Job Context:
∎ ARTICLE19 Bangladesh and South Asia, is a British human rights organization with a specific mandate and focus on the defense and promotion of freedom of expression (FoE) and freedom of information worldwide and having its South Asia Regional Office based in Dhaka, Bangladesh. ARTICLE19
∎ Bangladesh and South Asia is seeking for a Consultant to design and develop online training modules, virtual training workbooks and a practical virtual training plan for journalists and social media communicators, especially for women journalists and communicators at the grass root level. These tools will be used to build their capacities through training and provide them knowledge on the ongoing pandemic situation and afterward.
∎ This will be a part of the project titled "Securing Safeguard for Media Workers in Bangladesh" being implemented by ARTICLE 19 Bangladesh and South Asia and funded by the Royal Danish Embassy in Bangladesh. The overarching goal of this project is to fight impunity on crime against journalists in Bangladesh through providing journalists, and other social communicators with the tools and support to protect themselves, so they can perform their important role in democracy by defending Freedom of Expression (FoE) and Rights to Information (RTI)
∎ Job Location: Consultant doesn`t not attend office on a regular basis other than urgent meetings and deadlines. Regular communication with Project Focal is must to provide assignment upgrades.

Job Responsibilities:
∎ Purpose of the Consultancy:
∎ It is very common that journalists in Bangladesh have to work amidst various obstacles and risks.
∎ Those barriers and risks have increased in the wake of the Covid-19 pandemic crisis. The crisis has been exacerbated by the risk of being affected by coronavirus while performing duties in the field and the uncertainty in regard to survival in the profession due to the stagnant economy. The increasing number of coronavirus affected journalists as well as the laid off journalists, at the same time, is being considered alarming for freedom of expression and free flow of information. Given the context, the consultant will assess the current situation in depth to identify the gaps/areas that are creating an increasingly delicate situation for women communicators and journalists. The consultant will identify, from a journalist's point of view, what kind of professional skills and training are necessary to survive in a changed situation like the in the time of pandemic and beyond. Conversely, for those who have already been laid off for various reasons, the consultant will find out what alternative employment arrangements are currently available for them according to their skills. The consultant will also give a clear idea/concept of what journalists should consider in the short, medium and long term for a sustainable professional career.
∎ Scope of Work/Specific tasks/responsibilities:
∎ The individual consultant will fulfil the following tasks:
∎ a. Assess the current overall situation of the media industry in light of the Covid-19 pandemic.
∎ b. Identify the gaps that are increasing the risk of corona infection among journalists and which are creating professional and livelihood uncertainty.c. Review the safety and security measures anchored by the media houses and at the field level in response to the pandemic.
∎ d. Evaluate the preparedness of journalists at personal level in response to the pandemic while being on duties and off duties.
∎ e. Scrutinize the medical procedures that the corona affected journalists have gone through and the available medical services that they have received.
∎ f. Identify what skills and training journalists especially women journalists and communicators at the grassroots level need to have to adapt to the changing situation.
∎ g. Find out alternative options for livelihood that are currently available in accordance with their skills and market demand.
∎ h. Assess the role of media houses, journalists' associations and the government in regard to support journalists for their overall safety and security.
∎ i. Consider the type and structure of the post-COVID media system in terms of economic sustainability and the preparedness of journalists in short, medium and long term for sustainability in the profession.
∎ Deliverables:
∎ The research Consultant will provide the following deliverables:
∎ A comprehensive and detail plan of undertaking the need assessment study.
∎ Draft report of the study.
∎ Final Report of the study with a clear vision of existing scenario and concrete recommendations.

Additional Requirements:
∎ 10 to 12 years of experience in media research;
∎ Excellent Bangla and English writing skills;
∎ Must be a team player with ability to coordinate and prioritize the needs of the team.

∎ Deliverables:
∎ The research Consultant will provide the following deliverables:
∎ A comprehensive and detail plan of undertaking the need assessment study.
∎ Draft report of the study.
∎ Final Report of the study with a clear vision of existing scenario and concrete recommendations.

Salary:
∎ This is not a regular job only a time-bound consultancy. This researchconsultancy is expected to be completed within 4 weeks. The consultant will be expected to start working immediately, in July 2020 and submit the final report within 4 weeks after signing thecontract. Thus, during this consultancy period a fee of maximum BDT 150,000.00 (In word: TakaOne Lac Fifty Thousand Only) including VAT and Tax will be payable to the Consultant.
