  • Experience in drafting policy documents related to labor rights.
  • Experience on themes like gender equality, youth engagement, and health and safety.
  • Expertise in leading consultations, presentation of findings to stakeholders and integrating feedback into project deliverables


Responsibilities & Context:

Union to Union and the project in Bangladesh (project number 60649)

 Union to Union’s project in Bangladesh aims to strengthen labour rights through a collaboration between Union to Union (UtoU), Swedish trade unions, and four global union federations (GUFs), and their affiliates in Bangladesh. Specifically, the program aims to strengthen the union movement in Bangladesh, support decent work through social dialogue, collective bargaining, as well as the mobilization and coordination of Bangladeshi trade unions.

Objectives of the consultancy

 As part of the program, the UtoU program coordinator will develop a comprehensive country context overview to capture various socio-economic factors essential for understanding the trade union movement in Bangladesh. Further, a baseline will be created to verify and refine the program's results framework with key unions and stakeholders, setting parameters for ongoing assessment.

 The Research and Policy Consultant under these terms of reference will provide expert-level input on data collection and report drafting, which will guide the project's development and strategic direction to maximize its impact.

 Additionally, the consultancy will produce a brief strategic document focusing on the project's thematic areas. These areas, decided in consultation with UtoU and project partners, may include just transition, women and youth, and/or occupational health and safety.Scope of workSeptember 2024 (2 workdays)Review baseline data collection designDevelop structure for thematic report in consultation with UtoU (represented by program coordinators Andrina Kjellgren and Sebastian Caballero)October 2024 (10 workdays).

  • Develop thematic report (maximum 5 pages)

 November 2024 (3 workdays)

  • Review draft baseline report
  • Lead consultation on baseline study and thematic report with partners, in collaboration with UtoU
  • Review of the revised baseline report draft after partner consultation
  • Finalize thematic report after partner consultation

 Deliverables

  • Thematic report – December 2024
