Educational Requirements:
∎ Advanced Degree in GIS, Geography, or other related field preferred, a Bachelor's degree is required.

Job Context:
∎ Background: The primary roles and responsibility of the incumbent will be focused on major technical aspects, such as Geographic Information System (GIS) and Monitoring, Evaluation and Learning (MEL). As GIS specialist , s/he will primarily be responsible for all sorts of designing, innovation and execution of an integrated on-line based GIS, MIS, MEL and CLA systems and demystify information management system and visualization. S/ he will have to work on the MEL too to contribute to the Bangladesh Aquaculture and Nutrition Activity (BANA) M&E Plan and its execution. S/he will have to work with the BANA MEL team, activity and cross- sectoral teams reporting to MEL Manager.
∎ Eligibility, Location and Duration: This position will be based at WorldFish`s Country Office in Dhaka, Bangladesh. Interviews are expected to be held in May 2020 and only shortlisted candidates will be notified and expected to attend the interview. The successful candidate should be available to commence as soon as possible for an initial two (2) years and eight (8) months fixed term contract, with the possibility of contract renewal depending on performance and funding availability.

Job Responsibilities:
∎ Establish Geographic Information System (GIS) to monitor program progress and changes considering geographical aspects, that helps management in making decisions and planning based on geospatial analysis and tools.
∎ Develop resource map which relates inclusive market systems approach based aquaculture productivity, value chains, and other market players.
∎ Generate data visualization and analysis using GIS tools to support reporting requirements and real-time monitoring of implementation.
∎ Maintain linkage with government and other relevant agencies for geospatial data exchanging and merging.
∎ Responsible to customize GIS based software features into mobile-web application and their integration with management information system (MIS).
∎ Oversee data flow, management of attribute data, assist spatial analysis, collect GPS coordinates and produce GIS outputs.
∎ Build capacity of project monitoring staff including implementing partners' staff and technical people regarding GIS data collection process, tools and data quality.
∎ Work in compliance with USAID GIS standards and quality policies.
∎ Other complementary and necessary MEL activities as assigned by the MEL manager.
∎ Implement and strengthen the GIS within the project and WorldFish Bangladesh.
∎ Work with WorldFish Geospatial expert for GIS data curation and make data/ info more accessible for researchers, technical experts and decision makers in WorldFish.

Additional Requirements:
∎ High proficiency in ArcGIS software, proficiency in QGIS or alternate open source GIS software packages.
∎ Sound technical knowledge on MEL and Market Systems Approach in development activities and on latest developments in GIS field.
∎ Experience in using mobile data collection applications for mapping purposes.
∎ Expertise on spatial data collection, map series creation, compilation of available geospatial data sets, web mapping, spatial analysis and data visualization.
∎ Experience in web cartography across multiple web mapping platforms, and experience with other non-spatial database systems.
∎ Experience training non-specialist staff on the uses of mobile data collection, GPS, GIS, and RS in support of project objectives.

∎ Fluency in written and spoken English and Bangla.
∎ Ability to use MS Office- Word, Excel, Access and PowerPoint and statistical soft-ware and knowledge on designing, development of SQL Server is preferred.
∎ Strong learning ability, innovative, dynamic and positive attitude to work in challenging situation and hard to reach remote with women, men and youth and various types of market actors and BANA sub-grantees.
∎ Nice to have knowledge of international development projects, particularly USAID-funded initiatives.
∎ Desired to have basic understanding of market systems approach and data analysis skills using GIS tools.
∎ Ability to think clearly and analytically, committed and motivated.
∎ Training on ICT and GIS is also preferred.

Salary:
∎ This is a Nationally Recruited Staff (NRS) position with annual salary ranging between BDT 1,347,224 - BDT 1,516,312 per annum.
