Responsibilities & Context:
∎ Conduct literature reviews on monitoring, evaluation, Results-Based Management (RBM), and the impact of training on programmes
∎ Organise monitoring and evaluation activities in alignment with the Learning Division’s capacity strategy
∎ Validate study areas through consultation with Learning Facilitation and Operations Management teams
∎ Develop training evaluation tools and techniques at the reaction and learning levels
∎ Organise training evaluation tools and techniques at the behavioural level
∎ Pilot tools, collect data, and prepare databases
∎ Prepare data tabulation sheets and conduct analysis
∎ Produce M&E reports, impact evaluations, and conduct telephone surveys
∎ Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
∎ Strong proficiency in data analysis techniques
∎ Excellent report writing and presentation skills
∎ Knowledge of Results-Based Management (RBM) and Monitoring & Evaluation (M&E) practices
∎ Ability to design, pilot, and validate evaluation tools independently
∎ Strong analytical mindset with attention to detail and accuracy

∎ We are seeking a proactive and analytical individual to join our team as a Senior Officer, Learning and Development. In this role, you will play a key role in supporting the Learning and Leadership Development programme by monitoring and evaluating its progress, facilitating data-driven decision-making. Additionally, you will contribute to ensuring the programme’s efficiency and effectiveness through systematic assessment.
