Education:
    • Bachelor of Medicine and Bachelor of Surgery(MBBS)
  • Completed university degree in medical science (MBBS) with post-graduate qualification (FCPS, MS, MCPS, Diploma) on Gynecology and Obstetrics from an accredited academic institution with 2-3 years postgraduate working experience in fields of Gynecology and Obstetrics in general and emergency set up in addition to one year of internship.

Project Name: ‘Inclusive Services and Opportunities for Host Communities and Displaced Rohingya Population (ISO), a project funded by the Government of Bangladesh and the World Bank’

Reportable to: UH&FPO - Upazila Health Complex at Upazila level

Accountable to: As an appointing authority, you will be accountable to PHD for legal and disciplinary procedures for which PHD will review your performances periodically. Team Leader of this project and senior officials will represent PHD.

Monitoring & Technical Assistants: PHD in collaboration with UNICEF will deploy a group of staff for round-the-clock monitoring and technical support. This may include spot check, review of performance reports and assessing technical competency.

Work station: Upazila Health Complexes (UHCs) of Kutubdia, Moheshkhali, Hatiya and Swandip.

Job Objective:

To lead operational activities under Inclusive Services and Opportunities for Host Communities and Displaced Rohingya Population (ISO), a project funded by the Government of Bangladesh and the World Bank is to manage investments primarily at 4 hard-to-reach Upazilas level of care towards the strengthening of Health and Nutrition services. As a part of human resource support, PHD and UNICEF proposes health responses for maintaining a facility-based Primary Health Care (PHC) inclusive of Maternal, Neonatal, Child and Adolescent Health Services (MNCAH), while ensuring the quality of care.

Key Responsibilities:

Under the technical supervision of UNICEF’s Health Section at Cox’s Bazar, and in collaboration with the authority of assigned UHCs, CS-Office and relevant government institutions, each Consultant, by staying in duty area, will undertake the following tasks, not limited to:

  • The incumbent will work as a specialist doctor in managing gynecological and obstetric cases, especially those will be referred from the primary health care centers.

  • Provide specialist consultation and surgical interventions as may be required by the gynecological and obstetric referred patients, prescribe medication, interpret investigations and treatment

  • Carry out daily ward rounds (Morning and Evening) for admitted obstetric and gynecological patients including post-operative cases, with the support of other medical doctors, and health professionals working in the health complex

  • Overseeing and managing the MCH clinic; supporting and train staff, advice on improvements to service delivery as well as direct provision of antenatal, perinatal and post-natal services for the complicated cases.

  • Perform Caesarean operations, both as scheduled / elective and emergency operations.

  • Perform ultrasonography (USGs) for referred cases including pregnant women with complications and other obstetric and gynecological cases and advise accordingly

  • Provide on-the-job training to other health staff and junior doctors on; improved management practices and other quality best practices with the aim of improving patients’ treatment outcomes

  • Supervise and mentor, senior physicians, medical officers, nurse and other mid-level healthcare professionals;

  • Oversee maternal and RH health education messages and information packages provided to clients at the facility, also support information and content development to support community awareness partners. Support health information management systems for the MOHFW; this should include but not limited to documentation and reporting of maternal and new-borne morbidity and mortality information.

  • Always being available to attend obstetrics emergencies by being the first on-call if required to ensure the emergency services for the 24 hours 7 days a week.

  • Assist in preparing monthly, quarterly, and ad hoc reports (time bound ESS Performance Reporting, Accident/Incident Reporting), including those required for donor and government reporting other requests for information as required.

  • Should have willingness to receive awareness trainings related to ESS, CFM, PSEA and other applicable for the project

  • Assist conducting spot check, ESS monitoring by the auditor, UNICEF or donor

  • Take part actively during the missions conducted by UNICEF or donor

  • Support ESS focal to fulfil UNICEF and donor requirement

  • Provide quantification of OT supplies for ordering from the warehouse to avoid stock out

  • Support the schedules and maintenance of medical equipment, surgical suite (theatre), including operating, wash-up, waiting rooms, and anaesthetic and sterilizing equipment.

  • Liaise and coordinates with local Government and health authorities and other stakeholders with a view to strengthening of health care delivery systems

  • Support the assigned personnel in project monitoring and identifying priority health needs and other activities including but not limited to regular disease outbreak monitoring and reporting to the health authorities and take part in health awareness campaign, etc.

  • Facilitate referrals and assisted transportation of critical cases to functioning secondary health facilities or hospitals when required in accordance with organization mandate and procedures directly or through health partners;

  • Inform the secondary referral center about the referred case with significant medical condition to ensure proper and timely patient handling at the referral center upon arrival.

  • Coordinate with data entry operators to collect medical information and other details into health databases with maintaining confidentiality.

  • S/he will maintain functional relation with and accountability to the respective authority

  • Perform such other relevant duties assign by the UHFPO and RMO.

  • Any other assignment given by PHD management.
