Job Context:
∎ Winrock International is recruiting applicants for the position of Operations and Administration Manager for?USAID’s Esho Shikhi Activity (Esho Shikhi) in Bangladesh.?The objective of the activity is to increase learning opportunities, improve the quality of education, build the capacity of communities to support education and respond to disasters, and ultimately improve learning outcomes of marginalized Bangladeshi children in crisis-affected marginalized communities
∎ Position is contingent upon receipt of donor approval.

Job Responsibilities:
∎ The Operations and Administration Manager will be responsible for planning and overseeing compliant, effective, and efficient processes for Esho Shiki procurements, grants, and subcontracts, interacting with selected suppliers of goods and services, and organizing the distribution of activity goods in Dhaka and in the field.
∎ Specific responsibilities include but are not limited to:
∎ Oversee plans and supervise staff on procurement tasks for goods and services, including obtaining vendor quotes, developing purchase requisitions, and creating purchase orders and vendor agreements;
∎ Ensure that all procurements, grants, and contracts/subcontracts are fully compliant with Winrock and USAID regulations, standards, and code of conduct;
∎ Review and process procurement requests;
∎ Identify vendors of goods and services and communicate with vendors as needed;
∎ Maintain and ensure the regular updating of the activity’s procurement tracker/register;
∎ Maintain and update a list of preferred suppliers of goods and services and provide guidance to the Procurement and Logistics Officer in procuring from preferred suppliers;
∎ With the Director of Finance and Administration, execute service contracts, leases, rental agreements, etc.;
∎ Manage existing service contracts and oversee regular rent and utilities payments (i.e., electricity, water, gas, etc.), as well as office maintenance and security contracts;
∎ Oversee the planning for and timely delivery and storage of procured goods;
∎ Coordinate with the IT Officer to ensure the registration and maintenance of IT assets and related equipment;
∎ Oversee the coordination of logistics and travel arrangements for staff, visitors, and consultants;
∎ Provide oversight to the preparation of weekly vehicle planning and movement schedules;
∎ Provide procurement and logistical support to Esho Shikhi trainings, workshops, and meetings;
∎ Provide procurement and logistical support to field-based staff and activity implementation partners;
∎ Ensure that all procurement records are complete;
∎ Coordinate, monitor, and document the delivery of goods/services received;
∎ Manage inventory control and management, including accurate and regular updates to the activity’s asset list and monthly inventory/stock reports;
∎ Initiate regular fixed assets and inventory checks on a quarterly basis;
∎ Develop and implement asset disposal plans as needed;
∎ Oversee and manage vehicle fleet and drivers, including monitoring of fuel consumption and use of vehicle and maintenance logs;
∎ Oversee activity driver(s) conduct and train them as needed;
∎ Ensure that activity vehicles are checked, regularly maintained, and insured;
∎ Other duties and tasks as assigned.

Additional Requirements:
∎ 6-8 years of experience working on procurement and logistics in Bangladesh.
∎ 4 years of experience managing staff
∎ 2+ years procurement experience on USG-funded program and familiarity with USAID contract rules and regulations.
∎ Excellent organizational and time management skills
∎ Able to produce high quality work under pressure and deadlines
∎ Flexibility to assume a workload which frequently necessitates an adjustment of priorities.
∎ Good internal and external customer and vendor relations skills while ensuring procedure compliance.
∎ High degree of honesty, integrity, and ethics
∎ Excellent written and oral communication in English and Bengali
∎ Strong software skills and advanced knowledge of spreadsheets and word processing. Microsoft SharePoint is a plus.
