Education:

• Bachelor of Science (B.Sc.) in Civil Engineering from a recognized university; additional certification in Construction Management, Project Management, Climate Resilience or Disaster Management will be given preference.

• Candidates with a Diploma in Civil Engineering from a recognized institute and substantially longer relevant field experience may also be considered.

• Membership with the Institution of Engineers, Bangladesh (IEB) or Institution of Diploma Engineers, Bangladesh (IDEB) will be considered an added advantage.

Experience Requirements

• Minimum 4 to 6 years of professional experience in civil engineering, construction management, infrastructure development, engineering supervision, DRR, EPRP, or humanitarian infrastructure programmes.

• Demonstrated experience in preparing and reviewing engineering drawings, BoQs, cost estimates, technical specifications, and contractor management.

• Demonstrated experience supervising construction, renovation, and maintenance works, including quality assurance and OHS oversight on site.

• Experience implementing EPRP and DRR activities in disaster-prone or humanitarian settings, including monsoon, cyclone, flooding, landslide, and fire preparedness.

• Experience integrating accessibility, disability-inclusive design, and gender-responsive facility design into engineering works.

• Experience working with UNICEF, UN agencies, INGOs, or donor-funded programmes, including collaboration with UNICEF engineering colleagues, is highly preferred.

• Sound understanding of Sphere Standards, and humanitarian engineering norms.

• Experience working in the Cox's Bazar Rohingya humanitarian response is an advantage.

Additional Requirements

• Strong knowledge of construction standards, facility maintenance, DRR, EPRP, and infrastructure safety.

• Proficiency in AutoCAD, MS Project, Microsoft Excel, and engineering documentation tools.

• Strong analytical, problem-solving, and technical reporting skills.

• Experience in quality assurance, contractor management, and multi-site supervision.

• Ability to work under pressure, respond to emergencies at short notice, and manage multiple sites simultaneously.

Responsibilities & Context:

Eco-Social Development Organization (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a people` centered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. Near about three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people to bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted with the changing situation and provided the most time-bound services especially for the poor and disadvantaged. A community focused and people centered approach has been adapted by ESDO while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 422 upazilas under 56 districts of Bangladesh covering over 10 million poor and vulnerable people.

ESDO is going to implement a UNICEF-supported project titled “Provide quality, inclusive skills development and Myanmar Curriculum STEM education for adolescent learners aged 15-18, and portable skills training for education volunteers in Cox's Bazar” in Rohingya camps of Ukhia, Cox’s Bazar. The project aims to improve access to quality foundational literacy numeracy (FLN), trade skills, employability skills, leadership skills, entrepreneurship training,, STEM Education and portable skills opportunities for Rohingya adolescents and youth through multi-Purpose Centers (MPCs), Science & IT Labs, and SKILFO-based portable skills interventions.

The Associate Construction Engineer leads the construction assessment, repair, and maintenance of learning and operational facilities under the project; supervision of any construction, rehabilitation, or refurbishment works undertaken through the project; and implementation of the Emergency Preparedness and Response Plan (EPRP) and Disaster Risk Reduction (DRR) activities of the project. In a camp environment exposed to monsoon rains, cyclones, flooding, landslides, and fire risks associated with technical and trade-based learning, this position is responsible for ensuring that every facility the project uses is safe, functional, accessible, disability-inclusive, disaster-resilient, and compliant with the standards ESDO applies through its UNICEF partnership.

The Associate Construction Engineer will work under the direct supervision of the Skills Development Technical Lead, with dotted-line coordination to the Head of Planning and DRR at ESDO Head Office. The position collaborates closely with UNICEF's Construction Engineer, third-party construction vendors and contractors, the Warehouse Associate, the Procurement Associate, the Inclusion Associate on accessibility, the PSEA, CSG and AAP Officer on safeguarding during works, and the Field Officer and Field Assistants on facility-level operations.

Reporting to: Direct reporting to Skills Development Technical Lead (ESDO) with dotted reporting to Head of Planning and DRR (ESDO, Head Office based).

Job Responsibilities

Key Responsibilities

1. Facility Assessment, Repair, Maintenance, and Refurbishment

• Conduct systematic condition assessments of all project facilities and prepare a maintenance and repair plan aligned with the project workplan and budget.

• Lead planned and reactive repair, maintenance, and refurbishment works, ensuring facilities remain safe and functional throughout the project cycle.

• Ensure trade-specific workshop spaces (solar and electrical, tailoring, soap production, food processing, handicraft) and laboratory spaces are configured for safe practical learning with adequate ventilation, lighting, electrical loading, and workspace layout.

2. Construction Supervision and Contractor Management

• Supervise any construction, rehabilitation, or refurbishment works undertaken by third-party contractors, ensuring compliance with approved drawings, BoQs, technical specifications, and agreed timelines.

• Conduct routine site inspections, quality checks, and progress verification, and certify work completion and contractor invoices for payment through the Procurement Associate and Admin and Finance Manager.

• Manage contractor relationships with due diligence, ensuring adherence to contractual terms, safeguarding clauses, and PSEA obligations on site

3. Engineering Design, BoQ Preparation, and Technical Specifications

• Prepare or review engineering drawings, layouts, cost estimates, Bills of Quantities (BoQ), and technical specifications for repair, maintenance, refurbishment, and DRR works.

• Conduct site surveys, feasibility assessments, and technical due diligence for any proposed engineering intervention.

• Ensure designs and specifications reflect accessibility principles in coordination with the Inclusion Associate and are appropriate for the camp context and learners' needs.

4. Emergency Preparedness and Response Planning (EPRP)

• Lead the operationalization of the project's Emergency Preparedness and Response Plan for infrastructure, including pre-monsoon and pre-cyclone readiness measures across all facilities.

• Coordinate rapid engineering assessments and emergency repair works following cyclones, heavy rainfall, flooding, landslides, or fire incidents that affect project facilities.

• Maintain readiness stocks of critical repair materials, tools, and equipment in coordination with the Warehouse Associate and Procurement Associate for rapid post-incident response.

• Organize and lead periodic fire drills, cyclone drills, earthquake drills, and other disaster response drills at every project facility, together with volunteers, instructors, learners, and support staff, so that everyone knows how to act in an emergency.

• Ensure that every MPCs, Science and IT Lab, warehouse and the office is equipped with functional fire and disaster response readiness items.

5. Disaster Risk Reduction (DRR) and Climate Resilience

• Lead the implementation of DRR activities under the project, including facility-level DRR plans, slope and drainage protection, retaining measures, erosion control, and safe evacuation routes.

• Integrate climate-resilient and disaster-resilient construction principles into every engineering decision and ensure DRR is embedded in facility upgrades and any new works.

• Support the PE indicator commitments on DRR planning at facility level, and coordinate with the Planning and DRR function at Head Office on annual DRR review and updates.

• Engage host and refugee community members, camp majhis, Community Education Support Groups (CESGs), Adolescent Action Groups (AAGs), and neighbouring households in protecting project infrastructure, keeping evacuation routes clear, reporting hazards early, and sustaining a shared sense of responsibility for the safety of the facilities.

6. Quality Assurance, Occupational Health and Safety, and Environmental Safeguards

• Ensure construction, repair, and maintenance quality complies with Sphere Standards, humanitarian engineering, and the Bangladesh National Building Code (BNBC) norms.

• Ensure occupational health and safety (OHS) requirements are followed on every worksite, including for contractor workers and any volunteers or staff present.

• Ensure environmental safeguards under the project's Environmental and Social Risk Management (ESRM) Action Plan are respected during works, including safe handling of hazardous materials, waste segregation, and minimization of environmental impact.

7. Coordination with UNICEF Engineering, Camp Authorities, and Sector Actors

• Collaborate with UNICEF's Construction Engineer on technical review, quality assurance, and any joint site visits, ensuring alignment with UNICEF construction standards and partnership expectations.

• Coordinate with Camp-in-Charge (CiC) offices, RRRC, site management, Shelter Sector, WASH Sector, and other engineering actors operating in the same camps to secure permissions, avoid conflicts, and align with sector-level DRR and site management practices.

• Represent the project in relevant engineering, shelter, and DRR coordination forums, and bring back learning that strengthens the project.

8. Documentation, Reporting, Safeguarding, and Other Responsibilities

• Maintain complete engineering documentation including site diaries, inspection reports, measurement books, material records, photographs, GPS coordinates where applicable, and completion certificates in a manner that supports audit, HACT spot checks, and donor monitoring visits.

• Prepare periodic progress reports, DRR and EPRP updates, and inputs to project reports, monitoring visits, evaluations, and donor missions.

• Uphold PSEA, Child Safeguarding, AAP, and anti-fraud standards on every worksite, ensuring no contractor or worker behaviour creates safeguarding risk.

• Perform any other duties assigned by the Skills Development Technical Lead in the interest of the project and its participants.
