Job Context:
∎ The acronym OPCA stands for ‘Organization for the Poor Community Advancement. OPCA is a local voluntary, non-profitable, non-political Bangladeshi Organization. It is registered under MRA, NGO Bureau, Social Welfare and Youth Development. Since 1992, OPCA is working with on development sector, for lasting solution and entitlement for poor community, WASH, GBV, SRH, Skill Development Program, Health, Agriculture, Disabilities and Mirsarai Autism Center. It is funded by PKSF, Anukul Foundation, Brac, CDD/LF, Action AID/UNICEF, Chemonics/USAID.
∎ The Director will also have responsibility for ensuring that all financial transactions for the Program/Project are accounted for and documented accurately and is responsible for compline checking of all documents before booking in the system with preparation and ensuring the donor and partners financial report submitted on time.

Job Responsibilities:
∎ Financial Accounting and cash flow management:
∎ Making sure correct GL codes has been used based on the RI chart of account and guidelines.
∎ Verifying all Bank and Petty cash reconciliations
∎ Support and facilitate the annual budget development process in support of the directions of Program Coordinator
∎ Supervise and monitor expenditures and variances, and proactively updates income and expense projections.
∎ Facilitate strategic analysis and planning for all business operations including scenario analysis, horizon scanning and assessment of opportunity and risk, including cash flow forecasting to meet cash flow needs and adherence to operational requirements.
∎ Supervises and oversees the production of accurate monthly and ad hoc financial reports Senior Management team and donors/ partners (PKSF, Anukul, MRA, Bangladesh bank etc.).
∎ Facilitate annual audit process and serve as the primary liaison with audit firm.
∎ Facilitate tax preparation and other filings with NBR (National Board of Revenue).
∎ Facilitate the design, development, and finalization of all balance sheet reconciliations (bank accounts, investments, prepaids, deposits, accruals, depreciation, etc.) on regular fashion.
∎ Compile and implement the annual Internal Audit plan.
∎ Ensure the performance of all the organizational grants with respect to the activities,
∎ Deliverables, and milestones agreed upon in donors funding proposals.
∎ Prepare strategic guideline on audit, accounts & guidence
∎ Implement systems including G-banker, policies and procedures to ensure compliance with funding requirements.
∎ Manages people and systems to ensure adherence to restricted grant budgets, including periodic updates on budget variance and preparation of budget modification documents.
∎ Facilitate treasury management system and process to select, set up, and accurate use of fund, cash flow and related reporting.
∎ Risk Management:
∎ Work closely with Program Coordinator, Internal Auditor to facilitate risk assessment and emergency planning policies and procedures.
∎ Ensure to maintain risk management system and process (risk register and others).
∎ Identifies potential risks and develops mitigation strategies in conjunction with other SMT member.

Additional Requirements:
∎ Age at least 45 years
∎ Job Location: Mirsarai, Chattogram
∎ At least 10 years minimum work experience with MRA Registered PKSF funded NGO
∎ Experience in writing quality financial reporting and donor budget
∎ Advance skill in MS Office
∎ Good skill in accounting software G-banker.
∎ Ability to work under stressful conditions and work environment.
∎ Excellent communication skills, both written and spoken, in both English and Bangla

Salary: Tk. 100000 (Monthly)
