∎ Minimum of 8 years related work experience in development projects, inclusive of at least four years dedicated to livestock development, management, and extension programs within the northwest and/or southwest contexts of Bangladesh;
∎ Have a preference for candidates with experience in meat and/or dairy value chain projects, providing a comprehensive understanding of sector-specific challenges and opportunities;
∎ Demonstrate a strong capability in enhancing livestock productivity, refining processing techniques, and bolstering the livestock value chain across diverse agroecological zones;
∎ Value prior engagement with donor-funded initiatives, particularly those with familiarity with policies, procedures, and reporting requirements of the US government or other international donors;
∎ Proven experience collaborating with government agencies, NGOs, private sector entities, market actors for inputs and outputs, service providers, and other stakeholders;
∎ Substantial expertise in developing, conducting, and evaluating studies within the livestock and climate-smart agriculture field.
∎ Well-developed analytical, writing, and presentation skills, including the use of graphics for ease of understanding;
∎ Proven track record of successful teamwork and good facilitation skills;
∎ Ability to work with a diversified team in a multi-stakeholder environment;
∎ Ability to work independently and with minimum supervision;
∎ Self-motivation, willingness to learn, and strong work ethic in a multi-disciplinary team environment;
∎ Good organizational, planning, and time management skills while handling varied complex, and demanding workloads;
∎ Excellent written and verbal communication skills and must be fluent in both English and Bangla.

Responsibilities & Context:
∎ Lead the execution and reporting of regional activities, ensuring they meet the target impacts for livestock producers with an emphasis on quality and cost-efficiency, aligned with project strategy;
∎ Conduct thorough livestock market research and analysis to outline current business plans and goals to support livestock farmers effectively;
∎ Identify livestock producers and/ or farmers’ groups and service providers, creating a system of commercial incentives for adopting climate-smart livestock technologies and practices efficiently;
∎ Establish strategic relationships and partnerships with regional stakeholders, service providers, and the private sector, following the project design and work plan.
∎ Cultivate dynamic relationships with regional government departments, including the Department of Livestock Services (DLS), Bangladesh Livestock Research Institute (BLRI), and universities;
∎ Guarantee that all private sector engagements and activities meet quality technical standards for the benefit of livestock producers;
∎ Contribute to enhancing livestock farmers’ capabilities to increase farm productivity, profitability, and livelihoods by providing focused technical assistance, especially in promoting the development of fodder on underutilized lands and the cultivation of high-yielding fodder varieties.
∎ Oversee the successful planning, execution, monitoring, and review of project activities and milestones, in collaboration with the project monitoring and evaluation team;
∎ Oversee and manage the collection and dissemination of field-level progress data, ensuring regular updates (monthly, quarterly, half-yearly, annual) are provided and compile comprehensive activity progress reports for management, donors, and stakeholders.
∎ Manage the regional and satellite /field offices, supervising field staff to optimize productivity through regular monitoring, understanding stakeholder challenges, and verifying program impact;
∎ Ensure effective team management by creating a supportive environment that encourages regional staff to uphold a strong team spirit and meet project objectives, coupled with consistent provision of performance feedback;
∎ Organize field staff meetings bi-weekly or monthly to assess progress, address challenges, and share insights with the country office;
∎ Work with project staff to incorporate gender, youth, and social inclusion considerations into partnership designs, implementations, and monitoring and evaluation processes;
∎ Organize necessary training sessions, workshops, and meetings as required;
∎ Coordinate site visits for donors, government, and other visitors, working alongside various component leads;
∎ Perform additional responsibilities as delegated by the Climate Smart Productivity Lead, MEL Director, other leads, and senior management.
∎ Department of Agriculture (USDA) Food for Progress Bangladesh Climate Smart (BCSL) project, strategically positioned in the Bogura/Jashore regional office. This critical role is tasked with overseeing and guiding the field offices and their associated satellite offices to fulfill the requirements of the annual work plan with efficiency and efficacy. The AHSM is entrusted with the responsibility of initiating and managing field office operations, enhancing work methodologies, fostering partnerships, and spearheading developments in several key areas. These areas include the enhancement of livestock producer groups, animal health services, breed improvement initiatives, silage production advancements, feed management optimization, and product marketing strategies.
∎ In addition to operational and strategic responsibilities, the AHSM will play a crucial role in bolstering team dynamics. This involves strengthening coordination and collaboration among team members, ensuring open and constructive communication, enhancing team morale, and cultivating a positive and productive work environment. The AHSM directly oversees senior-level specialists in Animal Health, and Feed & Fodder, ensuring that their expertise is leveraged to maximum effect.
∎ Reporting to the Climate Smart Productivity Lead, the AHSM will operate the project activities in close coordination with the Sustainable Livestock Production Lead. Together, they ensure that the project's activities are aligned with overarching goals, thereby contributing to the sustainable development of the region's livestock sector. This comprehensive approach underscores the AHSM's vital role in driving forward the mission of the BCSL project, marking a significant step towards achieving sustainable livestock production systems and economic growth.
