Educational Requirements:

Job Context:
∎ Short Term Technical Assistance (STTA)
∎ This consultancy requirement as a Short-Term Technical Assistance (STTA), and hiring is contingent upon USAID approval. Bangladeshi nationals are encouraged to apply for the position. Tetra Tech values a diverse workplace and strives to achieve gender equality.
∎ Overall Objective of this STTA assignment:
∎ All grants and innovation fund awards will need to ensure compliance to the USAID`s Title 22 of Code of Federal Regulation 216 (22 CFR 216), and chapter 204 and chapter 303maw of USAID`s Automated Directives System and compliance to the Bangladesh Environment Conservation Act (BECA) 1995. The consultant will review grant applications and innovation fund proposals from an environmental compliance perspective. S/he will conduct the environmental compliance activities as and where necessary to identify areas of adverse environmental impact and recommend necessary mitigation measures and ensure implementation of the mitigation measures.
∎ Estimated Period of Performance:
∎ The level of effort will be up to 90 (ninety) days with a three (3) year period commencing June 1, 2023 to May 2026.
∎ Ownership and Beneficiaries of the deliverables:
∎ Any reports or other materials prepared by the consultant for the BADGE under the agreement shall belong to and remain the property of USAID. The consultant shall not use such property for any other purpose unless prior express consent is given by USAID.
Job Responsibilities:
∎ The consultant will carry out this assignment is not limited to but includes:
∎ Review grant applications received by BADGE through request for applications (RFAs).
∎ Review innovation fund proposals received by BADGE through request for proposal (RFPs).
∎ Prepare and document Initial Environmental Examinations (IEE) for the selected grant applications and innovation fund proposals and other BADGE activities as necessary.
∎ Assist BADGE in responding to the environmental queries from USAID on the submitted IEE document with the grant and subcontract awards.
∎ Identify environmental activities that may require detailed environmental assessment and environmental impact assessment (EIA) but which may fall outside of BADGE's purview. Conduct environmental examination of the selected proposals and activities with low to moderate environmental risks identified through the IEE.
∎ Recommend necessary mitigation measures to reduce the adverse environmental impacts and prepare Environmental Mitigation and Monitoring Plans (EMMPs) per USAID requirements. The EMMP(s) should include the implementation schedule and cost requirements.
∎ Develop a manual for addressing environmental issues for reference by BADGE and Awardees related to renewable and clean energy activities in line with country standards and global best practices.
∎ Assist BADGE and Awardees in any environmental compliance related matters.
∎ Conduct in person visits to the (post-award) selected sites to monitor if the recommended mitigation and preventive measures are implemented.
∎ Assist BADGE in ensuring implementation of the mitigation measures.
∎ Expected output and key deliverables:
∎ The expected output and deliverables of this assignment is not limited to but include:
∎ Initial Environmental Examinations (IEEs) per grant application and innovation fund proposal.
∎ Identify and report on proposed activities where an environmental impact assessment (EIA) is required.
∎ Environmental Monitoring and Mitigation Plan (EMMP) per grant application and innovation fund proposal.
∎ Environmental compliance manual for BADGE activities based on country standards and global best practices.
∎ Undertake periodic environmental reporting of BADGE activities..
Additional Requirements:
∎ Essential KSA's Required (experience, skills, education, certification, etc.):
∎ At least 5 years of experience in conducting the similar assignment such as IEEs, EMMP and EIAs for donor funded projects.
∎ Familiarity with the environmental and other relevant USAID and Government of Bangladesh (GoB) rules and regulations, and tools and templates and reporting.
∎ Fluency in English (reading, writing and presentation skills) with strong oral and written presentation skills.
∎ Valued but not required KSA's:
∎ Experience working with USAID funded projects.
∎ Experienced in training and capacity-building on environmental compliances in person and remotely.
∎ Knowledge of the energy sector in Bangladesh and globally.
∎ Line management responsibility:
∎ Will be closely working with the BADGE Grants Specialist and reporting to the Deputy Chief of Party.
∎ Physical demands & work environment:
∎ Working from Home and Office as and when necessary.
∎ Travel will be required.
