∎ Overview:Jhpiego seeks a Chief of Party (COP) to provide vision, leadership, and direction to ensure thestrategic, programmatic, technical, and financial integrity for an upcoming USAID-funded UrbanHealth Activity in Bangladesh. The project aims to strengthen urban health systems, to improveequitable health outcomes among all urbanites by working with municipalities and city corporationson strengthening urban health systems to provide quality, equitable public health, optimizeavailable resources; become more resilient. The project is expected to operate over a five-yearperiod.The COP will have the overall responsibility for leadership, management and reporting of all projectactivities. The COP will be responsible for making key decisions and solving problems in shorttimeframes while ensuring operational and project quality and integrity. They will serve as theproject`s main point of contact with USAID and the Government on routine and strategic matters.
∎ The COP will ensure effective organizational management and communication with host countrygovernments and key stakeholders at all levels, including international entities.This position is contingent upon award from USAID. All qualified persons are strongly encouraged to apply.
Job Responsibilities:
∎ Provide leadership and strategic direction to ensure programmatic and financial integrity of theproject and to achieve rapid and sustained goals, objectives and targets;
∎ Ensure the project is technically sound, evidence-based and responsive to the needs of country,its people and donors;
∎ Ensure compliance with the terms of the award and organizational compliance and adherenceto policies and guidelines;
∎ Develop and maintain strong working relationships with USAID and Government of BangladeshMinistries, e.g. Ministry of Health and Family Welfare (MoHFW), Ministry of Local Government,Rural Development and Cooperatives, and their regional counterparts, and district and sub-district offices, public health partners (public and private health care providers), professionalassociations, and local civil society organizations;
∎ Represent Jhpiego and the project's progress, achievements and lessons learned to donors,other key stakeholders through meetings, conferences, and presentations;
∎ Provide technical leadership and ensure the quality and sustainability of interventions;
∎ Collaborate with the project team to build capacity in areas of urban health, health systemsstrengthening, local government strengthening;
∎ Lead the annual work planning process with the project team, and in close collaboration withUSAID, Government Ministries, and district/sub-district offices, key stakeholders, partners, andensure effective resource planning and utilization;
∎ Be responsible for the overall management of the project budget and ensure the projectdelivers on time, on scope and on budget;
∎ Working with the Technical Director /deputy COP oversee the preparation, and timelysubmission of quality project reports to donor;
∎ Participate in relevant technical working groups and other knowledge exchange forums andprovide technical leadership and guidance as required;
∎ Mentor, support, supervise and manage a team of highly qualified staff and align their efforts toensure rapid and sustainable results;
∎ Lead and motivate the project team, ensuring high levels of performance across all areas,fostering a culture of critical strategic thinking;
∎ Provide guidance, in collaboration with staff, to sub-grantees and partners to ensure theydeliver on their scope.
∎ Support the development of local organization capacity development plans;
∎ Write and/or review project materials and publications;
∎ Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectivelytrack data/results;
∎ Coordinate efforts with the country team lead to ensure alignment with organizational strategy,mission, and goals.
Additional Requirements:
∎ Advanced degree in public health or a related field;
∎ 10+ years of experience successfully managing large, multi-partner, multi-sub-grantee, multi-year international health sector development projects that have implemented successfulactivities in urban health in public and private facilities, local government institutions systemsstrengthening, developing and capacitating local organizations, health financing models forurban health;
∎ Previous experience working on USAID-funded projects, matched with an in-depth knowledge ofUSAID regulations, compliance and reporting requirements;
∎ Previous experience working in Bangladesh with intimate understanding of local health andgovernment system and gaps and opportunities in the above mentioned technical areas;
∎ Experience working with local and international sub-/grantees, and knowledge of capacitydevelopment approaches for locally-led development;
∎ Strong analytical and critical thinking skills and ability to translate data into action andcommunicate results to wide ranging audiences;
∎ Demonstrated experience and knowledge in establishing project systems and overseeing projectstart-up and close-out;
∎ Experience hiring and supervising personnel and ensuring they acquire the necessary trainingand skills to meet evolving project needs
∎ Excellent diplomacy skills and a proven ability to establish and maintain interpersonal andprofessional relationships with USAID, host-country counterparts and representatives fromother key stakeholders such as NGOs and CSOs;
∎ Excellent skills in facilitation, team building, and coordination;
∎ Ability to coach, mentor and develop technical capacity in regional and national projects;
∎ Excellent verbal, written, interpersonal and presentation skills in English;
∎ Ability to travel nationally and internationally.
