∎ Coordinates with : Program Managers, Officers, Coordinators, Partners and Admin & Finance Manager at Country Office.

∎ GENERAL CONTEXT AND BACKGROUND:
∎ HEKS/EPER is a swiss INGO founded in 1946. HEKS/EPER is supporting local partner organizations with around 200 projects in 34 key countries worldwide. HEKS/EPER Bangladesh Office cooperates with NGO active in the field of development cooperation and humanitarian aid. In Bangladesh our support is targeted at social, ethnic and religious minorities, especially plain land Adibashi and Dalit communities in the Northwest part of the country. At the same time, we provide emergency relief and aid under the supervision of HEKS/EPER Humanitarian Aid Department.
∎ Rohingya fled their homes in Myanmar August 2017, where huge refugee camps have formed. Since September 2017, HEKS/EPER has supported Humanitarian Aid interventions in Jamtoli refugee camp. HEKS/EPER is expanding these interventions and is searching for competent staff to implement activities.

Job Responsibilities:
∎ Financial Management:
∎ Manages the Programmes' day-to day accounting functions including regular cash verification, bank balance sheets, accounts reconciliation, monthly closing, monthly cash projection, and timely submission of financial reports to the respective authority;
∎ Receives, analyses, follows up and consolidates the monthly financing accounts;
∎ Conducts orientations, guides and advises partners on correct finance procedures and proper documentation. This includes visits to offer support as required;
∎ Ensures adherence to the national laws for Income Tax and VAT, and ensures applicable payments are made in time.
∎ Control partner's financial report, prepare all finance reports required by the mission;
∎ Audit partner's financial management and procedures monthly;
∎ Recording of bills, advances, invoices and payments in accurate time, cash reconciliation;
∎ Assist RHAC-ASIA to develop FD-7 and/or FD-7 in consultation with the HEKS/EPER Country Office.
∎ Administrative and Logistics Support:
∎ Provides administrative support to the mission team. This also includes organising logistics for missions, travel arrangement, meetings, conferences and other special events;
∎ Prepares contracts engaged by HEKS/EPER with third parties;
∎ Performs procurement according to HEKS/EPER policy;
∎ Payment and clearance of advances and salaries;
∎ Doing/Renewing work permit, Visa and security clearance of expatriate employees;
∎ Ensures timely payment of all utilities and other bills.
∎ HR Support:
∎ Manages all staff leave schedules for the team; keep all records accurately in collaboration with the Program Managers and any other Human Resource related admin tasks;
∎ Maintain confidentiality of organizational information and documents strictly and sincerely.
∎ Safety and Security:
∎ Asses and consult other partners to ensure security situation of planned locations is calms; Ensure risk assessment and share security information;
∎ Provide timely incident report to RHAC-ASIA as needed.

Additional Requirements:
∎ Working experience in Emergency context is a must;
∎ Experience in operating accounting software is a must.
∎ Good knowledge of security management in humanitarian contexts;
∎ Excellent computer skills.
∎ Fluent English skills (written, spoken and reading).
∎ Willingness to accept frequent field missions;
∎ Strong attitude to take initiative, work autonomously and achieve results effectively;
∎ Flexibility and Stress-management;
∎ Respect of HEKS/EPER mission and values.

Salary: Tk. 81156 (Monthly)
