∎ CRS is an international NGO based in the United States that works in over 100 countries to promote human development by responding to major emergencies, fighting diseases, poverty, and nurturing peaceful and just societies.
∎ For the past two decades CRS in partnership with Caritas Bangladesh has worked to strengthen the capacity of its national partners, provide emergency response interventions, and deliver comprehensive disaster risk reduction programming. CRS is currently working across the country including in Cox`s Bazar to address the needs of more than 1 million Rohingya Refugees with shelter and protection activities. CRS and Caritas Bangladesh are also actively responding to longer term needs by leveraging funds from a variety of donors including USAID, and MACP. Our work in country strives to build long term resilience through measures such as strengthened livelihood opportunities and enhanced skill development. It also looks to link vulnerable populations including women, indigenous and minority groups, youth and people with disabilities to key services in both rural and urban settings.

∎ CRS Bangladesh Invites applications from eligible and interested candidates for the following position:
∎ Finance Manager (1 Position-Based in Dhaka) You ensure a high level of resource stewardship, strict financial accountability and financial risk management while ensuring the effectiveness and robustness of the Country Program (CP) and relevant partners` financial management systems, processes, and practices in support of high-quality programs serving the poor and vulnerable. You anticipate and manage financial management services needs and delivery challenges, and identify and implement improvement solutions, as needed, to minimize CP and partners` exposure to financial risk.

Job Responsibilities:
∎ Develop and manage financial processes in accordance with policies and provide proactive service delivery, advice, and support to managers, staff, and subrecipients in relation to managing the whole project cycle (Design, Start-up, Implementation, Close-out), ensuring efficiency and compliance with CRS' policies and procedures, Generally Accepted Accounting Principles (GAAP), donors' rules and regulations, and legal requirements.
∎ Provide direction and coordination of effective budget development and management (Annual Program Plans and project budgets), ensuring accuracy and consistency of financial data and safeguarding of resources.
∎ Ensure integrity of accounting information by reviewing account issues for compliance and establishing quality control over accounting transactions and financial reporting. Oversee maintenance of supporting documentation for a reliable and easy to follow audit trail.
∎ Lead the preparation of accurate financial data, analysis and projections and support the Senior Management Team and Program/Project Managers in interpreting data for decision-making and effectively managing financial risks.
∎ Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports.
∎ Oversee the performance of accurate reporting procedures and timely submission of reports to relevant stakeholders (CP managers, Regional Office, HQ/Finance, donors, local government entities).
∎ Lead assessment of staff and subrecipients' financial management capacity, ensure capacity strengthening on finance policies and regulations, as needed, and monitor and measure impact.
∎ Lead efforts to close audit financial management findings in a timely and sustainable way.

Additional Requirements:
∎ Basic Qualifications
∎ Master's degree in accounting, Finance, Economics, Business Administration, or a qualification in accounting (CPA/ACCA or equivalent).
∎ Minimum of five years' experience in a similar position is required with a minimum of two years' experience as a Finance Manager.
∎ Experience with Government of Bangladesh tax law and regulations is required.
∎ Experience with Government of Bangladesh financial reporting is required.
∎ Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications.
∎ Preferred Qualifications:
∎ Experience with financial reporting for a minimum of two of the following donors USAID, FCDO, ECHO and European Union is a plus.
∎ Additional education may substitute for some experience.
∎ Experience in a similar position with an International NGO is a plus.
∎ Staff management experience is a plus.
∎ Strong experience in presenting and facilitating on financial management topics is a plus.
∎ Experience with Oracle financial accounting package is a plus.
∎ Candidates with GESI diversity is a plus, including gender (female); marginalized groups (ethnic/ religious minorities); and, persons with disability.
∎ Local expertise w/ permanent address in project district and local language competency is a plus.
∎ Required Languages - Proficiency in written and spoken English required. Bangla required. Other relevant local languages is a plus.
∎ Travel - Must be willing and able to travel up to 25% to field offices and project sites.
∎ Knowledge, Skills and Abilities:
∎ Excellent analytical skills with ability to make sound judgment and decisions
∎ Very good planning, monitoring and organizational skills
∎ Ethical conduct in accordance with recognized professional and organizational codes of ethics
∎ Proactive, resourceful, solutions oriented and results-oriented
