Job Responsibilities:
∎ The Finance Specialist will be responsible for the administration and financial management of the project. Other responsibilities include:
∎ Implement and enforce all policies and procedures related to financial matters.
∎ Establish and maintain adequate system controls to protect against financial misstatement, in accordance with applicable government accounting and administrative regulations.
∎ Coordinate annual and other financial audits-including preparation of supporting schedules and information-respond to auditor questions and consolidate report formats.
∎ Allocate project funds among various program activities.
∎ Provide information and reports to grants management function.
∎ Prepare regular reports for appropriate management as necessary or requested.
∎ Support the design and implementation of finance, accounting, human resources and procurement manuals
∎ Manage payroll functions
∎ Manage, process, and account for all expenditures under the project
∎ Ensure non-billable requirements are kept to a minimum
∎ Provide USAID with annual budgets of expenditure as well as quarterly forecasts against budget statements
∎ Allocate project funds among various program activities with the authorization of the Country Lead/Activity Director
∎ Oversee and ensure adequate project profitability
∎ Set up and refine financial systems to USAID requirements
∎ Prepare regular reports for appropriate management as necessary or requested.

Additional Requirements:
∎ Five years of experience in finance and accounting, office administration, project operations, and human resource management
∎ Experience managing the financial aspects of USAID projects, including a demonstrated understanding of applicable finance-related USG contracting regulations.
∎ Experience with banking (e.g. reconciliations, petty cash management, online banking etc.).
∎ Experience with enterprise accounting software.
∎ Good understanding of Banking functions such as remittance formalities, fund clearance documentation, Bangladesh Banking rules etc.
∎ NGOAB rules and regulations.
∎ Demonstrated knowledge of internal controls and audit processes (e.g. procurement, local subcontract agreements, etc.).
∎ VAT and TAX rules.
∎ Strong communications and personnel management skills required.
∎ An advanced degree in finance, human resources management, business administration, public administration, economics, or other, relevant field is highly preferred.
∎ Fluent English and Bangla is required.
∎ Ability to work independently and experience of working at Bangladesh Country office - Dhaka.
