∎ Dhaka Ahsania Mission (DAM) is a non-government development organization founded in 1958 by Khan Bahadur Ahsanullah, an eminent educationist, reformer and Sufi with the aim of social and spiritual development of entire human community. DAM has been contributing for the betterment of the disadvantaged population through operating 35 institutions and also 8 sectors of development. Health and WASH Sector is one of the core sectors of DAM which has also been operating 9 institutions and 15 donor funded projects.
∎ DAM Health & WASH Sector is going to recruit a competent and self-motivated individual for the position of Program Officer of GFATM funded "Prioritized HIV prevention and treatment services for key populations in Bangladesh" Program through Save the Children covering Bangladesh. It`s a Project Office or Regional Level based position.
Job Responsibilities:
∎ The major role of this position is to achieve 95-95-95 targets and ensure Zero tolerance for fraud and corruptions, violation of any compliance at DIC/Outlet level. Beside s/he will play vital role at DIC/Outlet level for ensuring 100% transparency, accountability and performance-based result. The position will be crucial to coordinate into activities and help to solve difficult or challenging issues in HIV, AIDS and STI prevention, care and support as well as integration of different services (e.g. MCH integration, gender-based violence, TB and Economic rehabilitation program integration, etc.). Beside s/he will play vital role in monitoring progress and performance of the each DIC/Outlets, providing technical assistance to DIC/Outlet team members to ensure the highest quality HIV prevention as well as will ensure meaningful coordination with GO/NGO and local level other stakeholders. S/he will play significant role in identifying referral services based on the need to the beneficiaries and will proceed for functional referral system. She/he will also be responsible to assist Technical Specialist - Program in carrying out training and advocacy events. In addition, the position will play role in maintaining rules and regulations applicable at DIC and outlet level including SCI's and DAM's all safe guarding and code of conduct policy. • Identify referral service organization based on the need of beneficiaries and develop MOUs as required to ensure required services
∎ Build good rapport with the GO/NGOs and other stakeholders to ensure support services towards FSWs and MARAs as well as clients of sex workers which are not available at DIC/Outlet level
∎ Put HIV as agenda of local level coordination meeting and participate regularly e.g. DC office coordination meeting, CS office coordination meeting, UH&FPO office meeting, etc.
∎ Maintain functional networking and liaison with the local stakeholders
∎ Conduct/assist in analysing local stakeholders' and prepare plan for regular/periodic sensitization and advocacy events
∎ Conduct regular monitoring of activities and supportive supervision to the team members for ensuring highest quality HIV prevention service delivery
∎ Conduct weekly/monthly meeting with the team members to know about the program performances and difficulties to address
∎ Pay monitoring visits at outreach and conduct exit interview with the beneficiaries to ensure high quality service
∎ Review reports, records and physical verification of all stocks and provide feedback
∎ Analyze DIC performance and make team understand about the next steps/work plan and ensure continuous support to achieve result
∎ Ensure use of monitoring checklist during paying monitoring visit at outreach/DIC activities
∎ Ensure targeting the targets if there found positive case or getting STI cases high
∎ Oversee overall PSM activities and its quality execution and ensure support accordingly as require
∎ Oversee appropriate DIC/Outlet branding and ensure support accordingly as require
∎ Ensure compliance issues as monthly meeting agenda e.g. child safeguarding policy, terrorist financing, sex trafficking, etc. and keep evidence of discussion in the meeting minutes
∎ Assist Technical Specialist -Program to explore areas for further capacity building of DIC/Outlet and outreach staff and provide on-the-job training
∎ Conduct training for Volunteers and community organizers as necessary and do follow up of training outcome
∎ Ensure participation of team members based upon having training/workshop invitation from PR or SR representative
∎ Hire community organizers, guard/ayahs/cleaners, etc. following the HR policy of SR/SSRs
∎ Conduct skill mapping of DIC/outlet team members and ensure annual performance appraisal
∎ Orient child safety policy to all newly joined staff and keep records
∎ Facilitate individual monthly work plan development and coordinate activities
∎ Prepare and facilitate implementation as per event plan and monthly work plan
∎ Maintain/ensure accurate record keeping of various activities using prescribed forms, formats and registers
∎ Prepare/assist in regular and periodic report generation as per the need of the project
∎ Ensure attendance register is signed by each DIC/Outlet staff daily
∎ Safe guarding
∎ Guide and support DIC/Outlet management on safe guarding trainings/orientation/and regular discussion in the formal meeting of the DIC/Outlets;
∎ Ensure awareness creating initiative and pay oversight
∎ Play role in maintaining rules and regulations applicable at DIC and outlet level including SCI's and DAM's all safe guarding and code of conduct policy
∎ Monitor Safeguarding policy implementation at DIC/Outlet level through monitoring and supervision
∎ Conduct quarterly safeguarding risk assessment of the DIC/Outlets
∎ Submit monthly report to Safeguarding focal on the monitoring and center safeguarding risk assessment
Additional Requirements:
∎ Age at least 27 years
∎ Both males and females are allowed to apply
∎ At least 2 years experience working within a multidisciplinary team. Working with Relevant field all will adds value.
∎ Excellent computer skills
∎ Proven ability to prioritize tasks, meet deadlines and work with limited supervision
∎ Excellent interpersonal skills and demonstrated ability to establish effective working relations at all levels
∎ Experience in successfully managing various forms of stakeholders, including local level health, protection and social safety net authorities
∎ Good in written and spoken English.
∎ A dynamic and flexible individual with ability to multitask and who can work under pressure
