∎ Job Purpose: The Program Officer (Field Monitoring) will be based in Dhaka with frequent field travel. S/he will support the Bangladesh Red Crescent Society (BDRCS) in implementing coastal city resilience and DRR/CCA intervention in targeted locations by working closely with BDRCS counterparts and reporting appropriately. The position will be responsible for supporting coordination of field activities and engagements with communities/local stakeholders as instructed by line manager.
Job Responsibilities:
∎ The incumbent is expected to maintain a respectful, courteous, accountable, and transparent working relationship with the community members, local stakeholders, and all members of the BDRCS, CPP, and IFRC offices
∎ Support Coastal City Bangladesh project activities in project districts through maintaining close association with BDRCS DCRM department and BDRCS district units in the project/programme locations
∎ Support BDRCS in maintaining and extending network with other local stakeholders and humanitarian actors to showcase the accomplishments of the project and developing partnership for support in relevant sectors
∎ Support institutional Capacity Building of BDRCS
∎ Assist and follow up the community level disaster readiness intervention in coordination with BDRCS
∎ Participate in coastal city and DRR relevant meetings with relevant stakeholders
∎ Conduct field visits as assigned
∎ Ensure climate change adaptation, locally-led nature-based solutions, climate and disaster induced displacement, community resilience building and related aspects are included in program planning and implementation.
∎ Assist BDRCS/CPP/IFRC in profiling good practices and lessons learned
∎ Assist BDRCS and CPP teams in the development of program reports
∎ Assist in organizing and participating in donor field visits in close coordination with relevant officials of BDRCS, AmRC/IFRC
∎ In the event of disaster, assist/support the Federation disaster management team in assessment, planning, implementation, and coordination of relief operations as directed by American Red Cross Country Representative, Head of Program, and Sr. Program Manager
Additional Requirements:
∎ Preferably 3 years of relevant experience and skills in program management in humanitarian/development sector
∎ Experience in implementing community-based DRR projects
∎ Experience in working in urban setting preferred
∎ Experience and skills in facilitation
∎ Experience in working with local communities, civil society, partners, LGIs and governments officials
∎ Experience of working for a humanitarian or development organisation
∎ Experience of working in the Red Cross/Red Crescent Movement preferred
∎ Knowledge and Skills:
∎ Interest and skills in supporting and contributing to staff development
∎ Self-supporting in computers (Windows, spreadsheets, Word, internet)
∎ Security awareness and regulation
∎ Able to influence, communicate, co-operate and negotiate with a wide range of people and organizations
∎ Languages: Fluency in spoken and written English and Bengali
