Job Context:
∎ The Internal Auditor helps Handicap International - Humanity & Inclusion achieve its objectives, mitigate risks and maintain a strong internal controls system through a transparent and standardized internal audit system, a systematic review of transactions and documentation, a thorough follow-up of corrective and preventive measures, a regular review and update of country procedures, and through administrative investigation work.
∎ Line Manager: Support Services Coordinator
∎ Type of Contract: Fixed-term
∎ Duration of the Contract: From 01 July 2020 to 30 June 2021
∎ Job Location: Dhaka

Job Responsibilities:
∎ 1. Setting up the internal audit function in HI (first 3-4 months on the job).
∎ Ensure initial internal controls risks analysis is conducted and used as a ground for continuous internal audit;
∎ Set up a matrix of period controls based on the internal controls risks analysis and mission grant follow up updated every month (in collaboration with Grant Coordinator);
∎ Setup the country-specific internal audit procedure, tools, and checklists, ensuring the function is transparent and resilient.
∎ 2. Implement a continuous internal audits process (70%).
∎ Anticipate risks and issues through interviews with staff, suppliers, beneficiaries, management.
∎ Conduct a continuous review of financial, logistics, HR, program transactions and supporting documentation to ensure compliance with applicable internal & external regulations;
∎ Conduct physical audits (stocks, assets, etc.) to ensure consistency with documentation;
∎ Follow-up internal audit findings (major non-conformities, minor non-conformities, observations) to ensure that corrective actions and preventive actions are implemented;
∎ Follow-up on findings and recommendations from external audits (donor mandated, NGO-AB mandated and HQ mandated);
∎ Provide regular report to the Line Manager on internal audit plans, findings, corrective and preventive actions;
∎ 3. Quality management (10%).
∎ Assist Heads of Departments in the update of country-specific policies, procedures, and guidance, ensuring internal controls are transparent, capture audit findings, and do not hamper on HI ability to respond rapidly to programmatic needs;
∎ Engage in continuous knowledge development regarding donor rules, legal regulations, best practices, tools, techniques, and standards;
∎ 4. Investigations (15%).
∎ Report all findings for which there is a suspicion of misconduct to the Code of Conduct Registrar;
∎ Act as Investigator for administrative investigations into reports of suspected misconduct when appointed by the Code of Conduct Committee. This includes a contribution to investigation ToR development, documentation review, conducting interviews, and producing an investigation report.
∎ 5. Other ad-hoc support (5%)
∎ Upon request from Senior Management Team (SMT), provide auditing support to other processes (liaison, technical unit, meal, program).
∎ Upon request from SMT, audit collaborates (sub-awards recipients).
∎ Any other duties as assigned by the Line Manager or SMT.

Additional Requirements:
∎ Age 21 to 60 years
∎ Prior experience with Microsoft Dynamics Navision version is preferred.
∎ Minimum 7 years of proven progressive experience in audit-related positions.
∎ Certified Internal Auditor.
∎ Internal audit experience.
∎ Experience working for INGOs.
∎ Compliance experience with humanitarian donors (UNHCR, BPRM, DFID, ECHO, WFP, etc.).
∎ Administrative investigation work.
∎ Experience in Supply chain.
∎ Excellent in English skills (including writing).
∎ Demonstrated skills in developing clear compliance documentation (SOPs, guidance, templates).
∎ Strong interpersonal and communication skills.
∎ Ability to work under pressure.
∎ Strong MS Excel & MS SharePoint skills.

Salary: Tk. 69138 - 72781 (Monthly)

Presently HI Bangladesh is implementing projects on integrating disability in community based disaster risk reduction and response; economic empowerment of extreme poor persons with disabilities; mainstreaming disability in livelihood interventions; support to refugees and surrounding communities;, capacity building of professional associations; and support to Disabled People`s Organizations; among others.”
