Job Context:
∎ CODEC is an inheritor of DANIDA Bangladesh derived from couple of project intervention explicitly DANIDA Boat Building Project and Boat Rental Scheme. CODEC has been working as a people centered development organization since 1985. CODEC has been growing and evolving into efficient and effective non-governmental development organization in the coastal area of Bangladesh. From the beginning of its development intervention CODEC started its activities only with the fisherfolk communities but over the period CODEC now extended its working area with other disadvantaged coastal communities along with the fisherfolk community.
∎ CODEC is a sub-partner to Winrock International on USAID’s Esho Shikhi project and is currently recruiting for the position of Manager-Finance & Admin for Field Personnel.The Esho Shikhi project is being implemented through an integrated approach with the Directorate of Primary Education (DPE) and building synergies across 4 (four) program elements with the objectives of achieving the following results through interrelated components:
∎ Increasing learning opportunities,
∎ Enhanced Teaching Quality and Teaching Learning Materials to Improve the Quality Education
∎ Strengthened capacity of field level mentors to deliver quality education.
∎ Building school communities’ capacity to mitigate and manage the effects of shocks and stressors on education access and improved quality.

Job Responsibilities:
∎ Tasks: Related to Finance:
∎ Responsible for monitoring all sort of financial expenditures according to budget of project.
∎ Update monthly bank statement, bank reconciliation and prepare report for the management.
∎ Update all financial books and records as per financial procedures following CODEC, USAID and Wirnock’s financial compliance.
∎ Responsible for update all financial date in accounting software “QuickBooks” and Simply accounting software.
∎ Prepare consolidated budget and budget variance report in consultation with Project Head and place to the management.
∎ Ensure maintenance of fixed assets and update fixed asset lists.
∎ Preparation of voucher with necessary supporting and taking approval from respective authority before Payment & recording.
∎ Any other functions as may be assigned to him/her by the Program Specialist-Community Engagement or his/her designated Authority.
∎ Visit respective upazila level offices for overseeing the bills, documents and booking of expenses in correct & appropriate manner.
∎ Related to Admin:
∎ Responsible to ensure administrative support to the offices for smooth implementation of project.
∎ Assist annual operational plan of ESHO SHIKHI project jointly with the regional team
∎ Provide logistics and other support
∎ Responsible for maintaining all papers and documents and record all HR related activities of the project
∎ Responsible to maintain all the files of each personnel on updated fashion.
∎ Responsible to prepare all sorts of correspondence in line with proper approval.
∎ Preserve personal file for staff of field level and Review, checking and update documents of personal file
∎ Responsible to put all personnel data on Database in HR software.
∎ Support to organize training, workshop, meetings as and when required.
∎ Knowledge of implementation of program management and coordination and administration
∎ Technical Activities:
∎ Monitor of payment vouchers with ensuring deduction of Taxes & VAT;
∎ Should have good knowledge on budgeting, and financial compliance management;
∎ Keep invoice and all other related documents, so that internal & external Audit could be performed without any objections.
∎ Financial controlling and financial reporting skills
∎ Maintain and preserve records such as Leave register, Personal file, Receive and dispatch register, House rent Agreement file, Vehicle agreement file, All kinds of legal documents such as registration certificates, FD-6, Inventory register and Attendance and movement register.
∎ C:3. Financial Management:
∎ Prepare monthly, quarterly and Annual Project Financial Reports
∎ Checking journal vouchers from different project offices.
∎ Responsible for coordination and work closely with employer’s financial management team as well Donor’s financial management team to ensure timely financial and administrative support,
∎ Check and oversee expenditures related to office operations and procurement according to the approved budget or with prior approval of the appropriate approval authority when necessary;
∎ Ensure compliance with procurement, accounting, documentation and reporting according to organization’s and donor policies and procedures.
∎ Work Supervision:
∎ The Manager-Finance & Admin for Field Personnel will work under the Technical Supervision and overall guidance of technical team of USAID’s ESHO SHIKHI, Finance Focal of CODEC Head Office and Program Specialist for Community Engagement with respect to administrative supervision responsible to the employer or his designated person.
∎ Knowledge Management:
∎ S/he will be responsible to maintain a Work Journal, where you will document your learning, mistakes, challenges, experiences, accumulated knowledge, etc. either in English/Bengali and share with your line manager/CODEC management when required.
∎ S/he will be responsible to coordinate with all teams/departments of your project/program to document and share all knowledge that can be relevant and beneficial for the organization.
∎ PSEA:
∎ S/he should abide by the Inter-Agency Standing Committee (IASC)’s six core principles on Protection from Sexual Exploitation and Abuse (PSEA) policy. Ensure the safety of team members (in respect to Prevention of sexual exploitation and abuse - PSEA) from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
∎ This position is based at Dhaka with extensive field visit in project areas as and when required.
