Educational Requirements:
∎ Masters or bachelor degree in any disciplines like Development Studies, Social Science, Statistics or a relevant discipline from any reputed institute or university

Job Responsibilities:
∎ Support to develop and review of MEAL framework/plan for SHINE and other projects.
∎ Select/develop processes, tools (including mobile base monitoring tools), and techniques for capturing information on project impacts, outcomes, outputs, processes, and lessons learned.
∎ Lead to design and develop tools for conducting process monitoring along with the project team and sharing findings.
∎ Design and manage gender-disaggregated beneficiary monitoring and database systems.
∎ Prepare quarterly, six-monthly, and annual reports of the project.
∎ Develop quarterly and other event reports including case incidence, best practices, and process documentation that capture the outcome of the project based on analysis.
∎ Assist/ review weekly, and monthly progress reports from partners and ensures they have evidence to back up and provide feedback to the respective staff.
∎ Liaise with the PM to ensure that SHINE projects adhere to accountability requirements by initiating baseline surveys for new projects/programs and conducting relevant evaluations for ongoing projects to meet Helvetas standards.
∎ Lead and/or coordinate all assessments, evaluations, and performance evaluation tasks including planning and reporting on the same.
∎ Coordinate the review of all survey reports prepared to ensure quality and accurate reporting.
∎ Support to conduct evaluation, baseline, midterm review, appraisal study, and strategic planning.
∎ Conduct monitoring of all the project activity implementation and post-implementation monitoring to meet standards on a regular basis.
∎ Good knowledge of subject matter and executes tasks with minimal supervision.
∎ Share learning and provide constructive comments to colleagues in order to ensure program quality.
∎ Designing/redesigning a monitoring system to track SHINE projects and other project progress by applying appropriate tools and techniques.
∎ Build capacities of partners on participatory monitoring and evaluation, developing participatory tools, methods, and reporting and accountability.
∎ Provide need-based orientation/training to relevant project personnel/partner NGO staff members on the MRM system, data gathering, and entering data into the database.
∎ Keep track of a project's progress and ensure its completion before the deadline.
∎ Provide feedback to project managers for program revisions and amendments based on monitoring or evaluation findings.
∎ Timely update and share data on the 5W matrix to the cluster management system.
∎ Participate and contribute to coordination meetings with the project team.
∎ Regular sharing of M&E findings with staff, partners, primary stakeholders, and another appropriate forum as well as M&E reports an update to the decision structures for future actions.
∎ Ensures thematic support and provides inputs to others
∎ Interacts independently with external partners.

Additional Requirements:
∎ Age at least 23 years
∎ A minimum 4 years of experience required at similar level position in I/NGO, where the understanding of emergency project and working knowledge in Rohingya context project at Cox's Bazar is an advantage.
∎ Proven knowledge and experience in Monitoring & Evaluation; related data and information management.
∎ Professional level in MS Office package, KOBO, ODK, or other related software.
∎ Good knowledge and understanding of quantitative and qualitative research methods.
∎ Specific training in project cycle management, monitoring systems, knowledge management, and use of relevant software.
∎ Strong influencing and advocacy skills, and political and cultural sensitivity.
∎ Good interpersonal skills and communication skills.
∎ Fluent in English, Bengali native speaker.

Salary:
