Job Context:
∎ Duration of the position is 1 (One) Year.
∎ Based in Cox`s Bazar, The post holder will manage the implementation of different projects for this specific response through partner organizations and or Plan response team. Ensure project implementation meets the global/organizational standards of emergency responses and donors` compliance aspects; ensure project monitoring mechanism is established and functional to ensure quality implementation and downwards accountability.

Job Responsibilities:
∎ Management and disbursal of project and programme budgets.
∎ Directly line manage Child Protection, Youth and Economic Empowerment, M&E, Gender, and Education in Emergencies Technical Program Managers/Specialists
∎ Manage technical implementation of programs for Education, youth, and Child Protection. The post holder will ensure all interventions have a particular focus on addressing the specific needs of young/ adolescent girls and young women throughout this response and recovery programme including interventions in the host community.
∎ Internal communications involve with Technical Leads, Operations including Finance, HROD in Cox's Bazar for this response; as well as Country Level Programme Heads and Head of MER to ensure consistency of the approach and implementation aligned with country strategy and to source support to Cox's Bazar programme.
∎ He/she manages the risks related to statutory and donor compliances at the implementation of the programmes and projects; takes proactive stances in identifying such risks by working with the technical and design teams.
∎ Lead the process of developing implementation plan and guidelines for all projects of the response programme (before they are grounded); staff of Plan and Partner organizations are oriented on the same through start-ups and formal orientations.
∎ Coordinate with and make available from the Technical Lead and Advisors/Team (CPiE, WASH in Emergency, EiE etc.) inputs on program quality and team capacity building as well as any operational aspects that have a bearing on implementation of response programme.
∎ Respond to concerns from field level implementation by partner organizations and Plan teams.
∎ Coordinating with Admin and Logistics team and in consultation with the Technical Team, ensure commodity supply requests from field are procured and delivered to field offices in a timely manner.
∎ Participate as member of Emergency Response Management Team for the Influx response effort.
∎ Ensure involvement/input of field teams and partner organization in development of sector response strategies
∎ Troubleshoot problems and facilitate communication between field teams and Country Office
∎ Visit field sites at least once a week to support timely and qualitative implementation
∎ Develop and maintain a healthy environment for the team, coordinating timely discussions on strategic programming issues and leading a biweekly skype call with all project managers and program managers.

Additional Requirements:
∎ Minimum 5 years work experience in managing multi-disciplinary emergency response projects, implementation of project with partners
∎ Proven experience in partnership programme operations and dealing with Government of Bangladesh, civil societies, media and NGO/ CBO.
∎ INGO work experience preferred
∎ Visioning, strategic planning & execution
∎ Critical thinking, analysis, reasoning & decision-making
∎ Leadership and Management
∎ Managing work relationships (internal/external)
∎ Communicating, one to one & in groups, written & verbal, presentations and reports in English; knowledge of Bangla would be preferable;
∎ Budget management and assessment of financial operations in humanitarian situations
∎ Facilitation, negotiation and networking
∎ Demonstrate tact and discretion at all times
∎ Persuasion and ability to influence.
∎ Ability to represent the organization at key external and internal events when required.
∎ Ability to solve problems, handle setbacks and pressure
∎ Ability to use basic office electronic equipment & computer applications
∎ Fluency in English, written and spoken. Understanding and speaking local language of Cox's Bazar or Chittagong is an advantage.
