Education:
    • Bachelor of Science (BSc) in Information Technology, Computer Science & Engineering, Electrical & Electronic Engineering, Civil Engineering
  • Bachelor`s degree in CSE, IT, EEE, Civil Engineering, or a related subject from a UGC-approved university.

  • Candidates must have minimum 16 years of schooling.

  • Candidates must have no 3rd class/division in academic records.

  • Candidates having an MBA or professional certification in Procurement, Supply Chain Management, or Project Management will be given preference.

  • Membership in the Institution of Engineers, Bangladesh (IEB) will be considered an added advantage for engineering-focused candidates.

Additional Requirements:

  • Minimum 5 years of relevant professional experience in one or more of the following areas: ICT procurement, technology sourcing, commercial procurement, contract management, vendor management, civil engineering, electrical engineering, construction/project management, facility management, commercial building services, electromechanical projects, or maintenance of corporate facilities.

  • Candidates with experience in commercial banks, financial institutions, or corporate infrastructure projects will be preferred.

  • Experience in banking procurement policies, ERP/procurement systems, tendering, contract administration, vendor management, and project execution will be an advantage.

  • Candidates should have strong knowledge of MS Office (Excel, Word, PowerPoint) with good report writing, analytical, coordination, and presentation skills.



Responsibilities & Context:
  • Plan, coordinate, supervise, and monitor Common Service activities covering ICT procurement, civil works, electrical and electromechanical infrastructure, facility development, renovation, repair, and maintenance across branches, sub-branches, ATM booths, corporate offices, training centers, data centers, and other bank facilities.

  • Plan and execute procurement activities for ICT hardware, software, networking equipment, data center infrastructure, cybersecurity solutions, cloud services, software licenses, maintenance services, and IT professional services.

  • Coordinate with ICT, Administration, user departments, Procurement, Finance, Accounts, Audit, Legal, Branches, and other stakeholders to understand requirements and ensure timely execution of projects, procurement, maintenance, and payment processes.

  • Prepare procurement plans, technical specifications, drawings, Bills of Quantities (BOQs), scopes of work, cost estimates, feasibility assessments, technical proposals, and project implementation plans for ICT, civil, electrical, and facility-related requirements.

  • Prepare and process RFQs, RFPs, RFTs, EOIs, tender documents, bid documents, procurement schedules, and related documentation in accordance with the Bank`s procurement policies and procedures.

  • Conduct site surveys, inspections, feasibility assessments, technical evaluations, and infrastructure assessments and prepare technical reports, recommendations, and cost-effective improvement proposals.

  • Supervise and monitor construction, renovation, remodeling, installation, repair, operation, and maintenance activities to ensure compliance with approved designs, specifications, quality standards, safety requirements, and project schedules.

  • Supervise contractors, consultants, vendors, and service providers and monitor their performance, deliverables, quality, timelines, and contractual obligations.

  • Conduct technical evaluation of bids, vendor assessments, bid analyses, commercial discussions, price negotiations, and value engineering to ensure competitive pricing, cost optimization, and best value for the Bank.

  • Prepare comparative statements, cost approval notes, Purchase Committee papers, management memorandums, Board approval proposals, and other approval documents where applicable.

  • Draft, process, and administer Purchase Orders, contracts, Service Level Agreements (SLAs), maintenance agreements, software subscription renewals, license agreements, and other service contracts.

  • Monitor and manage civil infrastructure and building-related works, including construction, renovation, remodeling, repair, preventive maintenance, and corrective maintenance of Bank premises.

  • Monitor electrical and electromechanical systems, including power distribution, lighting, earthing, generators, transformers, lifts, UPS, IPS, HVAC electrical systems, air-conditioning systems, electrical panels, and associated equipment.

  • Inspect, test, and commission electrical installations and ensure compliance with applicable technical specifications, safety requirements, Bangladesh National Building Code (BNBC), Bangladesh Electrical Code (BEC), fire safety requirements, and other statutory regulations.

  • Verify work measurements, inspect completed works, certify work completion, and recommend contractor bills for payment in accordance with contractual terms and approved work.

  • Plan and monitor preventive and corrective maintenance programs for Bank facilities, electrical and electromechanical equipment, ICT infrastructure, and other critical assets to ensure uninterrupted banking operations.

  • Coordinate emergency maintenance and provide technical support during power failures, equipment breakdowns, infrastructure-related emergencies, disaster recovery, and business continuity operations.

  • Ensure compliance with the Bank`s Procurement Policy, Bangladesh Bank guidelines, applicable laws, internal controls, audit requirements, BNBC, BEC, fire safety regulations, environmental guidelines, occupational health and safety requirements, and other regulatory requirements.

  • Maintain complete and updated records of procurement files, tender documents, evaluation reports, contracts, approvals, invoices, project documents, engineering drawings, completion certificates, warranties, maintenance records, asset registers, equipment inventories, testing records, and related documentation.

  • Prepare procurement reports, project progress reports, maintenance reports, budget utilization reports, contract status reports, energy consumption analyses, management presentations, and other reports as required.

  • Monitor market trends, technology developments, licensing models, infrastructure requirements, equipment pricing, energy efficiency opportunities, and facility management practices and recommend cost-effective solutions.

  • Recommend improvements in ICT infrastructure, civil facilities, electrical and electromechanical systems, energy conservation, automation, operational efficiency, and overall facility performance to optimize service quality and reduce operating costs.

  • Perform any other responsibilities assigned by the Management of the Bank.
