∎ FCA/FCMA with experience in development sector

Job Responsibilities:
∎ A. Planning related responsibilities:
∎ Lead annual and five yearly financial planning and budgeting exercises in consultation with ED and other stakeholders preparatory to obtaining approval from EC and NGO Bureau.
∎ Preparation and management of budget.
∎ Develop advanced financial analysis for five-year work plans.
∎ Manage funding requirement and liquidity.
∎ Formulate appropriate policies, strategies and systems to maximize efficiency and compliance related to admin & finance.
∎ Ensure preparation of statement of accounts on program activities for donor agencies.
∎ B. Implementation related responsibilities:
∎ Financial management:
∎ Monitor and review financial planning and performance in consultation with Executive Director and senior management team members and recommend remedial action.
∎ Prepare financial reports and analysis for action by ED and approval by EC.
∎ Establish/fine tune systems and procedures and indicators to define, execute and monitor internal check and control system.
∎ Maintain effective financial management and accounting systems as per local and international standards.
∎ Submit financial reporting to Executive Committee, Consortium Partners and other donor partners, NGO Bureau and Joint Stock Company, etc;
∎ Liaison with PNGOs, Donor partners and relevant government agencies.
∎ Arrange audits as required and take necessary measures to implement audit recommendations.
∎ C. Policy Formulation:
∎ Formulate policies as a part of the senior management.
∎ Develop and implement HR policies for recruitment, placement, promotion, disciplinary issues, compensation and benefit, employee relations and welfare.
∎ Design plans for building institutional capacity and design implementation measures/interventions to strengthen the structure.
∎ D. Administration:
∎ Supervise procurements.
∎ Provide administrative approval up to a certain limit of procurement.
∎ Ensure application of financial management, procurement &HR policies and rules.
∎ Ensure the maintenance & security system of organization
∎ Arrange for EC meetings and AGM.
∎ E. HRM:
∎ Supervise recruitment, placement, evaluate performance and training needs,
∎ salaries relating to all staff.
∎ Approve leave applications of selected employees.
∎ Handle grievances of employees.
∎ Design, develop and upgrade the staff evaluation system.
∎ F. Liaison:
∎ Maintain liaison with government offices including NGO Bureau, donor partners &non-government organizations.
∎ Negotiate, monitor and draft agreements/contracts with other agencies.
∎ G. Staffing related responsibilities:
∎ Supervise and appraise staff performance and organize training of admin, finance and accounts team members.
∎ H. Others Responsibilities:
∎ Monitor financial progress and financial risk management
∎ Participate in various meetings as and when required.
∎ S/he will report directly to the Executive Director and submit approval for all
∎ financial budgets and plans to the Executive Committee and perform any other
∎ functions assigned from time to time.
∎ And all other responsibilities allocated by the organization.

∎ Must have recent experience working in software based accounting system.
∎ Knowledge in advanced excel is a plus.
