Responsibilities & Context:
∎ Develop monitoring evaluation and learning (MEL) plan for the Nagorikota project in line with Bandhu MEAL plan.
∎ Formulate appropriate monitoring systems (Result Framework with indicators) & tools for project and tools user guideline in both in English and Bangla for filed staffs.
∎ Assist to the program team for developing the project workplan by using project prescribe format.
∎ Develop and updating of the recording, reporting, supervision and monitoring tools, forms, formats, etc. in coordination with the Manger-MEAL and Central M&E team of CEF.
∎ Develop and finalize all the tools in accordance with quality assurance, organizational different projects and Nagorikata – CEF as per needs·
∎ Identify gaps in program implementation through progress analysis and provide technical assistance for the improvements with necessary modifications in plan and design for the project and partner staffs.
∎ Facilitate the development of on-site data verification/quality assessment methods for field level program implementation of Bandhu as well as Community Based Organizations (CBOs)/Self-help Groups (SHGs), platforms, networks.
∎ Orient the Nagorikota staffs, CBOs/SHGs, platforms, networks at field level to make them understand on program goals with sufficient knowledge and skill to implement the project following the monitoring protocols.
∎ Identify the gap of capacity and conduct training for improving M&E skills among the project key and field/CBOs staff regularly.
∎ Provide support in monitoring the quality-of-service delivery and ensure that appropriate steps are taken to enhance services.
∎ Conduct regular filed monitoring visit at filed level and provide the technical guidance to CBOs/SHGs, platforms, networks for their capacity improvement to better implementation of project activities
∎ Provide feedback and present quarterly report to management indicating the qualitative and quantitative activities as per work plan.
∎ Provide support to improve and enhance Current Monitoring Systems of the project.
∎ Evaluate the qualitative and quantitative achievements as per workplan in accordance with the CEF and organizational Mission/Goals.
∎ In collaboration with specialist-Capacity building and empowerment and all Program staff, develop and implement appropriate monitoring systems within all programs including all CBOs/SHGs, platforms, networks offices.
∎ Provide technical support among the CBOs/SHG platforms, networks on quality service delivery of the project activities.
∎ Develop the field monitoring checklist and conduct regular visits to CBOs/SHGs, platforms, networks for quality program implementation.
∎ Develop ToR, RFP for external consultant of different study, evaluation and assessment in consultation with Manger MEAL and also assist to consultant for conducting different qualitative research, assessment and studies or evaluation of the project.
∎ Conduct Internal Data Quality Assessment (DQA) using prescribe checklist and provide the feedback to project team for preparation donors level DQA visit. ·
∎ Design and conduct a range of annual survey/assessments in line with the stated outputs and outcomes of Nagorikata – CEF Project and Bandhu Strategic Framework (SF).
∎ Ensure proper functioning of project M&E plans, track the activities and processes in the implementation sites.
∎ Take the lead to assessment of program and Implement M&E Plan at each level of field Implementation site.
∎ Understanding of the collaboration, learning and adapting (CLA) & ensure use of existing evidences to promote and improvement·
∎ Provide necessary guidance on promising/ best practice documentation among the project and CBOs/SHGs platforms, networks staffs. Reporting:
∎ Review the periodic progress reports which produced by the CBO’s/SHG’s, platforms, networks or services centers and provide necessary feedback to finalize their reports.
∎ Compile all CBO’s/SHG’s, platforms, networks or services centers data in one file and produce the project periodic progress and provide the necessary feedback to the program team.
∎ Assist the Project Coordinator to produce the project periodic reports. Documentation of best practice or success story as evidence and project learning for future designing of project activities.
∎ Job Context :
∎ The Program Officer - M & E is the technical position for implementing Monitoring, Evaluation and Learning initiatives of the project as part of the project plan in coordination with the Project Coordinator. S/he will be responsible for developing and assist for implementing annual work plan, subsequent annual work plan, MEL plan, development and implementation monitoring tools, setting and tracking targets/ benchmarks as per the Results Framework of the project, capture and reflect learnings and periodic reporting in line with the project and Nagorikata – CEF guidelines. Also, s/he will be responsible to assist Project Coordinator to accomplish particular project activities in accordance with project plan and project reporting. S/he will be responsible for providing technical support to build the capacity of the project staff, partner CBOs/Self-Help, GDP Networks Groups in local, sub-national and National level to implement the MEL plan. S/he will be responsible to coordinate and support in conducting research/study in consultation with Nagorikata – CEF under the guidance of the Project Coordinator. S/he will be responsible for maintaining close relationship with the team and other strategic partners well. Major Duties and Responsibilities:
