Job Context:
∎ Dhaka Ahsania Mission (DAM) is a non-government development organization founded in 1958 by Khan Bahadur Ahsanullah, an eminent educationist, reformer and Sufi with the aim of social and spiritual development of entire human community. DAM has been contributing for the betterment of the disadvantaged population through operating 35 institutions and also 8 sectors of development. Health and WASH Sector is one of the core sectors of DAM which has also been operating 9 institutions and 15 donor funded projects.
∎ DAM Health & WASH Sector is going to recruit a competent and self-motivated individual for the position of Program Officer of GFATM funded "Prioritized HIV prevention and treatment services for key populations in Bangladesh" Program through Save the Children covering Bangladesh. It`s a Project Office based position.

Job Responsibilities:
∎ The Technical Specialist - Clinical Service, based in PMU at consortium project office, Dhaka, shall provide leadership, guidance, and overall direction on the planning and implementation of clinical services initiatives for The Global Fund supported Female Sex Worker Intervention, implementing by DAM Consortium. Reporting to the Joint Director, Health & WASH Sector, DAM/Team Leader of DAM Consortium, lead the clinical service component of the project for delivering high quality services towards FSWs and their clients along with strengthening government integration at local level. S/he will play major role in the capacity building of the clinical service and program staff through undertaking different formal and informal training/orientation and on the job training. Identification of service gaps in terms of sustainability and coordinate into activities will be one of her/his major roles. The position will coordinate with the all-other wings of DAM including PR, SSR and strategic partners and other services providers as necessary for meeting the service gap and reducing overlapping of services. He/she will play major role in resource mobilization to meet the unmet needs of the beneficiaries. Ensuring monitoring and supervision, progress analysis and establish accountability through proper feedback and follow up mechanism as well as to establish team approach will be considered as major role for this position. To meet 95-95-95, will consider roles for identification of new HIV positive cases and 100% ART adherence through extending HTS and linking to care treatment and support services.
∎ Beside will play major role to support project management in ensuring safe guard mechanism as per Dhaka Ahsania Mission [DAM] and Save the Children [SCI] policy and relevant awareness creation.
∎ Accomplishes quality assurance human resource objectives by recruiting, selecting, orienting, training, assigning, scheduling, coaching, counseling, and disciplining employees; communicating job expectations; planning, monitoring, appraising, and reviewing job contributions; planning and reviewing compensation actions; enforcing policies and procedures.
∎ Achieves quality assurance operational objectives by contributing information and analysis to strategic plans and reviews; preparing and completing action plans; implementing production, productivity, quality, and customer-service standards; identifying and resolving problems; completing audits; determining system improvements; implementing change.
∎ Meets quality assurance financial objectives by estimating requirements; preparing an annual budget; scheduling expenditures; analyzing variances; initiating corrective actions.
∎ Develops quality assurance plans by conducting hazard analyses; identifying critical control points and preventive measures; establishing critical limits, monitoring procedures, corrective actions, and verification procedures; monitoring inventories.
∎ Validates quality processes by establishing documenting evidence; determining operational and performance qualification; writing and updating quality assurance procedures.
∎ Maintains and improves service quality by completing deliverables, system, compliance, and data quality audits; paying monitoring and supervision visits, investigating beneficiaries' complaints; collaborating/assisting other members of management of SR and PR to develop new system/training and its methods, etc.
∎ Prepares quality documentation and reports by collecting, analyzing and summarizing information and trends including failed processes, recalls, corrective actions, and re-validations.
∎ Updates job knowledge by studying trends in and developments in quality management; participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
∎ Enhances department and organization reputation by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
∎ Coordinate and arrange technical; capacity building events under the FSWI, Light House Consortium
∎ Providing technical administrative oversight including ensuring awareness and adherence to all clinical service-related compliance/SOP/Guidelines/policies;
∎ Report to safeguarding focal person for any allegation or concerns on the violation of the safe guarding policy in relation to project staffs, organizational staffs, vendors and volunteers is raised. Beside will play major role in relevant awareness building with in the team mates and others as necessary as well as will cooperate and support for establishing the safe guarding mechanism with the organization and projects.
∎ Present safeguarding monitoring outcomes to Team Leaders quarterly through different QAO's monitoring reports.
∎ Performs other assignments as required to reinforce capacity of consortium staffs
∎ Ready to work to respond to any natural disaster or emergency situation anywhere in Bangladesh. Liaising with the Joint Director, Health & WASH Sector, DAM/Team Leader to strengthen PMU Office support to drop-in-center/Outlets based clinical staffs;

Additional Requirements:
∎ Age at least 30 years
∎ Only females are allowed to apply
∎ At least 3 years of experience in relevant fields.
∎ Ability to work independently and in a team.
∎ Strong organizational and financial management skills.
∎ Have good knowledge of HIV/AIDA.
∎ Experience of donor supported Project.
∎ Good computer skills on Microsoft Office Tools, especially MS Word, MS Excel and MS Power Point.
∎ Work experience in the area of NGO Sector.
∎ Applicants must have COVID-19 Vaccination Certificate.
∎ Age at most 45 years (Age may be considered for experienced candidate).

Salary:
∎ Tk. 75000 (Monthly)
∎ Other benefits will be added as per project provision.
