Responsibilities & Context:
∎ Manage day-to-day financial operations, including budgeting, accounting i.e. Cash Book, Ledgers and related books of accounts for relevant projects.
∎ Ensure compliance with financial policies, procedures, and regulatory requirements and proper filing of all financial documents and preservation as per BLAST’s policies.
∎ Prepare monthly, quarterly and annually financial reports and finalise them for submission to the Management (Finance, Legal and Programme Departments) for Governance (Board/ EC/ Internal Audit Committee) and for Donors, External Auditors and Regulatory Authorities including NGOAB.
∎ Ensure the payment of Tax and VAT in due time and collect certificates of all payments.
∎ Collaborate with Cluster Leads and Programme Specialists and assist the Director of Finance and Administration to develop and monitor annual budgets.
∎ Provide financial projections and analysis to support strategic decision-making for the Cluster Leads, and Director Programmes, to assist the Director of Finance and Administration.
∎ Implement systems for effective budget tracking and variance analysis and share the report with Cluster Leads, Director Programmes, and Director of Finance and Administration monthly.Accounting Software Management.
∎ The Finance Manager will independently post vouchers into the Tally software for the respective projects and, additionally, oversee and ensure the accuracy of voucher postings made by the Finance and Accounts Officers assigned to other projects.
∎ Oversee and maintain asset management for asset tracking and monitoring by Accounting Software (Tally) and fixed asset registers.
∎ Work closely with the Cluster Leads and Director Programmes to assist the Director, Finance and Administration to develop and monitor project budgets for grant applications.
∎ Assist the Grants Manager in drafting the FD-6 and FD-4 forms for NGOAB submissions and prepare FC-1, FD-2, and FD-3 forms for fund clearance from NGOAB.
∎ Ensure compliance with Donor and NGOAB requirements and timely reporting on financial aspects of grants.
∎ Draft the response to the auditor’s findings and finance-related queries of the NGOAB of all projects under the relevant Clusters and Legal Department, and others if required.
∎ Establish and maintain internal controls to safeguard the organisation's assets.
∎ Conduct periodic financial audits and reviews to identify and address potential issues.
∎ Verify the accuracy, validity, and legitimacy of the purchase documents (work orders, invoices, authorities’ approval) before payments are made by the accountant.
∎ Maintain all statutory compliance as per Income Tax Act 2023, VAT and Supplementary Duty Act, 2012, and other rules and regulations.
∎ Supervise and mentor the Finance and Accounts officer, fostering a collaborative and efficient working environment.
∎ Provide training and support to staff as required on financial policies and procedures.
∎ Attend and represent the Finance Team at Donor Meetings, and Management Committee and staff meetings.
∎ Visit Unit Offices for financial monitoring and development.
∎ Provide necessary information, records, and accounts reports to the auditor as required, and ensure the timely completion of the audit in accordance with donor, NGOAB, and NBR requirements.
∎ Other Tasks: Performing any other duties as and when required by the Director of Finance and Administration, in line with BLAST’s mission and vision.
∎ Position Overview: The Manager Finance is a key leadership position responsible for overseeing financial management and reporting functions of projects, in particular those under the relevant clusters of BLAST. The Manager Finance will play a crucial part in ensuring the organization's financial sustainability, compliance with relevant regulations, and effective financial planning.
