- Minimum 3 years of relevant experience (post-cc) in accounting or finance operations
- Hands-on experience with an accounting system (e.g., SAP/ERP/Tally), including voucher posting, ledger management, and report extraction.
- Experience in cash management, bank reconciliation, vendor payment processing, asset register management, and salary tax deduction/challan preparation.
- Exposure to statutory audit support and coordination with external auditors or tax consultants is preferred.
Required Skills & Competencies
- Strong accuracy and attention to detail in financial data entry and reconciliation.
- Sound working knowledge of accounting systems and MS Excel.
- Good understanding of Bangladesh Tax/VAT compliance requirements at an operational level.
- Strong organizational skills and ability to manage multiple deadlines.
- Good written and verbal communication skills in English and Bangla.
- Integrity and discretion in handling cash and confidential financial information.
- Ability to work collaboratively with internal teams, vendors, and external consultants.

Location: Dhaka, with coordination support to the Chittagong liaison office
Job Purpose
The Officer, Accounts is responsible for processing vendor and cash payments, deducting and depositing Tax/VAT, preparing salary tax challans, supporting monthly reporting to the Executive Committee, and maintaining accounting records and documentation in line with RSC's accounting processes. The role supports the Accounts Department in ensuring timely, accurate, and compliant financial operations. Backfilling is mandatory, as this position is directly related to vendor payments and employee relations.
Key Result Area & Detailed Responsibilities:
Bill Receiving to Payment (Local)
- Determine whether Tax/VAT should be deducted on bank payment vouchers (BPV) and cross-check the applicable rate against the invoice/bill.
- Post Tax/VAT amounts to the respective payable ledgers, debiting the total payable amount and crediting the bank accordingly.
- Prepare BEFTN or cheque per the approved amount and route for approval.
- Provide proof of payment to vendors on request to support their reconciliation.
- Prepare Tax and VAT Clearing Bank Vouchers to deposit deducted amounts into the government exchequer (for both bank and cash bills).
- Prepare cheques for approved Tax/VAT amounts.
- Process cash advances based on the procurement team's requests and record them in the accounting system.
- Post advance settlement entries (AAJV) in the accounting system.
- Identify the Tax/VAT amount to be added to cash payment bills (Dhaka) to ensure compliance, and post the entry with authorization.
Monthly Reporting
- Prepare the monthly cash/Bank reconciliation, comparing the cash book with the ledger and the physical cash box/vault balance.
- Prepare the monthly receipts and payments report, covering all receipt sources and payment types (bank and cash).
- Calculate the monthly accounting provision to ensure accounts are prepared on an accrual basis.
Accounting and Financial Statements
- Amortize prepaid expenses systematically over the relevant accounting periods in line with the matching principle.
- Record salary advances accurately as a recoverable asset until adjusted against future salary payments, and ensure systematic adjustment through payroll deductions.
- Record advances for office expenses as a recoverable asset until settled with supporting documentation, and ensure systematic adjustment based on proper documentation.
Salary Payment and Tax Deduction
- Recognize the total salary expense including tax, deduct tax at source, and post the deduction to the TDS ledger.
- Prepare individual tax challans for tax deducted at source from the salaries.
- Prepare department-wise group challans for tax deducted at source from the salaries of all other employees.
Statutory Audit Support
- Arrange bank payment vouchers requested by the auditor within the stipulated time, ensure their return, and file them properly for record-keeping.
- Arrange cash payment vouchers requested by the auditor within the stipulated time, ensure their return, and file them properly for record-keeping.
- Arrange other types of vouchers requested by the auditor within the stipulated time, ensure their return, and file them properly for record-keeping.
Documentation and other
- Prepare and maintain the monthly cash file in an organized, sequential manner to support accurate and timely vouching of all cash vouchers.
- Any other tasks assigned by the reporting manager.
