relevant and applicable quality and accountability standards including transparency and value for money for the different project activities.
∎ Monitor and supervise technical interventions to ensure implementation according to agreed standards and within budget and take appropriate remedial action if/when standards are not being met.

Additional Requirements:
∎ Experience in Project Planning and Management, Disaster Risk Reduction (DRR), Early warning, Anticipatory Action or Community Health.
∎ Minimum of 3 years' experience as Project officer/team leader or sector focal for community resilience programming including health programming at district or City Corporation level.
∎ Experience and skills in field assessments, training, mentoring, and coaching of staff and volunteers in a cross-cultural setting.
∎ Excellent communication and interpersonal skills with as strong capacity to build collegial relationships.
∎ Well-developed skills in project proposal development, report writing, data management and documentation.
∎ Knowledge in planning and promoting stakeholder engagement especially working with Government technical Ministries, departments, and sectors at National, district and City Corporation level.
∎ Highly developed written and verbal communication and listening skills.
∎ Excellent time management and organizational skills.
∎ Excellent knowledge in working with a project Consortia/partnership mechanism (more than one technical partner of the project).
∎ Self-supporting in IT (user level) incl. full proficiency in Microsoft Office.
∎ Languages: Excellent written and verbal English and Bangla.
