Job Responsibilities:
∎ A. Strategic (40%): As a member of UCEP Bangladesh’s Senior Management Team (SMT) proactively
∎ 1. Strengthen image, visibility, credibility and goodwill of UCEP Bangladesh and all its entities at national and international level:
∎ develop UCEP Bangladesh’s values, vision, mission, goals and ensure its promotion and implementation within UCEP Bangladesh and among all its stakeholders specially all staff and students.
∎ participate in various national and international forums with guidance from supervisor and promote UCEP Bangladesh’s programmes.
∎ establish and maintain liaison with relevant stakeholders as necessary at regional, national and international levels.
∎ ensure effective communication with stakeholders and strengthen UCEP Bangladesh’s marketing and branding regionally, nationally and internationally
∎ proactively identify areas for improvement both in terms of programmatic and institutional development and take constructive measures accordingly, take up challenges and lead changes creatively.
∎ 2. Initiate and nurture UCEP Bangladesh’s growth and sustainability:
∎ Ensure development, necessary upgradation and effective implementation of all policies of UCEP Bangladesh and its entities at central and regional levels.
∎ ensure development / necessary review & effective and efficient implementation of UCEP Bangladesh’s 2016-2025 Strategy, Annual Plan and Business Goals
∎ develop a Road Map for Growth and Sustainability for UCEP Bangladesh and ensure its effective implementation.
∎ develop necessary Proposals and Business Plans for UCEP Bangladesh and all its entities at central and regional levels and ensure effective implementation
∎ uphold the best interest of the organization at all times and ensure security and safeguard of life, property and dignity of UCEP Bangladesh, its entities, its beneficiaries and staff.
∎ take lead as and when necessary on development of strategic issues
∎ develop and implement key strategic documents, policies, guidelines, procedures, tools etc. as necessary to ensure strict governance and rigorous compliance practices as per country law within UCEP Bangladesh and all its entities at HO and regional levels
∎ provide constructive solutions to programmatic, institutional and organizational issues
∎ ensure sustainability of UCEP Bangladesh and its entities at central and regional levels.
∎ ensure the development, expansion and sustenance of UCEP Bangladesh, it’s programmes and service delivery at regional, national and international levels.
∎ provide proper guidance and support for the development and growth of UCEP Bangladesh’s work on communication, marketing, branding, fundraising and partnership building
∎ provide proper guidance and support to establish an effective and efficient result based M&E system and knowledge management mechanism.
∎ 3. Ensure effective & efficient management of business processes:
∎ ensure transparency and proper record keeping of decision-making processes in regard to financial and institutional management of UCEP Bangladesh, its entities at central and regional levels.
∎ in coordination with other relevant departments (e.g. Admin, Human Resource, Programme, ICT, etc.), ensure development and effective implementation of necessary tools (tech based where possible) and procedures for strengthening accountability, transperency, effectiveness and efficiency of program, finance, administration, human resource management and other institutional management mechanisms
∎ establish effective Enterprise Resource Planning (ERP) and other automated business processes at central and regional level in UCEP Bangladesh and its entities
∎ ensure Decent Work, specifically, Occupational Health and Safety (OHS), Personal Protective Equipment (PPE) following OSHA standards within UCEP Bangladesh, its entities and programmes at central and regional levels
∎ in collaboration with HRM, Admin & ICT department, manage transparently, efficiently and effectively employee benefit and welfare plans, with particular emphasis on maximizing a cost-effective benefits package
∎ contribute to the development and ensure implementation of an Administrative Manual, which will include the UCEP Bangladesh Procurement Guidelines, Risk Management Guidelines, Vehicle Use Guideline, PF Rules & Gratuity Trust/Deed etc.
∎ introduce and maintain the use of tech based solutions in order to ensure effectiveness, efficiency, transparency and accountability to the highest level in regard to business and management procedures
∎ ensure development and maintenance of an automated filing and documentation system
∎ strengthen and update UCEP Bangladesh’s business processes and management mechanisms, specifically related to financial management, procurements, grants and other compliances
∎ ensure qualitative development, publication and dissemination of annual and other reports etc.
∎ develop and implement key strategic documents, policies, guidelines, procedures, tools etc. as necessary to ensure good governance and rigorous compliance practices as per country law within UCEP Bangladesh and all its entities at central and regional levels.
∎ ensure necessary support to other departments for smooth functioning e.g. finance, programme etc. and special tasks e.g. monitoring-research and evaluation, internal and external audits etc.
∎ ensure fixed asset related transaction in coordination with other relevant team.
∎ contribute with constructive points/views/feedbacks to various committees as required and requested.
∎ contribute to develop project proposal, project completion report, due diligence assessment of partners, business plans etc.
∎ contribute to develop and update Project Management Guidelines (PMGs) and ensure necessary follow up.
∎ Maintain state of preparedness about the PCM (project cycle management) to make informed suggestion/decision at appropriate forums.
∎ support the introduction of tech based business solutions for the effective and efficient management UCEP Bangladesh and its entities at central and regional levels.
∎ ensure cost effectiveness of programmes operations of UCEP Bangladesh and all its entities at central and regional levels
∎ provide necessary support to USC, UTIs, UIST etc. as required and requested.
∎ establish and maintain relevant networks as necessary
∎ ensure proper management of staff and institutional welfare related tasks
∎ 4. Enhance efficiency and effectiveness of management and promote good governance within UCEP Bangladesh and its entities at central and regional levels:
∎ enforce UCEP Bangladesh’s stance on Zero Tolerance on Corruption, Sexual Harassment & Inefficiency
∎ enforce UCEP Bangladesh policies and guidelines, ensure their proper implementation of all entities within HO and regions, and make sure that they are periodically updated in line with country laws
∎ ensure complainant, effective and efficient management of UCEP Bangladesh including all its entities and social enterprises, its institutional growth and sustainability
∎ ensure maintenance of good governance, standards and compliances in UCEP Bangladesh and its entities with UCEP Bangladesh policies and national laws at central and regional levels.
∎ ensure transparency in decision making processes within UCEP Bangladesh and its entities, especially of Programme and Finances, at central and regional levels.
∎ maintain strict confidentiality regarding all information, communication and documentation (in electronic or hard copy forms) of UCEP Bangladesh and all its entities at central and regional levels.
∎ ensure regular conduct and follow up of SMT and other management meetings and provide constructive inputs in SMT and other meetings for supporting effective and efficient decisions making and problem solving
∎ ensure proper and effective functioning of UCEP Bangladesh’s grievance and complaint management system.
∎ provide leadership to manage conflicts within UCEP Bangladesh and its entities at central and regional levels
∎ ensure necessary support and proper flow of information to ED’s office and other departments for their smooth functioning e.g. programmes, HRM, Admin & ICT, Strategy & Corporate Affairs, Social Enterprise Development etc. and special tasks e.g. monitoring-research and evaluation, internal and external audits etc.
∎ proactively support ED and ED’s office to:
∎ maintain security, efficiency and effectiveness
∎ provide regular updates as and when required to BoG and Association
∎ appraise BoG and Association about critical issues of programmes and its development
∎ conduct timely meetings as and when required
∎ ensure rolling out of relevant BoG & Association decisions
∎ maintain proper relationship with BoG & Association
∎ maintain internal and external relations
∎ 5. Carry out any other relevant tasks assigned by the ED as and when necessary.
∎ B. Operational (40%): Take lead to ensure quality assurance, effective & efficient management, implementation, growth and sustainability of programmes and services of UCEP Bangladesh and its entities at central and regional levels
∎ 1. Ensure development & implementation
∎ develop a result based M&E framework based on the Theory of Change for UCEP Bangladesh’s programmes at central and regional levels.
∎ ensure the development & implementation of UCEP Bangladesh’s programmes and service delivery at regional, national and international levels.
∎ ensure timely preparation and rolling out of annual plans and budget of UCEP Bangladesh, its programmes and its entities including plans and budgets of partnership project as and when required.
∎ make the Technical Backstopping Team accountable to ensure timely and regular technical support to all components of the programme of UCEP Bangladesh and its entities at central and regional levels
∎ ensure timely preparation, vetting and approval of qualitative concept papers, project proposals, business plans, MoUs, ToRs etc.
∎ develop operational manuals, guidelines etc. and ensure its effective uses across the organization e.g. schools and social enterprises.
∎ develop and maintain effective partnerships with relevant stakeholders (government, private sector, donors, academia, media, researchers, etc.) as necessary for ensuring the proper implementation, growth and sustainability of UCEP Bangladesh’s programmes.
∎ ensure timely preparation of programmes report and submission to donors, partners, government, organizational and other needs.
∎ ensure programme has necessary number of staff with relevant background and expertise at all times
∎ ensure all resources (human, infrastructure, equipment, funds etc.) are fully and judiciously utilized
∎ 2. Enhance growth & sustainability
∎ ensure the expansion and sustenance of UCEP Bangladesh’s programmes and service delivery at regional, national and international levels.
∎ lead development of new trade based cost recovery models and provide intensive supervision and guidance for effective design development and achievement of expected outcomes
∎ initiate, encourage, scale up and ensure proper follow up of necessary research and innovations in regard to development and expansion of programmes and the institutions.
∎ spearhead the development and rolling out of market oriented programmes like skills development programmes for expectant migrants and returnees through UCEP Bangladesh’s programmes and social enterprise initiatives.
∎ play a lead role to develop a systematic structure for effectively identifying funding sources at regional, national and international levels and ensure availability of necessary funding as per organizational needs.
∎ provide strategic guidance and technical support as and when necessary to develop and expand UCEP Bangladesh’s fee based interventions, higher education and professional services.
∎ provide support to Social Enterprise Development Department and all social enterprise initiatives (USC, UTI, UIST, special projects etc.) as and when necessary
∎ 3. Enforce assurance of quality
∎ ensure development, quality assurance and regular updates of education and skills development curricula in line with competencies and outcomes as set in national and international standards and market demands.
∎ ensure development & delivery of quality and effectiveness of teaching-learning processes in education and skills training programmes
∎ innovate, develop and share appropriate methods, strategies for ensuring cost-effective management of programmes.
∎ ensure proper knowledge management and in this regard, ensure conduct of necessary surveys, establish liaison with research agencies and think tanks, take lead to conduct at least 4 researches per year in collaboration with other departments
∎ ensure proper and regular supply of relevant information from Programmes to all departments, specially Strategy, Knowledge Management & Corporate Affairs.
∎ undertake regular and frequent visits to regions and provide necessary and timely guidance for efficient and effective management, trouble shooting, proper supervision and monitoring of programmes.
∎ 4. Strengthen management & governance
∎ ensure transparent, complainant, effective and efficient management of UCEP Bangladesh’s programmes including all its entities and social enterprises
∎ develop and implement high tech-based in-built automated M&E mechanisms for UCEP Bangladesh’s management, its programmes, and its entities at central and regional levels.
∎ develop partnerships and ensure transparent and effective management of projects with various partners as per requirements, especially for the expansion, growth and sustainability of the programme and institute.
∎ ensure development of complainant, efficient, effective and transparent financial management in programme delivery including judicious utilization of financial resources and assets of UCEP Bangladesh and its entities at central and regional levels.
∎ Actively contribute to ensuring national standards and compliances for tenders, procurements, selection of vendors / consultants / clients and their payments.
∎ oversee the applicable compliances (e.g. legal, environmental etc) of the programme operations including asset management and project approval and implementation
∎ ensure transperency and proper record keeping of decision making processes in regard to programmes and institutional management of UCEP Bangladesh, its entities at central and regional levels.
∎ Ensure proper record keeping and documentation.
∎ C. People Management (20%): Take a proactive and lead role to:
∎ provide necessary guidance to programmes team both in HO level and RO level for transparent, effective and efficient operations
∎ efficiently manage the programme and regional team, especially those directly and indirectly supervised.
∎ ensure growth and development of skills, competencies, leadership qualities, efficiency, confidence level and pro activeness of staff under supervision.
∎ Promote and contribute to ongoing efforts towards gender equity & equality, child/staff protection & safeguard, inclusiveness, accessibility and discrimination free environment in the workplace and operations/activities/plans. In applicable cases, ensure that necessary budget allocation is there and in KPIs these issues are reflected regarding employees under supervision.
∎ develop corporate identity and team cohesion among all staff of UCEP Bangladesh, its programmes, departments and all its entities at HO and regional levels.
∎ ensure organization of necessary team building events in this regard for all staff at central and regional levels.
∎ develop team capacity both at HO and field level through intensive supervision, mentoring and training so that team members can grow and take up larger roles as programme expands
∎ maintain cordial and professional relations with all staff and students of UCEP Bangladesh and its entities at central and regional levels
∎ provide necessary guidance to staff at central and regional levels to efficiently organize and effectively carry out strategic and programmatic tasks
∎ support HRM, Admin & ICT department for necessary capacity development of programmes team both at HO and regional offices.
∎ support development and updates of Job Descriptions, KPIs, MoVs etc. of Programme & Innovations department staff and necessary working tools (Annual Plans and Budgets etc.).
∎ ensure development and retaining of internal technical resource pool of UCEP Bangladesh at central and regional levels
∎ ensure development and maintenance of partnerships at different levels.
∎ Render support to UCEP Bangladesh in different processes/activities like recruitment, placement/deployment, induction, transfer, separation etc. as per needs of the organization and its programmes considering approved budget, the service rules and the organogram.
∎ support development and implementation of a professional 360-degree staff appraisal, quality control and career development system.
∎ support development and implementation of staff database through an effective and efficient automated Human Resource Management System (HRMS).
∎ support development and effectively implement Talent Identification and Leadership Development Plan, with a special focus to develop second and third tier leadership at HO and regional levels within UCEP Bangladesh and all its entities;
∎ ensure systematic and effective delegation and decentralization system.
∎ ensure timely addressing and resolving of conflicts and complaints from central and regional levels in regard to security, safeguard, internal and external audit issues, M&E observations, grievances and any other issues, of UCEP Bangladesh and all its entities through proper and timely procedures.
∎ ensure necessary in house necessary training to Programmes & Innovations team and other relevant staff on raising awareness and knowledge of financial management matters.

Additional Requirements:
∎ Age at most 50 years
∎ Both males and females are allowed to apply
∎ At least 15 years of relevant professional experience in the field of social development programme management particularly education and TVET programmes, of which at least 5 years in director / head of the department level in a large organization.
∎ Excellent fluency in both Bangla and English.
∎ Excellent computer operating skills & conversant with MS Office package including latest software and e-tools.
∎ Self-motivated, adaptable, team player and passion for social development works.
∎ Ability and willingness to travel.
∎ Age limit for the applicant would be 50 years. Management has the right to make exceptions based on qualifications.
