∎ Safeguarding:
∎ Establish a safeguarding culture across all levels of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
∎ Job Location: Kabul, Afghanistan

Job Responsibilities:
∎ Team Leader is responsible for providing overall technical support for the planning, implementation, management, and monitoring of the Area Based Approach to Development Emergency Initiatives (ABADAEI) project activities in selective areas of Afghanistan. The Team Leader assists the core team of Project in the day-to-day management and operations of all field locations. They monitor the performance of the implementing partners and ensure that the project meets its planned outputs and requirements, and that project management policies, processes and methods are followed and practiced according to organisational standards, The Team Lead - Rural Component strongly contributes to the achievement of the project outputs, goals and objectives.
∎ The team Leader is reportable to the Head of Program and maintain close contact with the technical anchors at BRAC International Headquarter and ensure BRAC International profile and reputation with stakeholders are strong and reflect organisational values, vision and mission.
∎ Planning, implementation and management of all activities in selective areas:
∎ Lead the planning, implementation and management of all activities in operational areas.
∎ Work with the core team and relevant leads/specialists in operational arrangements, including preparing detailed policy and procedural guidelines for all Project work in operational areas.
∎ Lead the preparation of work plans and budgets for the project duration, annually, quarterly and monthly for rural areas.
∎ Oversee and manage the proper satisfactory and timely implementation of the work plans and execution of the budgets.
∎ Ensure adherence of the work operational areas to the Project legal documents and other policy/ procedural frameworks at all times.
∎ Ensure that the project operational manual is regularly updated based on lessons learned from the field.
∎ Monitoring, reporting and accountability:
∎ Ensure that a proper monitoring system, tools and plans are in place for regular monitoring, timely data collection, analysis and reporting against all indicators defined to measure project progress/ achievements and implementation challenges and success stories in the project coverage areas.
∎ Ensure the inclusion of beneficiary feedback mechanisms, including complaints procedures, in coordination with implementing partners.
∎ Undertake ad-hoc visits to view project sites and meet beneficiaries in order to collect feedback on project results, and to ensure that progress is made in the achievement of project objectives.
∎ Ensure, in coordination with other operational departments, adherence of all partners,
∎ Prepare periodic and ad-hoc reports on the project's activities including proposals for operational improvements and potential scope for activities and reconciliations.
∎ Oversee the work progress against contractual milestones in operational areas
∎ In close coordination with the finance colleagues, manage the disbursement of the sub-grants i.e. the Cash For Work Grants (CFWGs) and Social Grants (SG) for the areas.
∎ Project Team Capacity Building and Project Quality:
∎ Advance the capacity building of project team
∎ Define project indicators and develop data relevant resources and tools (including M&E plan, technical data collection tools, databases, dashboards and reporting templates), that align with the Humanitarian M&E Standards, donor requirement and overall BRAC goals.
∎ Develop M&E plans and tools and ensure analytical report
∎ Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
∎ Set a team culture valuing learning and adaptive management in support of an ongoing resilience approach in programming
∎ Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
∎ Personnel Management:
∎ Manage the core team at CO office and ensure that adequate field support and implementation coordination is in place to ensure successful and timely implementation on the ground.
∎ Facilitate the engagement and provision of high-quality results and services of the team supervised through effective recruitment, work planning, performance management, coaching, and promotion of learning and development.
∎ Create, foster and role model a culture of respect and zero tolerance for discrimination, abuse of authority, harassment, sexual harassment and sexual exploitation and abuse. Ensure accountability for actions and perform duties in accordance with protection mechanisms and action plans, as expected by BRAC policies, standards and commitments.
