Job Context:
∎ The purpose of the Manager, Monitoring and MIS role is to oversee and provide technical and managerial leadership to BRAC International (BI) countries for operationalizing an effective MIS. S/he will provide need based technical assistance and strategic guidance to 10 BI countries to ensure timely, accurate and credible data collection, analysis and reporting as per the need of project, program, region and BI head office management and supervisory board members. The Monitoring and MIS Manager will report to Sr. Manager Monitoring and MIS, and work closely with the BI Sr. Manger T4D (technology for development) team.
∎ S/he will be responsible for development of MIS data collection and reporting tools, providing ongoing technical support to country monitoring and MIS team members and continuously improving BI wide digital MIS. S/he will also be responsible for successful roll out of the digital system at the country level as well as building capacity of country teams to ensure that Country Offices and HO meet the Global MIS standards.

Job Responsibilities:
∎ Technical Leadership:
∎ Review and update existing MIS system in each country, identify gaps and provide strategic guidance to ensure systematic data collection, analysis and reporting as well as improve the quality as per BI principles, and standards.
∎ Support BI M&E and ICT team to establish a BI wide real time/digital monitoring system (digital data gathering, analysis, reporting and visualization using dashboard)
∎ Ensure that a coordinated data management system/structure in place at all levels to facilitate timely data collection, data quality assurance, analysis, reporting and sharing of information and learning at various levels of the organizations
∎ Roll out BI "Program Reach Guideline" and provide day to day support/technical assistance to country teams in producing timely, and accurate data on Direct and Indirect reach/coverage by projects and programs in each BI country.
∎ Develop MIS guideline and provide technical assistance (training and mentoring) to the country teams for timely and credible data collection, cleaning, validation, data analysis, and reporting to support data driven management decision making.
∎ Oversee country level MIS activities and ensure timely reporting as per the reporting need of donors and/or project/program management team
∎ Provide technical support in aligning country level MIS with BI wide MIS
∎ Ensure that MIS system generate disaggregated data (Age, gender, disability, ethnic minority, geographic location and/or any other priority as per project/program need) for relevant activities, outputs, and outcome level indicators.
∎ Troubleshooting, diagnosing and fixing MIS related issues and formulating a repair strategy.
∎ Provide need base support to conduct research and data analysis such as rapid and income security assessment, emergency analysis, project baseline, endline, assessment etc.
∎ Reporting and learning:
∎ Prepare consolidated MIS reports, dashboard at multiple levels (BI, COs, programmes/projects) in collaboration with programme and Monitoring team, dentification of problems/potential bottlenecks in MIS implementation, and providing solutions/specific recommendations as appropriate
∎ Develop reporting templates that facilitate the acquisition, aggregation and reporting credible information as per project and program needs.
∎ Support country team to prepare monthly, quarterly and annual MIS reports.
∎ Compile BI level quarterly MIS reports including narratives and support information need for various internal and external reporting such as producing reports for BI board and communication team.
∎ Develop and establish mechanisms for capturing learning and sharing lessons learned across the organization
∎ Maintain a central digital database for all MIS as well as support country to maintain country level digital data gathering system
∎ Capacity building:
∎ Build the capacity of BI HO and CO staff members to develop and maintain an excellent MIS database and reporting.
∎ Develop, test and implement guidelines on MIS implementation as needed.
∎ Provide training and necessary assistance for the employees involved in implementation and maintenance of the data analysis software i.e. Ms. Excel, SPSS, STATA, etc.
∎ Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
∎ Safeguarding:
∎ Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
∎ Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Additional Requirements:
∎ Knowledge of developing and maintaining large scale monitoring and MIS for national or international NGOs.
∎ Experience on data management, analysis and reporting including largescale database management.
∎ Computer proficiency in Microsoft Word, Excel, PowerPoint and appropriate data analysis packages (MS Excel, MS Access, SPSS, STATA, R, etc.).
∎ Understanding of the current Monitoring and Evaluation (M&E) trends and especially managing MIS in development organizations and various country context including countries in conflicts of political instability.
∎ Commitment to gender and safeguarding issues
∎ Data rational, analytical and resource optimization skills
∎ Excellent written and spoken English skills
∎ Leadership capacity and participatory capacity building/influencing skills
∎ Experience Requirements:
∎ Minimum of 5 years' of managing large scale MIS in national/international development organizations
∎ Masters in preferably in MIS/computer science/Statistics/Economics/population science
∎ Requirements of educational background can be flexible for highly experienced person.
∎ Experience of high quality analytical and summative report writing skills.
