Job Context:
∎ As part of the Project team, the Monitoring, Evaluation and Learning Officer will oversee all Monitoring and Evaluation (M&E) related activities in the project areas, either in Rangpur or Rajshahi Division.
∎ Eligibility, Location and Duration: This position will be based at WorldFish`s Country Office in Rajshahi and Rangpur, Bangladesh. Interviews are expected to be held in August 2019. Only shortlisted candidates will be notified and expected to attend the interview. The successful candidate should be available to commence on August 2019 for an initial two (2) years and four (4) months fixed term contract, with the possibility of contract renewal depending on performance and funding availability.
Job Responsibilities:
∎ Support the M&E team to ensure that the project Performance Monitoring and Evaluation Plan is updated and revised as needed to supply the required information.
∎ Build capacity of project field staff in the use and content of the CGIAR Monitoring and Evaluation Platform.
∎ Assist in designing the survey tools to measure the project indicators and targets according to the results framework of the project.
∎ Conduct training of the enumerators on different questionnaires and survey methods for data collection.
∎ Supervise and coordinate with survey enumerators to conduct quality assurance of collected data (e.g., performing back-checks, spot checks and data cleaning according to protocol).
∎ Conduct regular field visits and group discussions to interact with the project households, feed companies, local service providers, NGO staff, Government and civil society to verify the monitoring or survey data.
∎ Provide report to project management team on field activities and share learning messages to other team members.
∎ Liaise with communication/MIS team of WorldFish Bangladesh to ensure that results of performance monitoring are integrated into communications strategies, message development and reporting on project accomplishments and lessons learned.
∎ Assist (if required) the International Initiative for Impact Evaluation (3ie) assigned for WorldFish's Project.
∎ Assist project team for developing and ensuring the timely submission of annual work plan, monthly and other reports as required by WorldFish.
∎ Responsible for the day-to-day management of the project M&E related activities.
∎ Complete such other tasks as required or as directed by WorldFish.
Additional Requirements:
∎ This job is open to Bangladesh Nationals with the following skills and qualifications:
∎ Minimum 5 years working experience in M&E or related posts.
∎ Strong skill of using Microsoft Office suites, SPSS/STATA and GIS.
∎ Experience managing complex field operations to meet firm project deadlines and ensure data quality.
∎ Ability and willingness to work remotely and independently.
∎ Fluent in written and spoken in English and Bangla.
∎ Experience with web-based data management systems is preferred.
∎ Preference will be given to those who has previous experience of working in aquaculture projects.
Salary:
∎ This is a Nationally Recruited Staff (NRS) position with annual salary ranging between BDT 726,527 - BDT 793,896 per annum. WorldFish`s NRS shall receive comprehensive benefits including (but not limited to) insurance coverage for staff and eligible dependents, and pension/ provident fund contribution.
