Job Context:
∎ Disaster Risk Financing (DRF) system is a unique approach towards disaster management that allows civil society actors in country to pro-actively manage disaster risks (such as cyclones and floods). This is done through the scientific modelling of hazards, collaborative development of contingency plans and the establishment of pre-positioned financing to enable earlier, more predictable and better coordinated assistance to communities affected by predictable disasters. Currently a DRF system for Floods is in development for Northern Flood prone Bangladesh, which was selected through robust analysis of historical and climate data alongside consultation and validation with the SFB members and humanitarian community in Bangladesh.Moving forward, there are plans to initiate the DRF Building Blocks in Cyclone prone areas of Bangladesh as well.The position holders will be based at Start fund Bangladesh national host and managing MACP project with the support of Start Network CARF team and Program Coordinator of Start Fund Bangladesh hosted by Save the Children Bangladesh.

∎ The DRF manager will be responsible for managing and coordinating the overall delivery of Disaster Risk Financing project at Bangladesh country level. This will include facilitating the development of the agreed risk models with Start Fund Bangladesh in-country, coordinating the development of early action and contingency plans with different stakeholders, and START Network, so that they are able to collaborate on pre-agreed operating procedures and deliver pro-active humanitarian actions in country once access to Start Ready financing becomes operational and available.This role will focus on delivering the key objectives of DRF system and its building blocks at Bangladesh country level in flood and cyclone prone area. External coordination with humanitarian coordination bodies, (such as FbFWG, NAWG, CwG, HCTT) as well as forecasting and hazard modelling experts, academia will be a key part of the position.As this project involves a wide range of consultants, working, coordinatingand managing them will be part of the responsibility of DRF Manager. The DRF Manager will also work closely with Program Coordinator Start Fund Bangladesh, Crisis Anticipation and Risk Financing team of Start Network (UK) and FOREWARN Bangladesh. The DRF manager also key to support Start Fund Bangladesh committee for updating the disaster risk financing initiatives in Bangladesh. Also, this will including contingency plan activation with the support of Forewarn team and governance committee.Support Start Fund Bangladesh members on monitoring the hazard situation and when ready to active the contingency plan.
∎ Working hours-40 Hrs per week & contract duration 02 years (Full time). ESDO is inviting applications from interested qualified candidates for the position.

Job Responsibilities:
∎ Programme management

∎ The DRF Manager will be responsible for operational management of work plans, budgets and coordination structures to ensure that activities are happening as required for DRF building block development of flood and cyclone prone areas of Bangladesh
∎ This role will also focus on facilitating the Start Ready DRF cycle and support members for implementing Disaster Risk Financing projects with successfully disbursement the funding to the members
∎ To support Start Bangladesh Program Coordinator for facilitating the activation of contingency plan and organising the Disaster Risk Financing Governance meeting
∎ Take advice from Forewarn Coordinator and DRF Technical Lead as and when required for smooth coordination among different teams and their priorities
∎ Coordination and partnership brokering

∎ S/he will coordinate with a number of different stakeholders including local, national and international NGOs, Government counterparts, consultants and disaster modelling experts to ensure that the right stakeholders are able to support different parts of the project.
∎ S/he will convene and support the consultants and partnerships involved in the DRF project abreast of the top-line project developments.
∎ Technical coordination
∎ The DRF Manager will work to ensure that START Fund Bangladesh members, partners, and wider stakeholders are equipped with the training and support to participate effectively and bring their expertise into the technical development processes.
∎ S/he will liaise with technical experts and Forewarn, nationally and globally, to ensure that the hazard models are scientifically robust, functional for humanitarians, and that the purpose and functionality of the models are accessible/understandable to non-scientists (especially humanitarians).

Additional Requirements:
∎ At least 5 year(s) of experience in national humanitarian context.
∎ Essential skills: We are seeking candidates who bring an interesting combination of skills and experience in the following:
∎ Deliver results with awareness of impact on others internally and externally by considering the perspectives of relevant technical and non-technical stakeholders
∎ Has knowledge about different forecasting system such as Glofas, GDACS, etc.
∎ Sound knowledge on GIS, SPSS, NVivo and other technical tools/software
∎ Excellent Coordination and communication skills,
∎ GIS, Excel, etc. software
∎ Analytical thinking
∎ Listening and creating dialogue;Building relationships across different range of stakeholders
∎ Fluent written and oral communications skills in English and Bangla.
∎ Project management

Salary: Tk. 178000 (Monthly)
