Responsibilities & Context:
∎ The Teaching-Learning Officer (TLO)is responsible for ensuring the quality of the program with coordination with the Programme Manager as per their design focus on promoting equitable access to quality and inclusive education.
∎ She/he will be responsible for preparing the training schedule, module, training, meeting, workshop, and planning coordination with other team members of the project and also support the team members to organize and conduct refreshers training and other events as per the requirement of the project
∎ Closely work with the Quality Assurance Coordinator in reviewing the status of standard benchmarks
∎ Provide instructional strategies and encourage new and innovative solutions in the area of teaching materials.
∎ To support the education sector in standardization of technical designs of various education services and products in line with IECD and Myanmar curriculum-based education.
∎ Review, provide inputs, develop,and endorse materials, strategies, guidelines, and any other technical documents aiming to be used widely across the education sector and project.
∎ Based on the need, review and update the existing available guidelines, modules, and handouts of IECD and MC-based education considering the lessons learned from the intervention.
∎ She/he will monitor service quality, ensure all staff are trained, and well supported, and teaching-learning materials are properly managed.
∎ Responsible for preparing the educational and training curriculum, teaching-learning process, and other subject-based activities.
∎ Provide support, or obtain from members/external sources, appropriate high-level technical support on methods, materials, and practices (training, tools) to be rolled out within Education / Emergency Education programming;
∎ Support in the planned activities for operationalization of the MC, CBLF, and IECD-based education and follow up on the progress
∎ Support solutions or way forward on identified issues or bottlenecks for raised by donors or the Technical Working Group.
∎ Represent organizations in Education Sector, Technical Working Group, and related forums
∎ Monitor, evaluate, and record training activities and program effectiveness and take initiatives for further improvement
∎ Observe teachers' classroom practices and provide support through coaching, modeling, and mentoring.
∎ Supervise Field officers and field assistants, evaluate their preferences, and refer/reorganize different skill development training as required.
∎ Prepare capacity development budget, monitor costs to ensure the budget is not exceeded, and prepare budget reports to justify expenditure.
∎ Coordinate, support, and ensure availability of facilitators and materials as well as all administrative and logistics requirements to hold a training course
∎ Coordination with Education Sector approved TPD team and other line organizations to ensure necessary support from the project end.
∎ Coordinated with EdTech focal and ensured necessary support and follow-up interactive Audio Interaction (IAI) and technology-based education.
∎ Analysis of curriculum to develop training materials, and design training and workshop modules for project staff and teachers.
∎ She/He will make frequent field visits to ensure the highest standards of service delivery and ensure high-quality Education services in all CODEC and UNICEF supported Learning facilities.
∎ Development, design, and analysis of continuous assessments of Education and cross-sectoral needs in LFs and communities, and ensure that these are appropriately reflected in sectoral strategies and program design and development;
∎ Analysis of the gap in teachers’ performance, and taking necessary initiative for further improvement through coaching, hands-on support, orientation, and training
∎ Support field-level staff in curriculum roll-out, session planning, session materials, and Teacher Learning Circle, amongst others.
∎ Update the project manager regularly on project implementation, utilizing data collection to identify gaps, assess trends, design project alignment, and organize donor visits.
∎ Provide necessary assistance and guide other colleagues to ensure proper facilitation for the appropriate beneficiary selection process, community need assessments, and capacity analysis.
∎ Build valuable relationships and networks with key stakeholders including government agencies, academics, CSOs, and NGOs working in similar fields.
∎ Prepare and timely submission of reports to the programme manager timely accordingly.
∎ Assist the Programme Manager in Planning, Budgeting, forecasting, implementing, and reporting on various teaching-learning activities.
∎ S/he should abide by the Inter-Agency Standing Committee (IASC)'s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy. Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
