Educational Qualifications: Master’s  degree in Social Science/Disaster Management, or any other discipline. 

Year of Experience: 3 years of working in CBP Program Funded by UNHCR and dynamic community group formation and Facilitation

Mandatory Requirements:       

  • Excellent Facilitation skill       

  • Good communication skills both in English and Bangla.·      

  • Report Writing skill and strong interpersonal skills.·      

  • Ability to manage dynamic non-paid community group members·      

  • Knowledge on the prevention of environmental pollution·       Proficiency in Microsoft Office (Word, Excel, PowerPoint).      

  • Cultural sensitivity and understanding of diverse communities.     

  • Skilled in Community Led initiative

Responsibilities & Context:

Community Development Centre (CODEC) invites application for the CG Officer for implementing `Education and Protection for Refugee Community (EPRC) Project` funded by UNHCR, located at Ukhiya & Teknaf Cox’s Bazar)

Position Title: CG Officer

C. Key areas of performance /Responsibility /Accountability

• Facilitate the formation, activation, and regular functioning of community groups, including male groups, female groups, youth boys’ and girls’ groups, Youth Environment Club (YEC), self-help groups, Imam FRT and community representatives (CRs).

• Organize and conduct routine meetings with different community groups and ensure participatory decision-making.

• Document meeting discussions, decisions, and action plans, and follow up on agreed actions with community groups.

• Support community groups in identifying priorities and implementing community-led initiatives (CLI).

• Conduct focus group discussions (FGDs), community consultations, and dialogues to build rapport, collect baseline and contextual information, and strengthen community engagement.

• Support community-led awareness sessions and discussion forums on relevant social, protection, and environmental issues.

• Promote women’s leadership, youth participation, and inclusion of persons with specific needs (PSNs) in community structures.

• Facilitate formation, activation, and capacity development of Youth Environment Clubs, supporting environmental actions and local initiatives.

• Work closely with TO CG and community group members to plan, coordinate, and support daily and weekly schedules.

• Support leadership development and capacity-building activities for community representatives and group members.

• Maintain regular communication with community group members to understand challenges and jointly identify practical solutions.

• Assist in ensuring age, gender, and diversity (AGD) representation within community groups and volunteer teams.

• Support identification and referral of PoCs with specific needs to relevant service providers, ensuring dignity, confidentiality, and informed consent.

• Support reporting and referral of community-level complaints, conflicts, or misconduct through established organizational and inter-agency mechanisms, without assuming disciplinary authority.

• Facilitate meetings and field visits for visitors and representatives from government, local, and international organizations as required.

• Maintain updated databases of community groups and members, including profiles, participation, and training records.

• Provide regular updates to the Snr. Officer CC and TO- CG on the status of community groups and any changes in group composition.

• Prepare and submit weekly, monthly, quarterly, half-yearly, and annual reports as per organizational and donor requirements.

• Submit work plans and accomplishment reports to the Senior Officer CC.

• Uphold CODEC’s Code of Conduct, safeguarding, PSEA, child protection, confidentiality, and “Do No Harm” principles at all times.

• Promote accountability to affected populations (AAP) through transparent, respectful, and inclusive community engagement.

• Any other responsibilities assigned by the Supervisor or Organization.

Safeguarding & PSEA:

  • S/he should abide by the Inter-Agency Standing Committee (IASC)`s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy.

  • Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program`s goals on safeguarding implementation.

  • Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
