Job Context:
A Global Leader in the field of Learning & Development – NetCom Learning Global Limited invites applications for the position of Tender Specialist.
Job Description/Responsibility:
· Lead the Tender & Partnership Department, manage teams and ensure cross-departmental collaboration.
· Build and maintain effective partnerships with other business entities to participate in joint-bidding as required.
· Create and maintain strong liaison and information network with relevant ministries, development partners and other relevant Govt. departments and NGOs.
· Follow-up projects from the planning (Feasibility Study/DPP) stage or development of projects with relevant Govt., Semi Govt. & Private sector.
· Oversee preparation of tender proposals/contracts by consultation with relevant teams to ensure submission of each tender/RFQ/EOI/Quotation within the specified time with accuracy.
· Follow-up closely the pre-tendering & post-tendering status with client.
· Do Meeting/interaction with customers/consultants/network in the relevant industry to explore new business opportunities.
· Conduct market research to identify marketing possibilities and evaluate customer needs.
· Oversee preparation of different business agreements (Joint-Venture Agreement, MOU, Co-operation Agreement, Power of Attorney, Consortium Agreement etc.) and drafting different letters.
· Sourcing items/equipment required for business development/tender proposal submission.
· Prepare Bill of Quantity (BOQ), Checking Bills, Rate Analysis and Quality Control etc. for different Projects.
· Monitor contract compliance with established procedures, ensure all contracts are signed and delivered to relevant parties; Preparation of Contract Documentation, Expression of interest, pre-qualification; Contract administration; Post Contract Management of projects: valuations, variations, cost reporting, Named and Nominated Sub-Contractors.
· Any other tasks assigned by the top management.
Requirements:
· Age at least 32 years.
· Minimum 10 years of experience in leading government tendering and partnership management.
· Experience in managing government and donor funded projects.
· Experience in evaluating bids and proposals and managing the bidding process end-to-end.
· Excellent written and verbal communication skills and the ability to liaise effectively with government officials and stakeholders.
· Proficiency in E-GP tendering is a must.
· The applicant should have sound knowledge of Development Project Proposal (DPP), Feasibility Study (FS), Concept Paper, Strategy Paper, etc.
· Candidates with work experience with government offices, especially The Secretariat, Ministry of Education, Ministry of Youth and Sports, Ministry of Posts, Telecommunications and Information Technology (ICT Division), Ministry of Planning, Ministry of Finance, Ministry of Public Administration etc. will get preference.
· Candidates with work experience with government training and development institutes like NSDA, NAPD, NAEM and any other training institutes will get preference.
· The applicant should have sound knowledge on Public Procurement Act 2006, Public Procurement Rules 2025.
· Candidates who have work experience with different donor agencies like KEXIM, EDCF, JICA, NDB, ADB, WB etc. will also get preference.
· Candidates who have work experience with different internationals NGOs and UN bodies like UNDP, UNOPS, UNICEF, UNGM will also get preference.
· Negotiation and interpersonal skills, Technology Proficiency, Proficiency in MS Office Suite, Strong analytical skills are required for the role.
· Strong Leadership capabilities, being able to take effective decisions & lead the team, delegate tasks to ensure bidding success.
· Team management skills - ability to collaborate effectively with cross-functional teams.
· Results-oriented with a strong commitment to achieving targets.
· Attention to detail and the ability to work under tight deadlines.
