Job Context:
∎ Helvetas Bangladesh is looking for a qualified “Gender and Protection Officer” for its UNHCR funder project, based in Cox’sBazar. The project contributes greatly to the institutionalization and improvement of a camp management and coordination system that has accountability and protection in camp 1E, 1W, 3, 4 and 4E. The project also provides site management support and capacity building of Community Governance of beneficiary household (sensitizing on sectoral approach during emergency, community empowerment and leadership) ensuring participation mechanisms in close coordination with Community-based Protection.
∎ The “Gender and Protection Officer" will directly report to Humanitarian and DRR Specialist and matrix line reporting to Regional Humanitarian Coordinator. This position is responsible to assist in Project management and implementation; Facilitate the external relation and contribute to the partner management; Learning, accountability and capacity building; and Contribute to prepare the different reports.
Job Responsibilities:
∎ Analyse and assess community participation structures, protection issues and processes and mechanisms in the Refugee Camp and host community;
∎ Support the capacity building activities of project staffs, partners, volunteers and contribute to raising awareness for community participation, protection measures at the site management structures where applicable;
∎ Support the capacity building of project staffs, volunteers and community awareness session on PSEA and skill development;
∎ Coordinate and support the organization of advocacy activities and campaigns events at the camp level, e.g. for International Women's Day, 16 days of activism, etc.
∎ Contribute to develop and implement a Partnership Strategy to ensure the smooth implementation of the project activity;
∎ Coordinate regularly with Camp Managers, Protection/PSEA actors and all key sectors to ensure follow-up action to address identified gender issues;
∎ Participate in the regular camp and sector coordination meetings at camp level to provide inputs and coordinate action on gender issues;
∎ Support other programmes team in gender sensitivity aspect, capacity building on PSEA and ongoing monitoring activities of the protection mainstreaming;
∎ In-coordination with M&E focal person, conduct monitoring of the project activity implementation and post implementation monitoring to meet standards on a regular basis;
∎ Assist and contribute to develop donor reports, monthly reports, sector reports report writing, case stories focusing gender dimension;
∎ Assist the acquisition team if necessary to integrate and mainstream gender as cross-cutting component.
Additional Requirements:
∎ Excellent training and facilitation skills including experience in vulnerability analysis;
∎ PSEA training, gender responsive and socially inclusive local governance; advocacy on gender & social inclusion; capacity development;
∎ A minimum of 2-6 years’ experience in the management of protection, women empowerment, community mobilization projects, including a mature understanding of humanitarian and sustainable livelihoods, WASH and Shelter programming in a variety of diversify intervention areas;
∎ A minimum of 2-3 years experience in emergency interventions and sound understanding of site and camp management;
∎ Community development skills, including participatory community assessment and planning techniques, with skills in capacity building of communities and experience of working with different projects groups such as livelihoods, Shelter or wash groups/community-based structures;
∎ Strong influencing and advocacy skills, political and cultural sensitivity;
∎ Language skills: Fluent in English, Bengali native speaker, Chittagonian desirable;
∎ Professional level in MS Office package.
Salary:
∎ We will offer you one year contract with the salary and benefits range (around); BDT. 80,000/- to BDT. 90,000/- per month. This package will include monthly gross salary, festival bonus, provident fund, and gratuity as per the organizational policy.
