Job Context:
∎ PARI is a Mymensingh-based national non-government organization which is working in Mymensingh, Kishoreganj, Netrokona, Sherpur, Jamalpur and Tangail districts in the areas of maternal and new born health, food security and nutrition, child rights, reproductive health for adolescents and market-based programming. PARI is seeking a Finance and Admin Officer for its Head Office, Mymensingh.
∎ Working station: Organization`s Head Office, Sadar, Mymensingh City Corporation.

Job Responsibilities:
∎ Key Job Responsibilities
∎ The Finance Officer (FO) reports to the Executive Director and is responsible for preparing financial statements, maintaining cash controls, preparing the payroll and personnel administration and preparing FD-2, FD-3, FD-6, FD-7, FC-1 and 2 for the NGO Affairs Bureau and maintaining accounts payable and managing office operations.
∎ The FO must work within the government's Financial Management Act/law, organization's financial policies and procedures and in compliance with all donor agencies rules and procedure as well as NGO Bureau's rules/regulations. The FO is to manage and control financial dealings at field as well as head office level and provide necessary guideline to the concern accounts personnel. He/she is to support the Executive Director in all manners relating to effective management of project finance dealing with project level and organization level, VAT and Tax deduction as per government's rules, conduction of internal financial audit, dealing with the NGO Affairs Bureau and other stakeholders.
∎ Responsibilities
∎ Administer and monitor the financial system in order to ensure that the organization's finances are maintained in an accurate and timely manner.
∎ Main Activities
∎ Assist with preparation of the budget
∎ Implement financial policies and procedures
∎ Establish and maintain cash controls
∎ Establish, maintain and reconcile the general ledger
∎ Monitor cash reserves and investments
∎ Prepare and reconcile bank statements
∎ Establish and maintain supplier accounts
∎ Processes supplier invoices
∎ Maintain the purchase order system
∎ Ensure data is entered into the system
∎ Issue cheques for all accounts due
∎ Ensure transactions are properly recorded and entered into the computerized accounting system
∎ Prepare income statements
∎ Prepare balance sheets
∎ Prepare monthly financial statements
∎ Prepare quarterly reports and report on variances
∎ Conduct periodical internal audit
∎ Assist with the annual external audit
∎ Maintain financial files and records.
∎ Maintain the accounts payable and accounts receivable systems in order to ensure complete and accurate records of all funds.
∎ Main Activities
∎ Ensure the safeguarding of all organization's funds
∎ Issue, code and authorize purchase orders
∎ Reconcile the accounts payable
∎ Prepare journal summaries
∎ Reconcile the accounts receivable
∎ Compile source documents
∎ Issue receipts
∎ Reconcile monthly deposits.
∎ Maintain bank accounts as one of the joint signatories.
∎ Possess positive attitude and friendly behavior to handle multi-cultural, religious and racial differences in order to create and keep fair and transparent environment for all staffs.
∎ The Finance Officer possess positive attitude towards other staffs and colleagues.
∎ Have to manage a number of projects at one time, and may be interrupted frequently to meet the needs and requests of concern project staffs and donors.
∎ Finance Officer may find the environment to be busy, noisy and hazy.
∎ Will need excellent organizational and time and stress management skills to complete the required tasks.
∎ Have ability to adapt and adjust with changing environment at organization and working community level.
∎ Have attitude and ability to fulfill demands on one's senses and mental demands.
∎ The Finance Officer will have to manage a number of requests and situations at one time. Stress may be caused by the need to complete tasks within tight deadlines.

Additional Requirements:
∎ Age at most 45 years
∎ Required Experience: worked with a national or international reputed organizations for at least 5 years as the finance officer or finance focal person. The candidate should have working experience on preparation of FD-2, FD-3, FD-6 and relevant documents for the NGO Affairs Bureau and also practical working experience with online accounting system/package (tally/Quick Book 2000), He/she should have knowledge about the nature of NGO activities, should possess mentality to work under stress or heavy workload. He/she should have experience with procurement process, BID/quotations calling and market verification skills. Experience on the verbal and online communication with the donor agencies will be treated as an extra qualification.
∎ Knowledge

∎ The Finance Officer must have proficient knowledge in the following areas:
∎ Computerized accounting programs
∎ Accounts payable and accounts receivables
∎ Generally accepted accounting principles
∎ Fund accounting
∎ Preparation of financial statements
∎ Reparation of financial reports
∎ Government's rules and services
∎ Administration of employee benefits
∎ Payroll systems and reporting
∎ Office administration and all sorts
∎ NGO policies and procedure/guidelines
∎ An understanding of relevant government's legislation, policies and procedures
∎ An understanding of the cultural and political environment.
∎ Should be knowledgeable about the requirements of the NGO Affairs Bureau and Government's VAT and TAX office.
∎ Skills:
∎ The Finance Officer must demonstrate the following skills:
∎ Preparation of FD-6 and relevant documents for the NGO Affairs Bureau
∎ VAT and TAX deduction and submission as per government's rules/regulations.

∎ Preparation and participation skill to take part in national and international donor agencies' meeting, training/workshop on virtual mood or physical presence in English.
∎ Personal Attributes:

∎ 45 years old but it could be relaxed above the 45 only for the person with a high skills and experiences.
