Job Context:
∎ ACDI/VOCA is currently implementing the $20.5 million, five-year Feed the Future Livestock and Nutrition (LAN) Activity in Bangladesh funded by the United States Agency for International Development (USAID). The Livestock and Nutrition Activity aims to sustainably increase livestock productivity, marketability, and consumption of livestock products to improve nutrition and incomes for one million livestock producing farmers and firms in the 23 target districts in Bangladesh`s Zone of Influence and Zone of Resilience. To achieve this level of scale and ambitious results ACDI/VOCA uses an integrated community-based development and inclusive market systems approach and co-creates solutions with communities and public and private sector actors, effectively leveraging their resources, technologies, and expertise.
∎ Pursuant to its mission, ACDI/VOCA is seeking experienced and talented professionals for the CLA and Communications Lead position.

∎ JOB SUMMARY:
∎ The CLA and Coms lead enables learning approaches i.e. innovate, develop and implement creative ways to demonstrate and nurture a culture of learning for the Activity staff and beyond. The CLA and Coms lead will strategically capture and share technical knowledge through facilitation of good practices and improve the effectiveness of implementation model. S/he will lead and support learning events, research, produce resources and guidance, and facilitate ongoing content development and engagement.

Job Responsibilities:
∎ Collaboration, learning and adaptation (CLA):
∎ Design and implement effective learning approaches and activities pertinent to the Activity staff, A/V staff work closely with the Activity, external partners and stakeholders including private and public agency and USAID to scope and implement appropriate learning activities.
∎ Support to institutionalize the project's CLA strategies by facilitating the learning questions and streams to enhance intentional learning and management decision-making based on CLA visualization.
∎ Work with MEL leads to gathering data and analysis and preparing concise and well-written reports/presentations for different audiences - technical, management, and other stakeholders using required analysis and presentation packages.
∎ Working with MEL leads to strategize data collection needs and knowledge management procedures including assessments and evaluations.
∎ Design and manage pause and reflect exercise sessions, including seminars/webinars, workshops, conferences and peer learning sessions.
∎ Document and share learning ensuring lessons learned, best practices, and learning activities are evident and documented.
∎ Identify and share creative, efficient, and effective ways to engage audiences and facilitate sharing and collaboration.
∎ Communications:
∎ Based on existing situation and review of existing documents and of the vision, develop a communications plan and strategy (both for internal and external communication)
∎ Develop and manages appropriate positioning, messaging, and dissemination strategies for communication.
∎ Oversee the quality and frequency of all activity messaging to the donors, relevant government entities, partners, beneficiaries, media and other key audiences.
∎ Ensures compliance with communications and branding policies and standards set by USAID, Feed the Future, ACDI/VOCA, and the host government.
∎ Coordinates internal and external communications to create a cohesive and coherent ACDI/VOCA presence and message with employees, beneficiaries, and partners.
∎ Executes promotional materials, communications and learning deliverables and related activities and products.
∎ Supports and/or leads the organization of activity-sponsored events and ensures quality standards are met.
∎ Put in place mechanisms to roll out the communication plan and setting indicators/ milestones to monitor progresses against the plan.
∎ Contributes to planning invitational roundtable meetings and public conferences, including preparing agendas, contacting and screening potential speakers, and delivering presentations.
∎ Maintains a database and network of relevant and high-profile development.
∎ practitioners with whom information is frequently exchanged.?
∎ Implements Communication strategy:
∎ Act as a focal point person for the Activity communications functions and Ensure communication and visibility.
∎ Institutionalize the system of communication across the staff, partners, communities related to program development, learning and advocacy activities.
∎ Harmonize and develop program and organization-wide impact statement communication products for internal and external use in line with long term programming including for partners.
∎ Supervise composing; translating; editing various documents required for internal communications; satisfying requirements of ministries of Government of Bangladesh
∎ Establish and mainstream effective communication mechanism with partners and impact groups including other stakeholders to share strategic information/learning.
∎ Create human interest stories, newsletters and case story development.
∎ Marketing and Media Management:
∎ Provide advice on appropriate marketing strategies and targeting audiences.
∎ Coordinate external relations and liaise with private sector partners peer communications and other media to raise activity profile.
∎ Identifies speaking opportunities with media to maximize coverage of project and develop long term marketing strategy.
∎ Researches, prepares, distributes and follows up media releases, human interest stories, op-eds and letters.
∎ Prepares key messages, talking points and Q&A documents for internal and external meetings, and presentations for staff.
∎ Act as a national focal point for ACDI/VOCA's international global communication and advocacy campaigns.
∎ Capacity building:
∎ Train staff on communication and presentation skills
∎ Provides training to build capacity of staff to strengthen communication at project level.
∎ Identifies and maintain "communication staff" group in the project and
∎ ensure/encourage information sharing amongst projects staff.

Additional Requirements:
∎ Minimum of five-seven years of experience in progressively more responsible roles, developing strategic, communications strategies and working with domestic and international media. Minimum of three years of demonstrated experience leading complex portfolios of evaluative and learning activities for improved development outcomes. Previously working in Livestock and agriculture domains is preferred.
∎ Working knowledge of and experience with USG-funded program management, policies, regulations. and procedures.
∎ Strong familiarity with USAID CLA principles and practices, MEL design and principles as well as evaluation standards and practices.
∎ Experience with data visualization tools, techniques, and methods
∎ Knowledge and experience liaising with GoB and private company counterparts and development partner; ability to coordinate with appropriate stakeholders
∎ Knowledge of emerging media technologies and social media (Twitter, YouTube etc.); with proficiency in design and visual media
∎ Technical knowledge on photo and video shooting, editing experience preferred
∎ Good leadership qualities, administrative capabilities and team-building skills.
∎ Creativity and initiative in identifying public affairs opportunities and needs
∎ Working knowledge of MS Word, Excel, Power Point, and software such as Photoshop/ Premiere/Illustrator, SPSS/R/Stata, Power BI/ Tableau, etc.
∎ Fluency in English and Bangla both written and oral is preferred.
∎ Desirable:
∎ An established track record of achieving results within difficult working environments is required.
∎ Excellent interpersonal and problem-solving skills.
∎ Ability to work effectively in a team and/or independently under stress/pressure.
