Job Context:
∎ Based at Ukhiya Office, Cox`s Bazar
∎ The Project Manager is responsible to lead the implementation a large volume of EiE project supported by UNICEF in camps and host communities in Cox`s Bazar, and will provide both technical and managerial support to a large team including four thematic EiE Coordinators and a number of technical officers in the field. The incumbent needs to effectively manage and guide the project in collaboration with technical team, education sectors and partners and other stakeholders at subdistrict and district levels. The Project Manager and his/her team will be responsible for achieving the following results:
∎ Strengthened community awareness and engagement to support integrated early childhood education with improvement the quality of integrated ECD service delivery and Planning, monitoring, evaluation and advocacy networking of the ECD programme in camps and host communities, Cox`s Bazar.
∎ Children have access to quality education based on the MC (Myanmar Curriculum) including girls and children with disabilities with improvement the quality of literacy teaching and learning through 50 CBLFs/LFs and have access to quality pre-service teacher capacity development opportunity for female Rohingya refugees
∎ Strengthened capacity of Implementing Partners on i-ECD skills (training, materials supply, coaching and mentoring support, formative assessment to track learners progress.

Job Responsibilities:
∎ Leads the process of developing the implementation plan of a large volume of education project with detailed activities, operational processes and budget for field level implementation.
∎ Coordinate within team to complete all planned activities to meet project deliverables and goal as well.
∎ Project implementation plan including detailing the processes before implementation and update the project implementation plan regularly.
∎ All plans and budgets of the project are finalized and approved by the donor and relevant national office/offices.
∎ Prepare, develop, upload and maintain online based project management and budget management system and software (SAP, PMERL etc.) for effective project management;
∎ Develop and ensue FD-7/FD-6 submitting on time for effective project implementation.
∎ Availability and experiences of relevant technical capacity for the delivery of the project.
∎ Clear guidelines for working in partnership with communities, government and civil society partners are in place and adhered to.
∎ The interventions/activities implemented are at the best quality with the most competitive costs; they respond to nationally and globally recognized standards, as well as to Plan's own.
∎ Leadership, Representation & Networking:
∎ A clear strategic plan for the piloting i-SBK (integrated -Shishu Bikash Kendro) and MC (Myanmar Curriculum) across the partners of education sector through demonstration of quality interventions in camp and host communities.
∎ Ensure Plan International is coherently and reliably represented in the Education Sector and all associated networks and working groups, with stakeholders and governmental and non-governmental agencies in technical co-ordination, support and advocacy.
∎ In collaboration with Programme Manager, Ukhiya area office, review and develop proper coordination mechanism to roll out the i-SBK model across all the partners of education sector with the support from technical team, and take proper initiatives to meet all the deliverables in a timely manner.
∎ Coordinate with other thematic areas to strategically steer programming towards addressing intersections of education and child protection, SRHR, Lead and gender.
∎ Technical Support & Programme Operations and Monitoring:
∎ In collaboration with programme manager and respective technical specialist, lead programme implementation to ensure timely delivery of programme activities.
∎ Design and develop appropriate monitoring and evaluation systems for project interventions in collaboration with the M&E Specialist in Cox's Bazar. Ensure this links to reporting requirements, and capacity build education staff in carrying out the work together with the M&E Specialist.
∎ Support and coordinate the monitoring and reporting of major concerns on education as well as child protection concerns inside and around the learning centres/spaces.
∎ Put in place accountability activities for education, ensuring that feedback from all relevant stakeholders is considered in programme implementation.
∎ Guide on strategic decisions on content development, including M&E tools.
∎ Work with programme managers to identify potential education partnerships, ensuring capacity building plans to support partners are put in place to support quality programme delivery.
∎ Ensures M&E systems within the project supports comprehensive and quality monitoring of the project performance and it follows corporate guidelines of Plan and the donor.
∎ Approved M&E framework for the project is in place and updated for adjustment of increased impact.
∎ Develop monitoring tools in consultation with M&E team, and ensure collecting data from the field regular basis, and provide evidence-based data & information in the progress reports.
∎ Project MIS is developed/established to generate information for monitoring and management decisions.
∎ Plan's corporate PQP framework is adhered to; project planning, monitoring, review and evaluations are of highest quality and meet corporate standards.
∎ Identify best practices from project implementation and feed in to organizational learning process through sharing within project, in Plan and outside.
∎ Facilitate the establishment and implementation of standards of accountability, effectiveness and efficiency in the delivery of the project objectives (within and throughout the project period).
∎ Provides quality donor reports by seeking support from MER, Finance and relevant team members.
∎ Project reports (Narrative, Finance & PRP reports etc.) to donor meet quality standards in terms of language and reflect the Rohingya situation.
∎ Meets donors and National Office(s)'s quality standards, compliances and requirements;
∎ Ensure Sector, Upazila level reports are submitting timely with quality standard.
∎ Project reports meet donor's deadlines.
∎ Reporting protocols established within the project team defining specific responsibilities to the team members; required training on the donors reporting format is provided and ensured.
∎ Manages Project communications and public relations effectively
∎ Supports visits, provides material for media use, and is a spokesman for the project.
∎ Issues for advocacy from the project are identified and forwarded through the sector or to the Cox's Bazar office.
∎ Maintain good relation and liaison with internal and external departments, agencies etc.
∎ Ensure that the project team operates as a high-performance team respected by and adding tangible value to Plan's Cox's Bazar framework.
∎ Capacity to manage and lead a large team with 25 paid staff and more than two hundred volunteers;
∎ Individual and team performance is professionally managed and meets Plan's standards and procedures
∎ A performing and highly motivated program team is built with clear objectives and KPIs
∎ Support and development needs are identified and support requisitioned from manager/Capacity Building Team.
∎ Team Management:
∎ Ensures a well-managed education programme team is in place
∎ Supervise and lead the education technical team in Cox Bazar.
∎ Demonstrates and role models Plan International's core values showing exemplary behaviour.
∎ The team's performance objectives are well defined and monitored using Plan International's performance management system and other tools.
∎ The team contributes efficiently to country, regional and global initiatives; requests for engagement and support are answered timely and to high quality standards
∎ Promotes a productive work environment with zero tolerance for verbal or physical conduct, or discrimination against other persons on the grounds of race, colour, sex or creed i.e. the Red Cross and NGO Code of Conduct.
∎ Ensures that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International's Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Additional Requirements:
∎ Minimum 5 years work experience to manage education in emergencies projects, implementation of project with partners. Experienced to manage and implement education in emergencies projects in Rohingya Response and host communities of Cox's Bazar district. Experience with program design and proposal development; familiarity with program budgeting a plus. Proven experience in partnership programme operations and dealing with Government of Bangladesh, civil societies, media and NGO/ CBO. INGO working experience, and experiences to manage large project team is highly preferred. Skills or background in M&E or quality assurance mechanisms for education; familiarity with EMIS a plus. Excellent negotiation, representation, skills and the ability to work comfortably with an ethnically diverse staff in a very sensitive environment. Proven leadership skills in education programming, including planning and execution of projects. Fluency in English, written and spoken. Comprehensive understanding of the humanitarian architecture of the Rohingya Response its operating and regulatory environment. In-depth understanding of the humanitarian architecture, approaches and tools. Clear understanding and sound knowledge of management fundamentals. Knowledge and understanding of Plan's vision, mission values. In-depth understanding of Education, Child Protection, Case Management, YEE. Sound knowledge of principles and strategies for project management and implementation. Visioning, strategic planning & execution. Critical thinking, analysis, reasoning & decision-making. Leadership and Management. Managing work relationships (internal/external) Communicating, one to one & in groups, written & verbal, presentations and reports in English; knowledge of Bangla would be necessary. Budget management and assessment of financial operations in humanitarian situations. Facilitation, negotiation and networking. Demonstrate tact and discretion at all times. Persuasion and ability to influence. Ability to represent the organization at key external and internal events when required. Ability to solve problems, handle setbacks and pressure. Ability to use basic office electronic equipment & computer applications. Fluency in English, written and spoken. Understanding and speaking local language of Cox's Bazar or Chittagong is an advantage.
