Job Context:
∎ The Finance Officer (also known as `Accountant` internally) will support the line manager delivering accurate and timely finances support to this role that includes collaborating with other members of the Finance team to ensure proper accounting transactions and compliance with WorldFish and the donor requirements. The Finance Officer will be supportive and offer training and sound advice the relevant stakeholders. The post holder will also work closely with other WorldFish team from different countries including those based in headquarters. They will also work with implementing partners, donor/funding organizations and government officials to ensure quality delivery of finances.
∎ This position will be based at WorldFish`s Country Office in Dhaka, Bangladesh. Interviews are expected to be held in December 2019 and only shortlisted candidates will be notified and expected to attend the interview. The successful candidate should be available to commence on January for an initial one (1) year fixed term contract, with the possibility of contract renewal depending on performance and funding availability.

Job Responsibilities:
∎ Ensures financial records are submitted timely to supervisor and compliance with WorldFish/donor's Financial Rules and Regulations.
∎ Ensure that project expenses are accounted for accurately in the system, and reported to the donor completely, according to agreed timelines.
∎ Assist in project management and project administration from project initiation to project closure including, but not limited to, maintaining proper project accounting files and master data, responding to external and internal queries.
∎ Handle Accounts Payable module, use appropriate Account Code, Agreement, BUS, AEC and assist to timely closing of monthly accounts in OCS.
∎ Staff and partners advance issue and liquidation, process supplier's payment on time and book in OCS accordingly.
∎ Review partner's contract, fund request and financial report and maintain partner's record in OCS properly.
∎ Assist in project management and project administration from project initiation to project closure including, but not limited to, maintaining proper project accounting files and master data, responding to external and internal queries as when require.
∎ Report to supervisor and project head regarding the remaining funding available for projects on monthly basis.
∎ Support in the budgeting, forecasting process, budget modification etc.
∎ Timely reconciliation of bank accounts, submit project fund request, project subsidiary ledgers and records to control accounts and with relevant parties, where applicable.
∎ Support in the managing cash transactions on OCS on a monthly basis.
∎ Ensure financial reporting and liquidation in accordance with guidelines and policy of donors, CGIAR and WorldFish.

Additional Requirements:
∎ At least 3-5 years of accounting, finance and/or audit experience, preferably work experience in International organizations / multi-national firms. Experience in a non-profit set up and understanding of project management is a plus.
∎ Must be conversant with international accounting standards i.e. IFRS / IAS and donor rules and regulations (USAID / EU/BMGF) relating to project/program accounting and financial reporting.
∎ Good interpersonal skills and able to work with different levels of staff from different cultural and religious backgrounds (in and outside of WorldFish)
∎ Strong sense of professionalism, business ethics and integrity.
∎ Good command of English (both verbal and written) and able to translate the Bengali language to English accurately.
∎ Hands-on experience with reputable ERP systems such as Agresso/OCS/Oracle and SAP
∎ Good working knowledge of Microsoft Office and Teams applications.

Salary:
∎ This is a two (2) Nationally Recruited Staff (NRS) positions with annual salary ranging between BDT 726,527 - BDT 770,773 per annum. WorldFish`s NRS shall receive comprehensive benefits including (but not limited to) insurance coverage for staff and eligible dependents, and pension/ provident fund contribution.
