Education:

• Master’s degree in accounting, Finance, Management, Business Administration, Commerce, or any other relevant discipline from a recognized university.

• Candidates holding BBA/MBA with a Finance or Accounting major, or professional qualifications such as Chartered Accountancy Course Completion (CA-CC), Cost and Management Accounting (CMA), Association of Chartered Certified Accountants (ACCA), or equivalent, and with significant knowledge of public sector accounting and International Public Sector Accounting Standards (IPSAS), will be given preference.

• Additional certification in Financial Management, Grant Management, Procurement, Internal Audit, VAT and Tax, ERP systems, or Donor Compliance will be considered an advantage.

Experience Requirements

• Minimum 10 to 12 years of progressively responsible experience in finance, administration, grants, procurement, or operations management, with at least 4 years in a managerial capacity leading a finance and administration function.

• Demonstrated experience managing the finance and operations of large donor-funded projects, including budget stewardship, financial reporting, audit management, and compliance.

• Working knowledge of UNICEF's Harmonized Approach to Cash Transfers (HACT), FACE form processing, and Direct Cash Transfer procedures is highly preferred.

• Experience working with UNICEF, UN agencies, international NGOs, or large donor-funded projects will be highly preferred.

• Demonstrated experience in transparent procurement, supply chain, warehousing, and asset management in humanitarian or development contexts.

• Strong understanding of accounting standards, statutory VAT and tax obligations, and NGO Affairs Bureau requirements in Bangladesh.

• Familiarity with safeguarding, anti-fraud, and accountability frameworks in a partnership context.

• Experience working in the Cox's Bazar Rohingya humanitarian response is an advantage.

Job Context

Eco-Social Development Organization (ESDO) started its journey in 1988 with a noble vision to stand in solidarity with the poor and marginalized. Being a people` centered organization, ESDO envisioned for a society which will be free from inequality and injustice, a society where no child will cry from hunger and no life will be ruined by poverty. Near about three decades of relentless efforts to make this happen, ESDO has embraced new grounds and opened up new horizons to help the disadvantaged and vulnerable people to bring meaningful and lasting changes in their lives. During this long span, ESDO has adapted with the changing situation and provided the most time-bound services especially for the poor and disadvantaged. A community focused and people centered approach has been adapted by ESDO while consideration was given to the national policy and Sustainable Development Goals (SDGs) as its guiding principle. ESDO is one of the most dynamic organizations expanding its development interventions across 422 upazilas under 56 districts of Bangladesh covering over 10 million poor and vulnerable people.

ESDO is going to implement a UNICEF-supported project titled "Provide quality, inclusive skills development and Myanmar Curriculum STEM education for adolescent learners aged 15-18, and portable skills training for education volunteers in Cox's Bazar" in Rohingya camps of Ukhia, Cox's Bazar. The project aims to improve access to quality foundational literacy numeracy (FLN), trade skills, employability skills, leadership skills, entrepreneurship training, STEM Education and portable skills opportunities for Rohingya adolescents and youth through Multi-Purpose Centers (MPCs), Science and IT Labs, and SKILFO-based portable skills interventions.

The Admin and Finance Manager is the senior operational management position for the project and carries overall accountability for financial stewardship, procurement, human resource administration, office and asset management, internal controls, and audit readiness. The position ensures the project's operational backbone is disciplined, transparent, and audit-defensible, so that programme delivery is uninterrupted and donor funding is spent with integrity. S/he ensures compliance with UNICEF's Harmonized Approach to Cash Transfers (HACT) requirements, ESDO's financial and administrative policies, donor regulations, and the statutory framework of the Government of Bangladesh (Finance Law, VAT and Tax Laws etc). The position works in close partnership with the Skills Development Technical Lead to align operational systems with programme delivery, and with UNICEF Finance, Risks and Compliance colleagues to ensure smooth cash management, liquidation, and reporting.

The Admin and Finance Manager will directly supervise the finance, procurement, and human resource administration functions of the project and provide leadership to the wider administrative and support team in close consultation and guidance from the Skills Development Technical Lead.

Reporting to: Direct reporting to Head of Knowledge Management and Program Development & Quality (ESDO, Head Office and Cox’s Bazar based) with dotted reporting to Head of Finance Control and Compliance (ESDO, Head Office based).

Job Responsibilities

1. Financial Management, Budget Control and Reporting

• Lead overall financial management of the project in line with the approved cost structure and UNICEF Harmonized Approach to Cash Transfers (HACT) requirements, financial and operational guidelines, ensuring expenditure integrity, output-wise allocation, and effective and efficient budget management.

• Ensure monthly budget monitoring against approved allocations so that Direct Cash Transfer (DCT) funds are fully utilized (burn rate) within the quarter and any under- or over-spend is identified and course-corrected in time.

• Ensure Direct Cash Transfer (DCT) requests are prepared, cleared, and submitted to UNICEF at least fifteen days before the start of each quarter, and that liquidation reporting is completed and submitted within fifteen days of quarter end, in strict compliance with HACT guidance.

• Ensure FACE forms, budget revisions, and cash flow forecasts are prepared with accuracy and submitted in coordination with the Skills Development Technical Lead, PD Manager and UNICEF Finance colleagues.

• Ensure the project's accounting records, vouchers, bills, invoice review and approval, VAT, Tax records and supporting documentation meet donor, statutory, and organizational standards for accuracy, completeness, and retention and any financial risk are identified and addressed.

2. Administration, Human Resources and Operations Management

• Oversee recruitment support, onboarding, personnel administration, payroll, benefits, attendance, and personnel records for the project team and volunteer workforce, in line with ESDO's HR policies and the safeguarding standards of the project.

• Ensure Code of Conduct and Self-Declaration forms are signed by every staff member and volunteer before deployment, and that HR files are complete, confidential, and audit ready.

• Ensure office facilities, utilities, service contracts, and support staff arrangements are managed efficiently across Cox’s Bazar offices.

• Oversee the recruitment process, onboarding, personnel administration process, coordination of payroll, staff benefits, attendance, personal records and compliance with HR policies and procedures.

• Provide administrative support for staff capacity-building activities and meetings.

3. Procurement, Logistics, and Asset Management

• Ensure procurement is conducted with transparency, competitive process, and full documentation, in compliance with ESDO's procurement policy and donor requirements including the three-quote rule and no-splitting principles.

• Oversee logistics, warehousing, transportation, and inventory systems so that goods and services reach the field on time and end-user monitoring evidence is captured.

• Ensure asset registration, tracking, and disposal are managed with discipline throughout the project cycle, and that end-of-project asset transfer is planned and executed properly with environmental protection.

4. Internal Controls, Audit Readiness, and Risk Management

• Establish and maintain a strong internal control environment within the project operation and finance, with clear segregation of duties, authorization thresholds, and reconciliation routines.
