∎ icddr,b invites applications from suitable candidates for the position of Assistant Manager, Grants and Compliance with Emerging Infections under the Infectious Diseases Division. The appointment will be made on Fixed Term basis for 1 year which is renewable depending on performance and availability of funds.
Job Responsibilities:
∎ Facilitate activities for coordination, reviewing and managing grants, sub-grants, contracts and cooperative agreements and sub-agreements; Play a key role in sub-recipient monitoring WITH THE OBJECTIE OF ensuring compliance and efficient management of Grants and Contracts WITHIN the policies and guidelines of Finance function; and organisational values and guidelines (such as Institutional Governance Framework - IGF etc).
∎ Grant and Sub-grant Management: Review all sub-agreements in line with the donor as well as icddr,b rules and regulation which includes Code of Federal Regulations requirements; and recommend action; Track progress of expenditure of allocated donor funds for sub-grantee; Monitor adherence to sub-agreement requirements; Conduct due diligence evaluations of prospective sub-awardees to determine their capacity to effectively manage funding; Coordinate and administrate pre-award and financial post-award activities for all sponsored projects and sub-grants; Provide analytical and financial support in proposal processing, contract and grant administration, including pre-award proposal initiatives, management of funds post-award, and closeout activities for Government agencies and private sponsors IN ORDER TO ensure efficient management of icddr,b's Grants.
∎ Capacity Development and Training: Arrange capacity development training for the sub-grantees; partners and stakeholders; Dissemination donors rules and regulations e.g. restriction, reporting issues, audit requirement etc. to the icddr,b staff; IN ORDER TO establish an effective mechanism of donor compliance and follow up.
∎ Internal Control and Audit: Work with ERP system to manage routine functionalities of sub-contracts and sub-grants management and maintain appropriate control; Work with Research Administration and Finance staff to streamline and maintain a single, accurate institutional database of icddrb grant, sub-grants, contracts, and collaborative agreements; Provide necessary support to the internal & external auditors; Prepare draft responses to audit observations and implement recommendations IN ORDER TO harmonize the audit function and establish an effective internal control system of the organization.
∎ Sub-Recipient Management: Ensure all sub-grants and sub-contracts are awarded and administered in compliance with sponsor requirements, applicable regulations, policies, and procedures; Maintain communication with all sub-awardees to ensure timely receipt of required reports and documentation in accordance with various regulations and the terms and conditions of multiple grant awards; Monitor sub-recipient's compliance and performance toward the work plan, and ensure accurate grant and sub-grant financial reporting and invoicing; Review and communicate award expiration dates, altered timeframes, milestones, and major changes in budgets to appropriate Program and Finance staff; Maintain timely communication with partners to achieve effective grant management and advancement of program implementation IN ORDER TO ensure efficient management of icddr,b's Sub-Recipients.
∎ Reporting & Follow up: Prepare draft grant management reports to support icddr,b annual reporting requirements in consultation with Senior Manager, Grants and Compliance; Ensure timely submission of financial report and invoice by the sub-grantees; Prepare draft financial reports and invoices submission status report IN ORDER TO establish an effective mechanism of donor reporting, invoicing and follow up.
Additional Requirements:
∎ 5 years of progressive experience in grant and sub-grant management; Experience with different types of award mechanisms, including grants, contracts, subcontracts, cooperative agreements.

Salary:
∎ Annual Tk. 1,272,710/ -inclusive of house rent and conveyance allowances and other admissible benefits.
Compensation & Other Benefits:
∎ 14.8% provident fund contribution, income tax paid by icddr,b, children allowance @Tk.1,917/- per child per month, festival bonus, contributory healthcare support including dependent spouse and children, group life insurance and subsidized canteen. Transport and daycare facilities are subject to space availability.
