Responsibilities & Context:
  • Reporting to: Country Representative - Bangladesh

  • Working days: Sunday - Thursday (9:00am-17:00pm)

Financial Management, reporting, and control

  • Daily recording and posting of all transactions in the financial books/ accounting software package.

  • Prepare monthly/quarterly project Budget vs Actuals (BvA) report and analysis; ensure respective budget holders understand the variance implications and how to respond to and manage them effectively.

  • Ensure the security of all cash and fixed assets (e.g. regular cash and bank reconciliation, fixed asset and inventory physical checks).

  • Ensure that all accounting source documents are accurately preserved in a timely manner and all financial activities are kept in a true and fair manner following BD government policy.

  • Lead external audit process following rules and regulations of NGOAB and assist Internal auditors as and when required.

  • Assist Country Representative in preparing budget forecasting.

  • Ensure all staff account for advances in line with established policy and procedures and that all accounts are settled at the time of termination of service.

  • Take appropriate steps to minimise the risk of fraud or theft.

  • Ensure financial compliance for every transaction and that the organisation’s finance manual is always followed.

Accounting

  • Manage the process of payments with supporting documentation to local vendors according to WCC policy (in accordance with the finance manual).

  • Manage and oversee the preparation of vouchers for each expense and ensure that all necessary documentation is provided.

  • Ensure compliance with WCC Procurement Policies and BD government rules and regulations.

  • Ensure fund requisitions are completed in a timely fashion for all projects and arrange approval from the respective authorities.

  • Maintain filling of all appropriate financial documents - bill, voucher, vendor contract, money receipt etc.

  • Maintaining applicable VAT, TAX and SD costs for required expenses as BD government policies.

Administrative Management and Compliance

  • Work with budget holders to estimate funds request on a timely basis to ensure resources are in place for carrying project activities.

  • Assist with paying bills, dispersing monies as determined.

  • Oversee the petty cash payments and required documentation.

  • Prepare and distribute project staff salaries on time.

  • Prepare monthly bank reconciliations and investigate reconciling items as appropriate

  • Maintain smooth relationships with DC office and NGOAB office & assist in preparing FD-6 and relevant document preparation and submission for fund clearance.

  • Ensure compliance with all donors, establishing grant management systems regarding reporting timelines and data. Also undertaking any donor due diligence and ongoing compliance issues.

  • Ensuring all statutory payments are made on time and in accordance with local legislation.

  • Preparing and submitting all statutory returns/reports in accordance with deadlines.

  • Perform day to day administrative work and provide full administrative support to the Country Representative- Bangladesh.

  • Maintaining staff profile properly and update after specific time interval.

Other

  • Assist in the organisation of project activities, including training events, working group meetings, awareness creation and public engagements activities when needed.

  • Ensure procurement processes are compliant with relevant legislation, followed by teams, and appropriate systems are in place to support effective working environment.

  • Develop external relationships with appropriate contacts, e.g. DC office, NGOAB, external auditors, solicitors, bankers and statutory organisations.

  • Keep abreast of changes in financial regulations and legislation and advise of any suggested improvements to ensure best practice at all times.

  • Represent WCC in relevant meetings and events, upholding and maintaining the organisation’s vision, mission and values.

  • Attend regular one to one sessions, service and staff meetings and any other relevant meetings as required.

  • To take up training on issues relevant to your work in agreement with your line manager.

  • Learn, practice and promote safeguarding issues among staff and relevant stakeholders.
